The Blessed Outcome of Kothica is a gargantuan, genial nation, renowned for its public floggings, frequent executions, and stringent health and safety legislation. The compassionate, cynical, devout population of 16.079 billion Kothicans are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, socially-minded government juggles the competing demands of Defense, Administration, and Education. The average income tax rate is 68.2%, and even higher for the wealthy.

Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare.
