As Wub said, all militaries keep a constant watch, especially when under threat of potential attack. During times of war especially, there will be little to no difference in response time between an attack at 4:00 AM and an attack at 4:00 PM. It might help somewhat for a surprise attack at the start of a battle, but in the long run it will rarely, if ever, make a difference, as Nordokarelia's own example of the attack on Russia proves.

During the celebration of the defense of Skirijia from the north sakonians the Cermiersian military is actually momentarily disbanded so everyone can enjoy the religious celebration. I know it’s only one day of the year but I mean it still sorta counts as the military being inactive, although I doubt other nations have similar policies.
