PREAMBLE
"We, the citizenry of New Goldman, in the name of democracy, freedom, sovereignty, peace, the pursuit of justice, happiness, welfare, tranquility, and equality; ordain, establish and promulgate this Constitution for the United Federation of New Goldman."

ARTICLE I: PRESIDENCY
Section 1
    I. Executive Powers are vested in the President of the Goldmanian Federation. He shall be duly elected by direct choice of the citizenry. He shall hold his Office for 4 years alongside a determined Prime Minister that he shall select after electoral victory.

    II. No standing person outside of a natural-born citizen of New Goldman, as of the time of promulgation of this Constitution, shall attain the Office of the President, neither shall any person be eligible to stated Office who have not attained 37 years of age, has been a resident of the nation for 15 years, and possess any form of significant political post for at least 4 years minimum.

    V. The President, Prime Minister, and all high Civil Officers of the Federation of New Goldman shall be removed by Impeachment under conviction of High Crimes, Misdemeanors, and Felonies, supported by concrete substantiation of possible charges, under the supervision of the National Congress.

Section 2
    I. The President shall serve as the Commander-in-Chief of the National Defense Forces. He shall be considered a field marshal of higher standing to the Officers of the armed forces executives, but must still require their judgment upon any subject or matter relating to the functions of their respective Offices.

    II. He shall be authorized to spearhead the signing of Treaties and other international agreements, with the required consent of the National Congress. By the same consent and advice, he shall also be tasked with the appointment of Ambassadors to head Goldmanian foreign embassies around the world.

    III. By extension from the second provision, the President shall appoint all other Civil Officers of the United Federation, the Prime Minister being the foremost and utmost required, alongside those of Cabinet members, Ministers, Consuls, and Judges of the Supreme Court, and other offices whose appointments are not provided for unless otherwise.

Section 3
    I. The President is required to deliver a State of the Federation Address in every year of his term, beginning from early December of the year he was elected to Office, with a 6-month interval between each address in due course.

    II. He is authorized to activate several Measures and Initiatives whenever he sees the injunction as necessary and according to current circumstances; he may call "snap sessions" for both or either one of the Houses; he shall also have the power to adjourn Congress with immediate effect in the case of disagreement; and he may re-adjust sessions to a time he sees fit.

    III. With aid from the duly created Congress Appointments Board, the President is granted the power to fill vacancies in the midst of a recess in one or both Houses of Congress. These special vacancy commissions are to expire upon the next session of Congress.


ARTICLE II: LEGISLATURE
Section 1

I. The Legislative Powers are hereby vested in a National Congress of New Goldman, which shall be divided into the Grand Senate and House of Representatives.

II. The Prime Minister of the Goldmanian Federation. whose officer is determined by the President-Elect, shall be tasked as the overall overseer of both Houses, duly attaining the title of Congress Chairman.

Section 2

I. The Grand Senate shall comprise 18 duly elected Senators, each one representing the 18 regions of the Federation. They are to be directly elected by the citizenry, and are to attain the right to cast 1 vote each in any Senate voting process.

II. No person shall attain the right to election as a Senator should have they yet to attain the age of 30 years, be a duly inhabitant of New Goldman for a minimum 9 years and fullfill the 4 year minimum political experience quota. Any standing persons who wish to run for the Office must be a citizen of their region of residence to be eligible for that region's Senate seat.

III. Once the election process has passed, the Senate is tasked to elect amongst themselves a Senate President, who shall preside over the functions and administration of the Upper House. A total of at least 2 leading candidates for the Office must be established to be voted upon. The majority for election to the Senate Presidency is 10 votes of 18.

IV. The term of a Senate President runs the same course as the Presidency's administration (4 years). Incumbents also attain the option to attempt re-election to the Office in the next election process with no term restrictions, should the results fall in his favor.

V. A Senate President-Elect is to take the Oath of No Prejudice before induction into the Office, thereby revoking affiliation to his political party by the time of the Oath taking.

