The Republic of The United Lowerlands is a huge, environmentally stunning nation, remarkable for its pith helmet sales, compulsory military service, and complete absence of social welfare. The hard-nosed, hard-working population of 283 million Lowerlanders are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

The tiny government is primarily concerned with Defense, although Law & Order, Industry, and Healthcare are also considered important, while International Aid and Welfare aren't funded at all.
