OPERATION CLEMENTIA : ITALY BEGINS SETTING UP "HUMANITARIAN CENTER" IN DEMOCRATIC REPUBLIC OF CONGO

OCTOBER 2026

Due to the ongoing conflict of multiple Factions in the Congo region, mainly between the DRC and Federal Republic of the Congo (along with its French Ally), the Italian Armed Forces has been authorized and is currently carrying out "Operation Clementia (goddess of mercy)" to establish a Humanitarian Base with Military protection at the Town of Dondo in the Nord-Ubangi Region. Having received permission by local leaders (from the LFC) in that Area, Italy will take over administration of the mainly unused airfield there in order to carry out its landing and complete future landings when required. The Officially stated goal of Operation Clementia is to provide both a Humanitarian entry point for Italian Medical and Food aid for the north, along with an exit point for locally acquired goods and refugees It shall above all be destined to become a safe zone for those seeking shelter from the ongoing and long conflict, with Italy having organized insertion of defensive materials.

Goals of Operation Clementia :

- Take over administration of Dondo Airfield along with the town of Dondo

- Establish a Defensive "Safe-Zone" within an area surrounding the Town with a total Radius of 10km

- Establish Base Camp outside of the Town, including a secondary Camp for Refugees, and a tertiary Camp for Medical Personnel to administer aid and heal wounded civilians

- Improve the status of Dondo Airfield and if possible the water resources within the Safe Zone to provide for a self sufficient source of water resources (which would greatly reduce strain on air supply of water)

- Utilizing Airdropped Resources, establish a wire fence surrounding the Safe-Zone with two transit points where each individual is searched for weaponry

- Accomplish a full transfer of all assigned personnel within a total of 8 days

The Philippines Partners with Paramerica, Japan's ODA for Trans-Philippine Railway Project
The Philippines has announced partnerships and funding agreements with the United States of Paramerica and Japan's Offshore Development Assistance (ODA) program for the Trans-Philippine Railway, alleviating the financial burden of the lucrative project and strengthening Manila-Washington and Manila-Tokyo ties.

President Benigno Aquino III formally unveiled the Trans-Philippine Railway Project earlier this month as the peace talks with the CPP-NPA communist front progressed significantly and it became clear that the safety of construction workers and eventually travelers could be guaranteed on infrastructure projects in the war-stricken Mindanao and Visayas regions. The Trans-Philippine Railway is an estimated $5.5 billion dollar program dedicated to 'linking the country together and establishing strong inter-region economic and political links to consolidate national solidarity and unity'. Planning has already begun and the dispatching of surveying groups to the track routes have already occurred.

However, in order to alleviate the serious financial burden that could be placed on the Philippine Government and, indirectly, the Filipino taxpayer, the Department of Foreign Affairs (DFA) launched a diplomatic mission to request for funding support and/or investments into the Trans-Philippine Railway project to 'spread out the weight evenly', according to one DFA diplomat. After some discussions, Japan's Offshore Development Assistance (ODA) program agreed to a $1.5 billion funding injection into the Trans-Philippine Railway project, with no need to return the funds, as long as Japanese companies are contracted for the project. Keisei Electric Railways, Mitsubishi Electric Railways and the Obayashi Corporation were contracted for the Trans-Philippine Railway project. An agreement with the United States of Paramerica was also signed, with the US investing $500 million dollars into the massive railway project.

During a press conference with the Paramerican and Japanese ambassadors in attendance, President Benigno Aquino III stated:

”The assistance provided by the Paramericans and the Japanese are not only a sign of their trust in the Philippines and the Filipino people, but also a sign of the growing friendship and partnership between Manila and Washington and Manila and Tokyo. The Biden and Suga administrations are so gracious as to lend a helping hand to the Philippines on the Trans-Philippine Railway project. On behalf of the Filipino people, salamat (thank you).”

Construction of the Trans-Philippine Railway is expected to start in mid-2027 and end sometime between 2032 to 2035. It should be noted that these dates are rough estimates and should not be quoted or taken as facts.