VI. The Senate is duly tasked to preside over all Impeachments. Convictions against Class-A Civil Officers (President, Prime Minister, Senate President, Council Speaker) is to be done in cooperation with the Chief Justice and Judiciary. In cases of conviction against the Chief Justice, they are to coordinate with the Council of Representatives.

Section 3

I. The Council of Representatives shall comprise of 108 duly elected Representatives, with each of the 18 regions to be represented by 6 seperately elected representatives nominated and voted directly by the citizenry.

II. No person shall attain the right to election as a Representative should have they yet to attain the age of 30 years, be an inhabitant of the Federation for 6 years minimum, and fullfill the 4 year political experience quota. In conjunction with Senators, any standing persons who wish to run for the Office must be a citizen of their region of residence to be eligible for that region's Council seat.

III. The term of a Representative runs the course of 6 years, with the election process to occur every 2nd year of the Presidency's term. Incumbents attain the option to attempt re-election to their Offices with the expiration of their terms with no term restrictions, should the results fall in their favor.

IV. Once the election process has passed, the Council, alongside the Senate, is tasked to elect amongst themselves a Council Speaker, who shall be the presider over the administration and function of the Lower House. A pool of 5 leading candidates must be established to be voted upon. The majority of votes for election to the Speakership is 55 votes of 108.

V. A Speaker-Elect is obligated to take the Oath of No Prejudice before induction into the Office, thereby revoking allegiance to their political party at the time of the oath taking.

VI. While the Upper House shall be tasked on preciding over Impeachments and Convictions, the Lower House shall attain the sole power of Impeachment against any Class-A (President, Prime Minister, Senate President, House Speaker, Chief Justice) and Class-B (Senators and Representatives) Civil Officers. Any injunction must be supported with substantiated evidence, and is subject to review by the Judiciary.

Section 4

I. The National Congress shall assemble for session by the mininum of once every year, and such session shall occur on the first Monday of November. This provision shall be bypassed should the President exercise his power to call a "snap session" on a date of his choosing should it be deemed necessary.

II. Both Houses shall be the presider of Presidential and General Elections. A new set of newly elected Senators and Representatives are not to officially take their seats until after the Presidential Inaguration on the 29th of August. In the midst of the election process, the incumbent Congress shall be tasked to preside on the matter, irrespective of whether its members are seeking re-election or are to retire from Civil Service.

III. Senators and Representatives are to receive specially prepared compensation, the Congressional Salary, which shall be paid out by the Department of the Treasury.

IV. The National Congress is to be responsible for the general welfare of the Goldmanian people, alongside to carry out government and administrative functions such as: the collection of taxes; the paying of the national debt; aid in leading national defense via the authorization of conscription; to declare War and maintain the steady flow of diplomacy; and to coin national currency.

V. The privelege of Writ of Habeas Corpus is to not be infringed, unless in times of civil strife and rebellion, if deemed necessary by the President but with the required consent of the National Congress.


ARTICLE III: JUDICIARY
Section 1

I. The powers of the Judiciary shall be vested in one Supreme Court, and inferior courts who shall at times be consulted and established by the National Congress. Inferior courts established by the promulgation of this Constitution shalt not be infringed and be dissolved.

II. The Supreme Court shall comprise 15 Judges: one Chief Justice, to be aided by 14 associate judges. The Chief Justice is to be appointed by the President, should the previous Chief Justice retire, re-sign or is impeached from the Office.

III. A Chief Justice's term shall run the course of time, until the ages of 65 to 70 years, where he shall be compelled to step away from the Office for retirement. Any Chief Justice who wishes to serve beyond the specified years must undergo regular medical clearances, as well as consent of the National Congress.

IV. The Chief Justice serves as the highest jury of justice in Impeachments against Class-A Civil Officers. For Class-B Civil Officers, the Chief Justice will remain the presider, but not act to judge and give final verdict on his own.

