The GA Debate
New resolutions are drafted, debated and voted daily, but nations may feel overwhelmed
with the torrents of information and unsure how to vote. For every new at-vote resolution,
Stormridge Times Opinion columnists Henry Chapman, Emma Holland, and Sophie Warner
explain the argument from both sides of the debate, so you can decide where you stand and
how to persuade the opposition.
This resolution aims to block member states from employing large-scale genetic modification on offsprings to systematically eliminate particular traits among their population, such as those pertaining to a specific race.
Category: Civil Rights | Strength: Significant
Condemning the use of forced eugenics,
Applauding the measures contained in GAR #38 "Convention Against Genocide" against the use of eugenics to further an agenda of ethnic cleansing,
Convinced that it should be the guardian's prerogative, and not a state's or a medic's, whether their unborn offspring undergoes genetic modification,
Subject to its previous, extant legislation, the World Assembly hereby:
Forbids member states, or the governments of any political subdivision thereof, from incentivising the genetic modification of any sapient offspring prior to their birth, except for incentivising the remedy or elimination of disorders, disabilities, or diseases;
Prohibits any individual or entity from genetically modifying or commanding the genetic modification of sapient offspring prior to their birth without the informed consent of the offspring's legal guardians; and
Forbids any individual or entity from compelling, forcing, or coercing a legal guardian to give consent to the genetic modification of their offspring prior to their birth.

To quote clause 1: "1. Forbids member states, or the governments of any political subdivision thereof, from incentivising the genetic modification of any sapient offspring prior to their birth, except for incentivising the remedy or elimination of disorders, disabilities, or diseases" (emphasis our own).
This exception would allow a government to designate something a "disorder" or "disability" if they wished to eliminate it. And there are plenty of communities of people with "disorders" or "disabilities" as commonly labelled in the world today who do not wish for their condition to be changed - I would direct fellow ambassadors to the large volume of writings from members of both the autistic and the deaf community who vehemently oppose the "cure" or elimination of their conditions.
As this proposal stands, it will still allow for eugenics against a number of groups, such as those two named above, and thus the delegation from Lauchenoiria cannot support it as it stands."
The Democratic Federation of Lauchenoiria
International Democratic Union
This text is based on the fact that the link between state eugenics and racist genocides is obvious. This is not the case. As it has been pointed out by other diplomats, eugenics are mostly used for pharmaceutical and health benefits. In a way, experimentation for genetic ends can constitute the development of health aid against serious diseases (and we specify that if we speak of "experimentation" it is because the field of genetics is still experimental, not that we necesseraly play with the genes of individuals without their knowledge).
But, the main problem with this article, in addition to leaning a bit towards godwinish arguments, is that it does not take into account the principals of a socialist national health insurance policy, nor the endangering of public health. In many liberal countries, health services are reserved for those who can afford them. In addition to being disadvantageous, this also poses the problem of the spread of these diseases in the population. And this is precisely what a nationalisation of a health system can regulate: it is not "toralitarianism". Sure some socialist state are more liberal than other, but that doesn't mean (in the cases of authoritarian socialism) that state control is necessarily bad.
So then why would we enforce a clinical treatment if we aren't evil dictators? Well, as said above, your article puts the public in danger. Being in good health is not a matter of "civil law", it's a civic duty in addition to being a matter of common sense. Curing someone is also about protecting others (as thoses diseases can be transmitted). So this is why a cure can be mandatory: we are not going to ask a person who has a transmitable disabling disease if he wants to be treated since the healthy people who would have contracted the illness because of those who refuse treatment had no say here. And that's not to mention the case of mental disease were patients are not able to take care if themselves without assistance. It is the state's responsibility to ensure health safety both for healthy people and disabilited people.
In addition, as the diplomat from Lauchenoiria explained, the exception of clause 1 is completely obsolete. Hypothetically, any state can define anything as disorder. This Laws are essentially punishing those who use eugenics as health care while letting others abuse it. And even if the text would forbid any use of eugenic methodes without any discernment, that would be a false judgement. Because it's not the tools or the methodes that are evil, it's who uses them. And to attempt to block an area of health research just because it has been used for destructive purposes in the past is absolutely preposterous.
Not only does this proposal feels poorly thought, but it threatens our country health care system aswell as the health of our citizen.
The Allied States of Fondinter, while saluting the possibly positive motives, will loyal to their social state wellfare by voting against. And even leave the WA if necessary."

We agree with the spirit of the proposal, but it simply can't run as-is.