The days after his death, Her Majesty would take residence on the castle’s grounds — only visiting Buckingham Palace for official duties. However, since passing on the responsibilities of the crown to her son Charles, Her Majesty would spend most of the time at Windsor living on little time she had left.}

_{Unlike many of her residences like Buckingham Palace, Sandringham House and Balmoral Castle — Windsor Castle had somewhat of a negative impact on Her Majesty, mostly with the death of Prince Philip and the 1992 Windsor Castle fire (in 1992 Her Majesty described the year as her “annus horribilis”). Despite these events, the decision of permanently residing at Windsor castle mostly stemmed from a few reasons, from her general dislike of living at Buckingham Palace to being in proximity to St. George’s Chapel, where her mother, father, husband, sister and past relatives and ancestors were laid to rest. It could be said that Windsor Castle had its sense of sadness and tragedy — but it also was a place of comfort and “home” for Her Majesty.}

Twenty long years of war had at last paid off, as Allah has blessed the warriors of jihad with the final victory against the paramerican devils. The new government is to be stacked with veterans of their original hard-line rule from the 1990s. The core leadership of the new regime is as follows. For the position of the Supreme Leader and Emir, the most obvious pick is longtime Taliban leader, Hibatullah Akhundzada. Akhundzada has been in the Taliban since the beginning and was elevated to Taliban leadership after the death of Akhtar Mansour, succeeding him on the 25th of May 2016, whom had been killed in a US drone strike. The position of Prime Minister will be awarded to Mohammad Hasan Akhund. Akhund has been a senior leading member of the Taliban. In the first Taliban government (1996–2001), Akhund served as the deputy foreign minister and deputy prime minister of Afghanistan. Hasan Akhund is one of the oldest members of the Taliban and was a close associate of Mohammed Omar, the first leader of the movement. Aside from the PM position, Abdul Ghani Baradar was awarded the position of 1st Deputy Prime Minister, and Abdul Salam Hanafi was awarded the position of 2nd Deputy Prime Minister. Both men have a long history within the Taliban, with Ghani being the co-founder of the Taliban, and Salam Hanafi being an Uzbek leader amongst the Taliban in the north. The Minister of National Defense title has been handed over to the son of Mohammed Omar, Mohammad Yaqoob. He was an avid supporter of the former leader of the Taliban, and pro-USIN, and it is rumored he has ties with them, including the former government of Afghanistan, due to his support of peace and being a moderate. The position for the Minister of Interior Affairs has been awarded to Sirajuddin Haqqani. A leader of the Haqqani network, a sub-set of the Taliban organization, and a scion of the Haqqani clan. Haqqani is currently wanted by the FBI for questioning, with the U.S. State Department offering a reward of $10 million for information about his location that will lead to his arrest.}

The Minister of Foreign Affairs position will be awarded to Amir Khan Muttaqi, an original UN representative of the Taliban in the 90s.

For the Minister of Finance, Hedayatullah Badri has been selected for the position. A childhood friend of Taliban founder Mullah Mohammed Omar. During the insurgency period, Agha led the Taliban's financial commission.

The Minister of Education will be nonother than Noorullah Munir, a highly educated Islamic scholar from Nuristan. Little is know about Munir.

Khairullah Khairkhah a former POW held in the infamous Guantanamo Bay detainment camp in Cuba for 12 years. Only released after a prisoner exchange in 2014. Now head of the Ministry of Information and Culture.

For the position of Minister of Economy, Qari Din Mohammad Hanif. He served as the Minister of Planning and Minister of Higher Education until the fall of Kabul and the end of the 1996-2001 Islamic Emirate of Afghanistan government.

Minister of Hajj and Religious Affairs awarded to Noor Mohammad Saqib.

Minister of Justice awarded to Abdul Hakim Sharie

Minister of Borders and Tribal Affairs has been awarded to Noorullah Noori. Spent more than 12 years in extrajudicial detention in the United States's Guantanamo Bay detention camps, in Cuba.

Haji Mohammad Idris has been appointed Director of the Central Bank.

Director of Intelligence has fallen into the hands of Abdul Haq Wasiq another POW. He was held in extrajudicial detention in the Guantanamo Bay detainment camps, in Cuba, from 2002 to 2014.

Deputy Minister of Defense is under the command of Gen. Mohammad Fazl, a long time veteran of the original jihad against the Shuravi, held in Guantanamo Bay until his release in 2014.

