The URA feels that this resolution can be allowed to be repealed due to the replacement resolution being drafted. Though some spoke of the quality of the new resolution being lackluster the alliance still voted FOR repeal.


URA World Assembly Recommendation

Repeal: Freedom of Religion
General Assembly Resolution #430 “Freedom of Religion” (Category: Civil Rights; Strength: Significant) shall be struck out and rendered null and void.

Believing that the protection of religious individuals from unfair persecution is indeed important, and accordingly respecting the resolution's intent to protect religious individuals,

Affirming that a replacement resolution has already been drafted, so as to ensure that religious freedoms are still protected internationally after repeal of the target, yet

Saddened that the resolution's mandate that restrictions on religious practices only be "the least restrictive means" to advance certain interests prevents member nations from advancing "safety, health, or good order" through more restrictive, albeit also more effective, means, including prohibiting cannibalism wholesale to address the practice's inherent health risks, as opposed to eg licensing and disease testing mandates which are less restrictive but also far less effective,

Emphasising that the requirement that restrictions on religious practices only be to advance interests in "health, safety, or good order" is also too narrow, as there are many other reasons that a member nation might want to restrict a religious practice, such as preventing sacrifice of endangered animals to advance environmental protection, the World Assembly

Declares "Freedom of Religion" null and void.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution repeals "Freedom of Religion," a resolution that establishes the right of individuals within the WA to hold their particular religious belief and perform their own religious practices without fear of state punishment. However, Magecastle Embassy Building A5 points out in their repeal an important flaw in this original resolution, particularly through their usage of the term "least restrictive means" in terms of restricting religious practices as well as limiting those restrictions for the benefit of "safety, health, or good order." In the repeal resolution, it is argued that these clauses limit the reach of governments in placing reasonable restrictions on religious practices, and seeks to more carefully define that aspect of religious freedom with a replacement resolution. The United Regions Alliance recognizes and supports this argument, and will be voting FOR this resolution.

Historical Region Act
The Security Council,

Noting that extant within the NationStates multiverse there are a dwindling number of regions created between November 2002 and early April 2003 before founding nations held executive power, excepting those not made immortal by the gods to serve as their machinery;

States that because of their status as not having nations to use these awesome powers, historical regions are uniquely vulnerable;

Enumerates the last remaining historical regions that never acquired an executive founder: Belgium, Bucketheadland, Carioch, Eutopia, EWU, Hattrick, Haven, Lake ilopango, Liberal Paradise, Secularia, Seven Eleven, South Pacific, The AGS Commonwealth, The Proletariat Coalition, The West, User Friendlia, NationStates, Canada, Middle Earth, St Abbaddon, Stargate, Yorkshire, SPACE, and LUE;

Recognizes those historical regions that have since had a founder nation appointed to lead them, including but not limited to: Europe, 10000 Islands, Texas, The Heartland, Wysteria, Nasicournia, Space Sector RPRA, Hell, ISAF2, Subreality, Germany, Kattar, Katasia, USSR, Anarchy, and Axis of Absurdity; and

Remembers the many regions from this period, too many to list, that have ceased to exist.

Believing that historical regions are worthy of preservation, and declares:

The interregional community should protect these historical regions, whether they are founderless now or lose their founders in the future, against subversion or aggression via:

The writing of interregional protection treaties which can be adopted by those of defender, independent, imperialist and non-aligned ideologies alike to protect historical regions from external military forces.

The enactment of measures by governments of historical regions to preempt attack and malicious refounding.

The passage or rejection of Liberation resolutions and their repeals based on native support.

The establishment of policies by all regional governments to support the native population and governance of historical regions, including political and military intervention where appropriate.

The doctrine of this Assembly is that the expressed will of the native population and its recognized representatives are the supreme authority in deciding a region's policy and its future, including whether and how to implement access controls

With the passage of time, native populations and governments may become silent, indifferent, inactive, or cease to exist entirely, and

Encourages the creation by concerned nations of Caretaker Conservation Administrations (CCAs) to govern historical regions where no legitimate native leaders exist, or where such leaders request them, recommending and recognizing those which:

Operate independently and do not limit membership based on affiliations outside the region,

Require participating nations to be present in the governed region for the duration of their participation in the CCA,

Make a good faith effort to honor the history of the region and the preferences of pre-established natives,

Prioritize the best interest of the region over that of their members and other organizations,

Recruit for and promote active participation in the region to establish new native stakeholders,

Vigorously pursue the goal of establishing a healthy, independent region with independent native leadership,

Dissolve or subordinate themselves to native administration once native leaders are established, and

Do not allow members to serve concurrently in the native administration, nor use proxies to do so.

