*Whilst negotiating a ceasefire between rival factions in the ongoing Railroad crossing conflict caused by allegations of fraud in the last national elections, the Secretary-General of ORASO calls for both South Baban and Orogonian peacekeeping forces to guarantee any such agreement brokered by the ORASO Secretariat. Her proposal includes the formation of a Provisional Government of Railroad crossing as an interim parliamentary democracy organized in a unitary state that will prepare a new constitutional order for the country for the duration of the ceasefire. Its administration would consist of a Governor, representing ORASO, and the Interim Council of Ministers, headed by a Prime Minister and made up of representatives of the various factions involved in the turmoil. After free and fair elections, the sovereign people of Railroad crossing would be represented by 200 parliamentarians in the Grand Provisional Convention of Railroad crossing, tasked with drafting a constitution for a permanent government*

*Later, after no unanimity for a ceasefire is reached between the factions, the ORASO-sponsored negotiations collapse and the proposal is never carried out*