Army Chief of Staff is under the leadership of Gen. Qari Fasihuddin or better known as Qari the Conqueror. Renowned for his leadership in the insurgency and liberation of Panjshir. Killed many Paramericans, never apologized.

Finally, the Minister of Public Health is awarded to Wahid Majrooh, an ethnic Hazara who graduated from Herat University and previous minister of health from the Islamic Republic days.

Over twenty years has passed since the URO VAMTAC multipurpose armored vehicle entered service with the Spanish Army and eventually nearly all the branches of the Spanish Armed Forces, the Spanish National Police, and the Guardia Civil. The vehicle, originally designed to exceed the Humvee in capability, evolved into the symbol of the success of the Spanish arms industry.

After over two years of neglect by the Spanish Government, the Spanish arms industry is ramping up once more as the Spanish Ministry of Defense has contracted arms company UROVESA, responsible for the widely successful and popular URO VAMTAC multipurpose armored vehicle, to develop the successor vehicle to the aforementioned VAMTAC. In 1995, the first VAMTAC was tested by the Ministry of Defense and by 2005 over 1,200 had been produced and sent to the Spanish Army for operations. The vehicle has been purchased by over six different militaries, and is a symbol of the success of the Spanish arms industry and what it is capable of in the 21st Century. As of 2020, over 4,200 has been produced in total with the Spanish Army employing no less than 1,650 URO VAMTACs of varying variants and capabilities. The vehicle has also been employed by the Spanish Marines, the Spanish National Police, and the Guardia Civil, thanks to its multipurpose capabilities as an all-round military-grade vehicle.

Now, over two decades after the VAMTAC entered service with the Spanish Armed Forces, the Ministry of Defense made a shocking announcement yesterday afternoon when it was announced that UROVESA - the company behind the URO VAMTAC - was contracted to develop a VAMTAC successor vehicle. The announcement came as a surprise to many both at home and abroad, because the Defense Ministry had not made any significant contracts with the local arms industry in Spain since the Navantia deal for the Jose Bravo aircraft carrier. The Defense Ministry clarified that the contract was not to bring into operation a VAMTAC successor, but to design and develop test prototypes to test the feasibility of whether or not the VAMTAC can be replaced, considering how much of it is serving in essentially all branches of the Spanish Armed Forces, the police, and in more than five foreign militaries.

Spain's Defense Minister, Andrea Soler, a former Defense Ministry senior liaison to Navantia, stated at a press conference at UROVESA headquarters:

”. . . The Toledo government has made it clear that the Spanish arms industry cannot and will not be neglected any further. The growth of the economy depends on the arms industry of Spain due to its rapid rise to success in the 2000s and its rapid drop in value in the past two years. A policy of encouraging local industry growth will be implemented by the Prime Minister with the approval of the Cortes Generales and purchases from foreign nations will be limited in the future.”

The VAMTAC successor, although still deep in preliminary design and development, has already been named 'Centuria (century)' and will be equipped with additional armor, a Modular Attachable Weapons Interface (MAWI), and other additional components to further and better adapt the revolutionary VAMTAC design for the mid-21st Century and for whatever may come toward the Spanish Kingdom, may it be a foreign invasion or otherwise.

CRACKS IN THE SYSTEM — PART ONE

Too early to tell, but hopes remain. Unfortunately for Mekdella, machinations of conspiracy have long been festering at some highest levels of government.

It all begins with Astroculture. As a fledgling religion which comes in conflict with many long established religions and the Empire's formerly atheist standing, Astroculture has done little to garner the support of hardliners. Amongst the members of the Imperial Grand Council, resentment toward Astroculture has grown. These dissidents formed a clique, which holds regular secret meetings to discuss what their first move should be. | The vast expanse of the clear night sky looms over the highlands, dotted with stars. Just some miles away, rockets and planes streak through the sky, engaged in a brutal conflict over Yemen. It's the same night sky which is revered by many Astrocultists, which the conspirators meeting tonight detest more than anything. Those conspirators are meeting tonight, as they have many times before. But tonight's meeting is going to be far more conclusive than those prior.

