Sadly, while it may not seem like it, a nation currently controls that. The map data just got destroyed however when the game went offline and that's why I took the opportunity to update and remodel the map better... However, you can go for either 35 or 36 or both if you want to, which are free...

Welfare leads to richer citizens which will produce bigger tax revenue as result. But it all really depends on the circumstances.
In this game though, it doesn't really matter, so do whatever the hell you want! (Just don't be a cringe fascist)
