A week has passed since that controversial law, which luckily hasn't been used yet. The Parliament is working, too, on a replacement law that extends the 2 month deadline to a year.
In the meantime, the cause of the Great Archenicas Fire has been found.
The Archen sewage is a 2-layer design: stone covered by tungsten. While the tungsten is very fire-proof, it's also fragile, and level 1.8 earthquakes cracked it. The water pressure then generated a little fire in the A25 district's stone, which later spread across the whole island.
To fix this, the Ministry of Engineering, in collaboration with the Ministry of Urban Planning has designed a 4-layer new sewage:
Stone, tungsten, iron, then steel.
This design is also to be implemented in all 20 major cities, starting with Archenicas, ending with the city of Astra.
This will take 2000 billions and 1 year, but just 20 days for the capital.