Key Takeaways From the Against Arguments:
- 1) The terms "disability" and "disorder" are not defined, potentially allowing the proposal to be abused such as a state could declare a disorder or disability to be anything it wants, targeting disadvantaged and disenfranchised communities.
2) Banning forced eugenics can lead to preventing states from carrying out necessary treatments for people with contagious genetic diseases, according to Fonditer's Ambassador in another speech.
3) The 3rd clause could potentially infringe on Freedom of Speech, most notably by punishing acquaintances for expressing their views towards legal guardians in favour of conducting eugenics on their offsprings.
• Content: A sublime proposal for a noble cause, this resolution would serve as an excellent extension and a beautiful complement to the protective measures against state-mandated eugenics laid out in GAR #38 "Convention Against Genocide". In addition, it leaves the choice to the parents or legal guardians to have their unborn offsprings genetically modified to eliminate disorders, disabilities, or diseases, which is a prudent and well-thought-out decision from the author. A clause protecting legal guardians from being coerced by the state into genetic modification of their unborn offsprings is also included, leaving no room for authoritarian countries to circumvent the ban.
• Language: Cohesive, coherent, and consistent in logical argumentation and decision-making, the proposal is intentionally designed to be brief and succinct to help WA member-states understand it clearly, lowering the possibility of erroneous interpretations. Such simplicity is a strength in itself, allowing no obscure clause to be abused, no legal loophole to be exploited.
Final verdict: FOR.
- 1) Both of these terms are well-established definitions within the psychological and medical sciences with hundreds of years of scientific research and evidence, making it incredibly difficult to be abused. Unilateral and arbitrary classifications from the state without demonstrated evidence will, no doubt, face massive backlash from the scientific community, rendering its nefarious schemes destroyed. It would also have to face legal sanctions from the WA for violating Article 9, Section III of World Assembly Resolution #2 "Rights And Duties Of WA States", which requires every WA Member State "to carry out in good faith its obligations arising from treaties and other sources of international law, including this World Assembly".
2) Clause 1 of the resolution clearly states that the ban on forced eugenics only applies to "any sapient offspring prior to their birth", rendering any arguments related to mandatory treatments for post-birth sapient beings irrelevant.
3) A brief consultation of the Oxford dictionary illustrates how "compelling, forcing, or coercing" is entirely different from expressing opinions to the legal guardians. Simply put, all three actions involve using either brute force or psychological intimidation (blackmail, death threats, etc.) to convince the legal guardians into practicing eugenics on their unborn offsprings. No competent nation would mistake these heinous acts with conveying opinions to the legal guardians in a non-threatening manner.

Greetings everyone!
It is time to announce the winners of the daily card lottery for 2020-08-26:
Congratulations to the winners!
If you also want to be considered for the daily card lottery, you should become a Keeper of the North. It doesn't take more than two minutes, and you have a chance to win any of Season 1's legendary cards! You can also exchange endorsements and vote on resolutions to increase your chances of winning.
~ Become a Keeper of the North to enter the lottery.
~ Exchange endorsements and vote on resolutions to increase your chances of winning.
~ Win legendary cards for your collection.
Participating in The North Pacific (TNP) WA Development Program (WADP) is a great way to increase the value of your trading card collection. Through our card lottery, every day, two lucky WA nations receive cards of legendary rarity as gift, completely free!
How often does the lottery take place?
We run two lotteries per day: one emphasizing exchanging endorsements (the endotarting lottery), and one emphasizing WA voting (the voting lottery). For each lotterry, we first determine the list of eligible WA nations. We then randomly draw a winner from each list. We finally randomly draw a legendary card to gift to each winner. The selected winners and cards are announced on the regional message board, and are also added to the list of winners below.
How do I become eligible for the lottery?
Here is what you need to do to enter each of the daily lotteries.
This sounds complicated, how do I find out how likely I am to win the lottery?
We have put together lists showing the chances each eligible nation has to win each of the daily lotteries. These lists update daily. If you are not listed, then that means that you are not eligible, which you can fix by becoming a Keeper of the North.
~ Probability of winning the voting card lottery.
Which cards can I win in the lottery?
Gift cards are selected at random with equal odds from among the list of all season 1 and season 2 legendary cards available in the deck of regional nation The Northern Light. This list includes some of the most valuable cards available.
It is the end of the month, why was there no lottery today?
On the last day of the month, the lottery winners are not selected randomly. Instead, legendary cards are gifted to the winners of three top-10 categories of the WADP monthly awards. Additionally, epic cards are gifted to the winners of all awards other than the New WA Member Shout-out. Therefore, competing for the WADP monthly awards provides you with another way to win multiple free cards: up to three legendaries and five epics per month!
Legendary gift cards are selected in the same way as for the daily lottery. Epic gift cards are selected randomly from among the epic cards available in the decks of nations Card farmer 1 to Card farmer 2500.
Where can I find the lottery results for previous days?
The results of the lottery are announced on The North Pacific's RMB. Below you can find a list of all previous results announcements. The winners and gifted cards are also tabulated in this Google spreadsheet.

Additionally, you can participate in the executive government and win free legendary and epic cards through the Executive Card Rewards. To maximize the number of cards you can win, you can join the Executive Staff, Cards Guild, and North Pacific Army.
Where do the legendary cards used in the lottery come from?
The government of The North Pacific operates nations Card farmer 1 to Card farmer 2500, and uses them to expand the card collection of regional nation The Northern Light. This includes the legendary cards used for the lottery.
Can I help?
If you would like to contribute, please feel free to donate cards you do not need to regional nation The Northern Light. We are particularly interested in cards of common rarity, of nations that have ceased to exist, and with eight or fewer owners. Thanks in advance for your cards!
