Recognising loopholes found in the Thaecian Constitution, seeking to adopt procedures to organise Constitutional Conventions in the future, as a means to allow for proper debate and voting regarding multiple constitutional reforms and changes in an organised manner.

Section I - A Constitutional Convention may be called with a motion initiated in either the Senate or House of Commons, requiring two thirds approval of each Chamber

Section II - The motion may also include a requirement for Congress to cease working on all other legislation for the duration of the Convention. The Convention may later on internally vote to return to working on other legislation whenever it deems necessary.

Section I - The Convention shall be composed of all incumbent Members of Parliament and Senators, who collectively shall be referred to as "Members of the Convention".

Section II - All Thaecian Citizens shall have the permission to participate in the Constitutional Convention as spectators. Spectators, while not allowed to vote on each and every individual amendment, shall be allowed to debate on their own public channel, and shall also be allowed to vote on the final version of a specific Article, as well as the final proposed constitution, after approval by Members of the Convention.

Section III - Among it's Members, the Convention shall elect a Convention Chair and a Convention Deputy Chair. The Convention Chair shall be tasked with overseeing and organising debates and votes on amendments, and the Deputy Chair shall be tasked with aiding him whenever necessary, being able to temporarily assume the office of Chair if designated to do so. The Electoral Commissioner or a member of the Electoral Commission designated by him, shall be tasked with the organisation of the elections for the two offices. If no candidate obtains a simple majority of voting Members of the Convention at the first round of voting, a second round shall be held with the two candidates who received the most votes. The Convention Chair and Convention Deputy Chair may not both hold office as Cabinet Members or be in same Legislative Chamber.

Section IV - The Convention, with a petition signed by one third of Members of the Convention, may initiate a motion of no confidence against an incumbent Convention Chair. Provided the motion obtains support of a simple majority of voting Members of the Convention, the Chair shall be removed from office, and a new election for Chair shall be held under the same procedures as described under Article II Section III. Motions of No-Confidence shall be capped at one every 15 days.

Section I - The Convention shall grant proper time for debating amendments to each article of the Constitution individually. When an article of the constitution is considered satisfactory and there are no more amendments to be considered after the proper time for debating and voting has been given, the amendment shall be sent to be voted on by all spectators of the Convention, this group includes both Members of the Convention as well as Thaecian Citizens who have opted to participate in the convention.

Section II - Any citizens of Thaecia can propose an Amendment to an Article of the Constitution, provided they obtain at least one sponsorship from a Member of the Convention.

Section III - All amendments shall be entitled to the proper period of time for debating and voting, Members of the Convention shall be entitled to sponsor a maximum of 3 amendments per Article of the Constitution.

Section IV - After an Article of the Constitution is approved, the Convention shall move on to the next one, however it may later on vote to re-visit an old article if a problem is found, with a motion requiring the support of a simple majority of voting Members of the Convention.

Section V - Following the passage of all Articles of the Constitution, the Convention shall hold a final vote on the entirety of the Constitution, with all Citizens present at the Convention being able to vote. If successful, the Chair shall declare the formal dissolution of the Constitutional Convention, and the amendment shall be sent to Congress as per the Constitutional Procedure.

Section VI - The Constitutional Convention shall be held in a discord server open to all Thaecian Citizens.

Section I - All amendments are entitled to a minimum 12 hours of debate and a maximum 48 hours of debate. This time may be extended once by up to an additional 24 hours if deemed necessary by the Chair of the Convention.

Section II - All amendments are entitled to a minimum 24 hours of voting and a maximum 48 hours of voting. This time may be extended once by up to an additional 24 hours if less than 50% of Members of the Convention have voted.

Section III - Up to 5 amendments may be debated and consequently voted on at the same time, provided said amendments are pertaining to the same Article of the Constitution currently under being reviewed by the Convention.

Section IV - Changes to amendments may be put forward by any Member of the Convention at any time during the debate process, and if accepted by the Chair of the Convention, may be voted on after the conclusion of the debating period but before the final vote on the amendment.

Section V - Amendments to an article of the constitution shall require a simple majority of voting Members of the Convention in order to pass. The final vote on an entire Article of the Constitution, and on the final version of the Constitution, shall both require two thirds support of voting Citizens in order to pass.

Section VI - Voting on the final version of an Article of the Constitution by all participating Citizens shall last 2 days, during which period Members of the Convention shall already be allowed to move on to the next Article and continue business as normal. Voting on the final version of the Constitution by all participating Citizens shall last 3 days.

Section I - The Convention Chair shall be forced to call the Convention into recess at least 3 days before elections for the Senate and House of Commons, this excludes snap elections.

Section II - If a Midterm Election or General Election happen before the conclusion of the Constitutional Convention, a new election for Convention Chair shall be held following the inauguration of new Senators/MPs, following the same procedures as laid out under Article II Section III of this bill.

With the participation of both delegations of the signatory parties, headed by Minister on Foreign Affairs sir. Samuel ofLevantx on behave of Thaecia, and His Excellency Mr. Founder Wintermoore on behave of Southfield, agreed to the following:

ARTICLE ONE
The parties reaffirm their determination not to interfere in one another’s internal affairs and to refrain from supporting any armed group that is hostile to the other party.

ARTICLE TWO
The parties pledge to refrain from using force or threatening the use of force against one another.

ARTICLE THREE
The parties pledge to revitalize their diplomatic relations so as to serve the interests of their brotherly peoples.

ARTICLE FOUR
The parties affirm their commitment to end hostile internal and external media campaigns and encourage a positive media discourse that leads to the strengthening of brotherly ties and harmony.

ARTICLE FIVE
The Parties agree to construct and start normalising diplomatic ties by constructing embassies and maintaining diplomatic relations true diplomacy, by means of respecting interregional law.

ARTICLE SIX
The present Agreement shall enter into force upon its ratification by both parties, according to each constitutional procedures, afterwards the party shall notify the other party of its consent.

Completely agree. Southfield is dead and this has no real effect any more. I encourage all Senators to vote aye, so we can quickly repeal this old ineffective treaty. Let get through this quickly