Establishes this Historical Region Act and authorizes the passage of additional resolutions to advance native rights and regional conservation.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution seeks to protect historical regions through interregional treaties, measures by these regions to preempt attacks, support for or opposition to liberation resolutions according to native support, and an adoption of policies by all regional governments to support historical regions, including through political and military measures. As well, the resolution encourages the creation of Caretaker Conservation Administrations, and lays out the guidelines for which those organizations are to be recognized. Within the discussion from the URA, arguments against mainly focused around this recognizing of organizations, as well as discussing the practicality and necessity for advanced organizations and other measures in preserving these regions. Overall, the URA does not support this resolution.

Public Domain Act
The World Assembly,

Acknowledging that creators of visual media, audio media, and writings are made copyright in order to allow the original creator to gain recognition and compensation for their work,

Noting that public domain allows a work hard to obtain due to copyright holders refusing to publish the work to a larger level, or multiple copyright holders not being able to agree on a fair release of a work to gain a wider release, as well as inspiring other media creators in their own work,

Hereby:

1. Defines "public domain", for the purpose of this resolution, as a work that has been released for a period of time that decidedly would be long enough for the creator of said work to profit off of it, then being unable to be claimed as copyright and allowed to be publically sold and shared without the threat of a lawsuit.

2. Defines "copyright", for the purpose of this resolution, as a period legal protection of different works in order to give creators a fair length of time that they may profit off the work that they have created without worry of persons plagiarizing the work and then profiting off work that they do not have a claim to.

3. Mandates member states to recognize the period of time under copyright as not more than 65 years after the work's original publishing year, but not less than 20 years after the work's original publishing year.

4. Allows any and all peoples within member states to sell, share, repurpose, and/or reuse the work freely after the copyright's expiration without threat of prosecution.

5. Requests member states to waive the copyright period if the previous copyright holder had relinquished copyright, such as a copyright held by a company that went out of business and did not sell or otherwise give the copyright to a successor, allowing the general populace the chance to experience a potentially obscure work without the possibility of being prosecuted by an unknown copyright holder.

6. Gives creators the right to void a copyright they previously made, therein releasing the work into public domain, ideally by notifying the member state's equivalent of a Copyright Protection Office.

This resolution is written in an attempt to further outline copywrite rules in the World Assembly. However, the URA believes that the specific restrictions within the resolution are far more than the General Assembly should be placing on copywrite legislation. Worried that the Moon is especially vulnerable to attacks capable of delivering permanent damage due to its small scale,

Concerned that the international community has so far proved either unwilling or incapable of defending the Moon,

Aghast that the Moon and its resident nations may suffer irreparable harm without swift international action,

Hereby liberates Moon.

Security Council Resolution #326 “Condemn Ever-Wandering Souls” shall be struck out and rendered null and void.

The Security Council,

Reiterating that condemnation by this august body is one of the highest forms of punitive recognition a nation can receive for villainy and subversion,

Acknowledging the prior passage of Condemn Ever-Wandering Souls (Souls), which sought to condemn the nominee for their many years as a figure in raiding,

Respecting that the writing of SC#326 is excellent and up to modern standards of quality, though nevertheless unconvinced that the nominee is deserving of recognition by the Security Council for their alleged misdeeds,

Recognizing that SC#236 mentions Souls’ involvement and leadership in numerous raiding organizations, though contending that their career in the multiverse is primarily viewed through their role in The Black Hawks specifically,

Questioning the relevance of the “Iterating” clause, as ensuring the destruction of The Black Riders and “denying [them] any chance at salvation” is not a condemnable act given The Black Riders’ reputation as a repulsive organization which has been forever removed from the plane of existence by divine intervention,

Asserting that Souls’ leadership of The Black Hawks was, on the whole, detrimental to raiderdom due to their advancement of the parasitic and self-defeating “Raider Unity” ideology. Under Souls’ leadership, the Council of Hawks exploited and attempted to vassalize other raider organizations, notably the iteration of HYDRA at the time, decidedly making Souls’ style of leadership damaging to raider objectives,

Recalling that Souls has played a major role in the political alienation of imperialist and Independent regions from supporting invaders, where regions such as The Land of Kings and Emperors and Balder, previously reliable supporters of invasions, were pushed away from raiderdom by Souls’ dogmatic and antagonistic demeanor, thereby adding significantly to the political crisis faced by raiderdom today,

Dissatisfied with the claim that Souls is condemnable in nature, as nations which are most deserving of the designation are those which operate with unmitigated brutality, whereas, in the rare instances where they have produced a viable scheme, Souls has often failed to follow through on their proclaimed nefarious intentions, especially when said intentions were brought to the public eye, such as:

Hiding from the public eye almost completely in the aftermath of the “Red Phone” intelligence disclosures. Souls repeatedly asserted their interest in subverting and eventually destroying the South Pacific’s legitimate government in these declassified documents, but refused to expend their own effort and later retreated from answering for their boasts,

A series of intelligence and subversion operations planned by another organization Souls holds commanding rank in, targeting multiple regions, most notably Balder, which were unsuccessful and abandoned due to poor planning and execution on all fronts, such incompetence and the subsequent public fallout further isolating raider regions in the public discourse,

Delighted that many founded regions were further protected against permanent damage and seizure as a result of Souls’ diplomatic folly. Due to the loss of support from many imperialist and Independent groups, liberating coalitions and their allies have found passing preventative liberations to be of relative ease with minimal controversy, in part thanks to diplomatic repulsion by raiders encouraging more moderate regions to support these measures,

Concluding that while the target resolution is well articulated, Souls lacked ability, efficiency and tactful calculation while leading The Black Hawks, ultimately undermining their own ill-intended goals, dismantling their suitability for condemnation,

Affirming that while Souls held several positions in raiding high command over several years, their contributions to raiderdom have undoubtedly been feeble and that of a cosmic liability, and therefore,

Hereby repeals Security Council Resolution #326 “Condemn Ever-Wandering Souls”.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution argues that the condemnation given to Ever-Wandering Souls by SC #326 is not deserved by arguing that their contributions to raiderdom have been both weak towards the success of that sphere, as well as a liability in certain aspects to their success.

When assessing this resolution and whether or not to vote against or in favour, it is important to consider not just the context textually, but also around the political motivations of this proposal. As has been discussed at length on the forum thread for this resolution, and stated directly by the author themselves, their goal with this resolution (as well as others that they have proposed in the past repealing other condemnations) is to repeal so-called "congratulatory" raider condemnations. Within the URA, we have experienced threats and actual raids on some of our member regions, including from The Brotherhood of Malice, which the target nation of the condemnation in question is a member of and a leader in.

It is precisely these reasons that we as the United Regions Alliance are so firmly opposed to repealing the condemnation of Ever-Wandering Souls. To claim that simply because a raider may appreciate and value their condemnation is reason enough to prevent them from having one is preposterous; this condemnation is to recognize the actions of this nation, particularly because of the impact of them being negative, not because they should feel bad about it being granted to them. We disagree with the arguments put forth under this repeal in disregarding and undervaluing Ever-Wandering Souls achievements, negative though they may be, and STRONGLY urge a vote AGAINST this resolution.

To me, this goes against the principle of the WA being a serious voting body and only comforted in my decision to oppose this repeal. This type of argument is not something I want to see again in a WA campaign to sway vote.

We would like to announce the signing of the Treaty of the New Moon between Lone Wolves United and the United Regions Alliance(URA)! This treaty firmly establishes a friendship between our two organisations, and represents a commitment to cooperation on matters of mutual interest.

TREATY OF THE NEW MOON

Between the

Article I - Mutual Recognition

We, Lone Wolves United and the United Regions Alliance (URA) recognise each other as the legitimate leadership of our respective organisations and our respective member regions or territories.

Article II - Non-aggression

The signatories agree never to invade the other signatory's regions and territories, nor shall they ever assist a third party in doing so.
The signatories agree never to engage in espionage or other forms of subversion against one another, or assist a third party in doing so.

Article III - Mutual Defense

Should either signatory come under attack, the other will agree to come to the aid of their fellow signatory according to their ability. Should a signatory come into possession of information posing a threat to the security of the other, they will agree to share it promptly.
Should a signatory come into possession of information that does not directly threaten the security of the other, but which may be of interest to them in regard to the safety of their region(s), territories, or allies, they may share this information at their discretion.

Article IV - Diplomatic Agreements

The signatories agree to maintain embassies with the other and shall strive to keep one another updated on the happenings of their respective governments.
The signatories pledge not to support World Assembly proposals considered harmful to their fellow signatories.

Article V - Termination

Both signatories are required to give a week’s notice to the leadership of the other party before withdrawing from the treaty.
The signatories will make all reasonable efforts to seek a diplomatic solution before withdrawing from the treaty.

I am excited to kick off the Candidate declaration period for the new URA election season kicks off! As many of you are aware this will most likely be the last election where Directors will be elected via the Citizens of the Alliance. I officially open up the Candidate declaration period which will run from 3/3/2023-3/18/2023 for the following positions. President, Vice President, Directors of Internal Affairs, Foreign Affairs, Cultural Affairs. All Citizens of the alliance are eligible to run for any position listed above. The requirement is they are a member of the URA discord when elected. Debates will follow after the candidate declaration period ends. Candidates are encouraged to submit a candidate Manifesto so that I can post them in that channel. You may declare candidate intentions in #campaign-central in URA discord. United Regions Alliance Election Results


The United Regions Alliance (URA) has chosen incumbent Vice President Rei Khan from Cape of Good Hope to serve as the ninth President of the Alliance, heartily defeating former two-term President Suvmia from Ridgefield for the role with an 11-vote lead. This election cycle saw 53 votes, sitting right near the median vote count for URA elections, albeit continuing a trend of smaller voter counts since last July. Now-President Rei Khan ran on a platform of promoting and assisting more URA World Assembly authors, strengthening our member base, as well as seeking out foreign relations with other like-minded organizations and alliances.

The election races for Vice President, Director of Foreign Affairs, Director of Internal Affairs, and Director of Cultural Affairs were all uncontested this cycle. Savonir, World Assembly Delegate from Aelstun, was acclaimed as Vice President with 79.2%, running on a platform of revising Foreign Affairs agreements as well as revamping the WA Recommendation apparatus. Acclaimed as Director of Foreign Affairs with 77.4% support was The Notorious Mad Jack, hailing from Britannia Prima. Outgoing Conch Kingdom Minister of Foreign Affairs Timiskrane received 92.5% support entering into the position of Director of Internal Affairs, looking to improve URA member engagement as well as reinforce the URA's R/D neutral stance by focusing on internal security. The final position, Director of Cultural Affairs, was taken by North South North West Kansas with 84.9% support.

Regionally, Lands End and Conch Kingdom took the lead in vote share, together garnering 42% of the total votes cast. Lands End also led URA members in its increase between WA voting power and their impact on the election, jumping over 8 points. By contrast, Anteria had the least impact compared to their Wa voting power, dropping by over 8 percent. On average, URA member regions that voted in the election experienced a slight increase in voting power, with the median increase hovering just below 1 percent.

With the upcoming release of Frontiers, the URA is in an interesting position with regard to its mission of UCR support. With a new slate of cabinet members, the future indeed looks bright.

Electoral Commentary


Several statements a regarding the election were made. Outgoing President Vulshine made a statement as the election results were released, reflecting upon their time in office:

Vulshine wrote:My dear Alliance Members,

It has been my greatest honour to have been here, and served as your President, for two terms, one impactful after the other. I do thank Oyussa, my immediate predecessor on the job, the very talented Rei, my Vice President, the first administrative pick I ever made to the Cabinet, and the members of the Alliance Cabinet, Echo, Freed, Zahar, and all those who have served with me, in my time as Vice President and then President.

While my time may be marked with inactivity, and a call for change, I am extremely happy that we have managed to bring in more regions into this home of ours, from the United Empires of Carson, to Citreon. During my long tenure, we have managed to conduct multiple URA Showcases, organise the TWP-URA WA Training Camp, a state visit to the Empire of Great Britain, and new cultural partnerships with the TWP and TNP, our traditional allies.

I do remember the time when I first entered a URA Office, that of Deputy PR Director, it was a time of chaos, with the TDR saga, and the whole question about Presidency and the candidates in those elections. Each time we have stood, and have grown to greater heights. A good friend of mine once said, "A person's legacy lives longer than that person itself." It is no surprise that being your President has been the greatest honour I have had in my entire NS Career.

I entered as Vice President, promising to do more, reform our Alliance, clean up our statute books, and get it moving forward. Through these few months, many tough decisions were taken, and I specially thank Ellenberg and Suvmia, at the Founder's Office for their constant support in ensuring those decisions can be taken. As I leave today, with an Alliance that is stronger, ready for change, my advice to all the elected Directors would be, serve this Alliance with all heart, and it will reward you with more. I'm always available!

President-elect Rei Khan made a brief statement following the election:

Rei Khan wrote:Thank you to all who voted for me, and to those who didn't, I hope I can put your minds at ease. My term will be focused on community engagement, culture, and binding with our allies and fellow URA Regions. Running against Suvmia, it took some work. I didn't think I had much of a chance, but I'll do my best. Together, with my cabinet, we'll work towards a better URA!

Newly elected Director of Internal Affairs Timiskrane also made a brief statement:

Timiskrane wrote:I want to thank the citizens of the URA for this opportunity and for putting their trust in me with overwhelming support. I am committed to a mission of quiet competency, no massive changes or sweeping reforms, just doing my job to the best of my ability to keep this Alliance running. I hope that in my term we will see a united and cooperating URA that will remain secure in the F/S era through the URA Reserve Force.
