Honestly, I'd agree. Its a good-ish mod, but overall, takes too long to play, and the mechanics are a bit confusing. A 5/10

I got to '72. No nukes. Played Burgundy. Wasn't good. Didn't like it.
I played Germany and finally restored order. Burgundy just got the event that they have nukes. I invade them and boom they apparently had enough nukes to end the world. Wasted my time for nothing.

2) Unite Russia as monarchist komi in TNO
3) Defeat Germany as Austria-Hungary in base game, puppet them and reform the central powers with yourself, Germany and Bulgaria. Then, invade and puppet Italy, and then Turkey. Once you get the gang back together, avenge ww1.
And once you complete either of the three challenges, send me a screenshot.

I just realized, stratocracies are military oligarchies - yet I am led by 2, but mostly 1 person.
So pretty much, I proclaimed me being stratocratic when I'm kind of not. Unless there's another meaning for it.
The current system I use is if you participate in the armed forces, you get citizenship and other benefits. Although conscription is not allowed, drafts can be issued at certain times.
Maybe I could transition this into a military oligarchy, by next election season.