A man dressed impeccably in a slim fit khaki suit walks up a little mountain path holding a lantern. He's heading up to the villa, a post-modern masterpiece in the Highlands. Guarded by his personal guards, it's the ultimate place to get away from MERI Mekdella. He enters the villa through a large atrium and makes his way to the massive dining room. A dozen men and women are at the table, which is filled with the most decadent food and drinks you can find on this side of the continent. |

| Clearly nervous, Teodoros does as he's told. Everyone gets settled and all attention is on Dawit, who is now standing up and pacing around the table. |

As we chatter, our armies are plunged in conflicts for which they are wholly unprepared, and millions of our youth are enamored with some sort of...star cult. We could not have ever imagined any of this happening when she was first elevated to MERI. The domestic situation has gotten out of hand — it's out of our hands... But, I'm preaching to the choir, aren't I?"

| _{DAWIT DESTA, Lead Conspirator} | "We've been sitting on the fence for far too long. Then, we planned to prevent a major war. Now, we are in midst of it. The outcome of this adventure frightens me, ladies and gentlemen. Something needs to change. Something must give."

| Teodoros clears his throat and speaks up, rather weakly. |

| _{TEODOROS ALEM, Conspirator} | "I— yes, well, we are all confident that the war will be a failure..but it will be Mekdella's failure. The fallout from that would surely give us ample support to depose her. It's only a matter of time."

| Scattered murmors. |

| _{DAWIT DESTA, Lead Conspirator} | "Should we just wait and allow thousands to die for a useless war in the desert? Should we allow our resources to be so frivolously wasted? Sitting idly has yielded us no results, bore us no fruit; and we're starving for change. Perhaps we could wait, and have our victory handed to us...but we could also seize initiative. We could take what belongs to us, as level-headed thinkers, and guide the nation down the path of moderation it deserves. Why wait for the extremist flame to finish burning itself to the ground when we can put the fire out ourselves?"

| _{DAWIT DESTA, Lead Conspirator} | "On the 17th of June, MERI Mekdella, along with Keepers Sosinna and Zekulu will be assassinated. Their main supporters in the council will be arrested, and we will take over following a brief military coup."

| All drinking and eating ceases. Wide eyes stare at Dawit and dart to each other. |

| _{DAWIT DESTA, Lead Conspirator} | "A peace with the Muslims will be brokered at all costs. Then, we can go about ridding the state of this star worshipping cult and return to proper Gallan tradition. The plans have been laid out, in depth, and I'm more than happy to share with you. But I must know right now....are we decided?"

| The conspirators look to one another and begin to offer nods of approval. They raise their glasses. One by one, they all say "We are decided!" Dawit grins. His plan is all coming together. Dawit shares the details of the assassination, which is set to happen while the MERI and her Keepers will be as far away from each other as possible. France on Friday celebrated 45 years of flying across the countryside on ultrafast TGV trains, while getting a glimpse of the next-generation locomotives set to hit the rails in less than a week.

President Emmanuel Macron was on hand at the Gare de Lyon in Paris, where the first voyage of a Train a Grande Vitesse was inaugurated by president Francois Mitterrand in 1981.

In front of a full-scale model of the new TGV M, he hailed a prime example of "French genius" and promised to unlock 6.5 billion euros ($7.7 billion) to develop the TGV network, including new lines serving cities such as Nice and Toulouse.

"We're going to continue this grand adventure with new industrial commitments," since more people are looking beyond metropoles to smaller cities -- an apparent allusion to post-Covid prospects.

”We see clearly that life and work are going to be restructured, and that our fellow citizens today want to organise their time for living and time for working differently,” he said.

The streamlined version of the bullet train promises to carry more passengers -- up to 740 passengers from 600 -- while using 20 percent less electricity.

It will continue to whiz people between cities at a top speed of 320 km/h (200 mph), making most door-to-door trips shorter and cheaper than on airplanes.

A revered symbol of the country's engineering prowess, the TGV network spreading out from Paris was a revolution for generations of French, with far-flung cities now just a few hours away instead of requiring a day or overnight trip.

The trains, made by Alstom, have since been exported to countries including Spain, Italy, South Korea and the United States.

Therefor the Republic of France will no longer accept any sort of imported goods originating from the Union State of Islamic Nations and will cease the exportation of all French goods bound for USIN.