V. The Judicial Appointments Commission shall aid the President in the appointment of a new Chief Justice. It shall provide him 3 viable candidates to determine from. A potential candidate for Chief Justice must attain the age of 43 years, and have a minimum 4 years experience in any of the lower courts.

Section 2

I. Judicial power extends to all Cases and Laws of any type promulgated and will be promulgated under this Constitution and the Laws of New Goldman, ranging from convictions of the Federal Region to Federal Region Controversy type, to International and Diplomatic Agendas.

II. Convictions and Impeachments against Class-A Civil Officers shall be presided upon personally by the Chief Justice, with aid from his associates. For Class-B, trial shall be done by Jury.


ARTICLE IV: REGIONAL GOVERNANCE
Section 1

I. Each of the 18 Federal Regions shall be assigned a Governor, who shall be responsible for the administration and function of their regions. The Senator and 6 Council Representatives of their region may act as advisors to the Governors.

II. The National Gubernatorial Elections shall take place every 2nd year of the Presidential Term. Incumbents attain the option of attempting re-election, with a strict 2 term limit. A Governor's Term each lasts 6 years.

III. Each Federal Region shall be partitioned into 6 separate Council Districts, which shall each be led by the 6 Council Representatives of the Region. Council Districts are to issue Status Reports to the Governor's Office every third month of every year.

IV. The Federal Government of New Goldman and the Presidency shall guarantee the defense and protection of each of the Federal Regions, alongside enforcement of region-wide and nationwide Legislation and proper execution of Justice.

V. All 18 designated capital cities of each of the Federal Regions shall be separated into Special Government Administrations. It shall separate the city from the jurisdiction of its resident Council District, and places it under direct jurisdiction of the Governor and regional government.

Section 2

I. The National Congress and Federal Government shall attain the power of overturning regional Legislation and make needful changes to Rules and Regulation whenever it shall be deemed a necessity.

II. The Citizens of each Region shall be guaranteed all the priveleges and personal freedoms as written in the National Charter of Rights, and it shall fall to the regional governments to locally enforce and interpret these priveleges.

III. Any Persons charged with Crime, Felony or any Offense who escapes the jurisdiction of the Federal Region where he perpetrates the crime and settles into another Region, shall be deported to the Region of the crime's jurisdiction and be subject to the Justice system of that region.


ARTICLE V: AMENDMENTS AND REVISIONS

Whenever deemed a necessity by the 2 Houses, Amendments and Revisions to this Constitution may be proposed by means of a Constiutional Convention to be overseen by the Senate President and Council Speaker, who themselves shall be supervised by the Supreme Court.

The Council of Representatives shall attain the power of commencing a Convention process, firstly granting an Injunction for Amendment or Revision, which shall pass by a two thirds majority vote in the Lower House (72 votes of 108). The Injunction shall then pass to the Grand Senate, where it may pass also by a two thirds majority vote (12 votes of 18). Afterwards, the Upper House shall submit a Convention Request to the President's Office for approval. Once approved, the President shall set a time, date and location of the Convention, which he must submit to the Supreme Court for final approval.

All proposed Amendments and Revisions must be ratified by a two thirds majority of the Regional Legislatures (12 of 18) for it to officially be inducted into this Constitution. The proposal, once it satisfies the majority benchmark, shall be submitted to the President's Office for final review and signing. Newly signed Amendments and Revisions shall take effect 30 days after Presidential approval.


ARTICLE VI: AUTHORITY OF THE CONSTITUTION

All Laws, Rules and Regulations of the United Federation of New Goldman established and shall be established before and after the adoption of this Constitution, shall all be bounded to this Constitution, and thus shalt be thereby bounded as the Supreme Law of the Federation.

Senators, Representatives and all before mentioned Civil Officers shalt all be bounded by Oath of Affirmation and No Prejudice to this Constitution, in accordance to the support of ratification of this body of law, without restriction by religion, orientation and personal standing.

