Depends on what you consider ruler. The former Queen is the longest serving Delegate while the head of the executive, The Statsminister, who technically dictates regional policy is possibly the new King, I would have to look into that though since we've had more Statsministers than Delegates and back when I was Delegate I was also head of the executive as that was the structure at the time.
In otherwords if you consider the Delegate as the rule it would be Solorni, if you consider the Statsminister(the policy maker) as the ruler then it's possibly the new King.

This declaration seeks to declare it's opposition to declarations by highlighting that they're used as "platitudes" and serve no real purpose within the Security Council

We believe that this resolution does not sufficiently defend nor elaborate it's assertions.
Providing little to no explications for their reasonings. Furthermore, this would result in the security council opposing an entire section of it's own resolutions. Annulling a large amount of resolutions brought to the Council. Finally, this "declaration against declarations" is self contradictory, highlighting the issues of declarations while at the same time using the same platform to write the resolution.

I urge everyone to vote AGAINST the current WA legislation. While it is intended to provide an absolutely vital right, the law as written is effectively unenforceable, allowing nations almost total latitude and giving effectively no recourse for individuals oppressed in the name of arbitrary and capricious "compelling government interests," which are neither defined nor discussed to ANY degree in the text.
Rather than protecting the right to religious freedom, this law would ensure that any nation which wants to suppress religion in its borders simply needs to come up with a paper-thin excuse and could then do so with impunity, fully supported by the WA. I don't often ask for such things, but I humbly request that all WA members in Balder consider voting against it, and petition His Highness Fooooooooo to consider giving this No vote royal assent.
