It isn't like Cetiri actually has to listen to them.
They're just there to make the citizens feel special. And to occasionally raise important issues, they don't have any actual power.

Cetiri's got the same role honestly.
She's the one who decides what laws first get put into place, she has an Administrative Council that makes bills and debates on them, then they pass them onto her.
The Municipalities just try to get her attention on issues and then sometimes demand laws if they're unified enough, Cetiri doesn't yield to them unless she knows the public agrees with their deliberations.