All amounts of national debt, agreements and engagements with other entities and polities, shall all be considered valid under this Constitution.


ARTICLE VII: RATIFICATION

The Ratification of a majority 12 of 18 Federal Regions shall be sufficient for the official establishment of this Constitution between the Federal Regions and of the Federal Government in the same standing.

This promulgation process, done with the unanimous consent of the Regional Legislatures and of the United States of America, conducted on this day, 2nd of June in the Year of Our Lord 1946, we hereby inscript our names:

II. The National Gubernatorial Elections shall take place every 2nd year of the Presidential Term. Incumbents attain the option of attempting re-election, with a strict 2 term limit. A Governor's Term each lasts 6 years.

III. Each Federal Region shall be partitioned into 6 separate Council Districts, which shall each be led by the 6 Council Representatives of the Region. Council Districts are to issue Status Reports to the Governor's Office every third month of every year.

IV. The Federal Government of New Goldman and the Presidency shall guarantee the defense and protection of each of the Federal Regions, alongside enforcement of region-wide and nationwide Legislation and proper execution of Justice.

V. All 18 designated capital cities of each of the Federal Regions shall be separated into Special Government Administrations. It shall separate the city from the jurisdiction of its resident Council District, and places it under direct jurisdiction of the Governor and regional government.

Section 2

I. The National Congress and Federal Government shall attain the power of overturning regional Legislation and make needful changes to Rules and Regulation whenever it shall be deemed a necessity.

II. The Citizens of each Region shall be guaranteed all the priveleges and personal freedoms as written in the National Charter of Rights, and it shall fall to the regional governments to locally enforce and interpret these priveleges.

III. Any Persons charged with Crime, Felony or any Offense who escapes the jurisdiction of the Federal Region where he perpetrates the crime and settles into another Region, shall be deported to the Region of the crime's jurisdiction and be subject to the Justice system of that region.


ARTICLE V: AMENDMENTS AND REVISIONS

Whenever deemed a necessity by the 2 Houses, Amendments and Revisions to this Constitution may be proposed by means of a Constiutional Convention to be overseen by the Senate President and Council Speaker, who themselves shall be supervised by the Supreme Court.

The Council of Representatives shall attain the power of commencing a Convention process, firstly granting an Injunction for Amendment or Revision, which shall pass by a two thirds majority vote in the Lower House (72 votes of 108). The Injunction shall then pass to the Grand Senate, where it may pass also by a two thirds majority vote (12 votes of 18). Afterwards, the Upper House shall submit a Convention Request to the President's Office for approval. Once approved, the President shall set a time, date and location of the Convention, which he must submit to the Supreme Court for final approval.

All proposed Amendments and Revisions must be ratified by a two thirds majority of the Regional Legislatures (12 of 18) for it to officially be inducted into this Constitution. The proposal, once it satisfies the majority benchmark, shall be submitted to the President's Office for final review and signing. Newly signed Amendments and Revisions shall take effect 30 days after Presidential approval.


ARTICLE VI: AUTHORITY OF THE CONSTITUTION

All Laws, Rules and Regulations of the United Federation of New Goldman established and shall be established before and after the adoption of this Constitution, shall all be bounded to this Constitution, and thus shalt be thereby bounded as the Supreme Law of the Federation.

Senators, Representatives and all before mentioned Civil Officers shalt all be bounded by Oath of Affirmation and No Prejudice to this Constitution, in accordance to the support of ratification of this body of law, without restriction by religion, orientation and personal standing.

All amounts of national debt, agreements and engagements with other entities and polities, shall all be considered valid under this Constitution.


ARTICLE VII: RATIFICATION

The Ratification of a majority 12 of 18 Federal Regions shall be sufficient for the official establishment of this Constitution between the Federal Regions and of the Federal Government in the same standing.

This promulgation process, done with the unanimous consent of the Regional Legislatures and of the United States of America, conducted on this day, 2nd of June in the Year of Our Lord 1946, we hereby inscript our names:
