The hard-nosed, cynical population of 170 million Novosiberskians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, socially-minded, well-organized government juggles the competing demands of Defense, Education, and Law & Order. The average income tax rate is 73.1%, and even higher for the wealthy.

The Novosiberski economy, worth 10.8 trillion Sibersk Rubles a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is led by the Arms Manufacturing industry, with significant contributions from Trout Farming, Uranium Mining, and Cheese Exports. Average income is 63,501 Sibersk Rubles, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

A mayoral candidate backed by Leader recently won re-election with 110% of the vote, the military recognizes no difference between male and female soldiers, access to the woods is only granted to those who bring a small shrubbery, and families consisting of more than three people are forced to split up. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Novosibersk's national animal is the Snow Fox, which teeters on the brink of extinction due to widespread deforestation.
