Introduction - Understanding this file.

EOF - VII has been compiled by the Ministry of Internal Economics and Industry, henceforth referred to as MIEI, in order to lay the groundwork for the understanding of Municial Economic policies, and the system that is operated by the country's Administrative Government.
For all who access this file, it is important to keep in mind, this file is dedicated to the following topics;

This file does not make up any other topics, due to the EOF not being relevant to them. The EOF is only compiled as a groundwork file, simple enough for the average civilian to understand, but not outside of this.

Topic | Economic Doctrine


Economic Doctrine. A matter that can all-too-easily fall into an argument of civil/state control, of freedom and oppression. A discussion that can become heated, depending upon which 'side' an individual takes.
A discussion, that cannot be entirely avoided, even in an educational file. Especially not with the confusing, complex system that operates under MIEI oversight.
This doctrine, will be explained in some detail, but will remain friendly to those uneducated in economics, and ideological politics.

The Basics
Government policy for the economy specifically dictates numerous levels of state/civil ownership of assets, classified based on their integration into the state's central economic model. This model, operates on a wholly socialist, nation-wide system, centered especially around the self-operated G.O.E.S. (Government Oversight and Economics System), this model is designed to serve the needs of the people and the state equally, to the greatest extent possible with the resources and supplies available to the state, overseen by an A.I. system unrivaled by any other system in the country.
However, the model differs somewhat from some other, foreign models. Especially in recent times under more free-thinking Governors.
Currently, the model operates under a mixed system, employing the G.O.E.S. and a mid-sized, controlled free-market, allowing some civil aspects to survive and flourish with minimal direct oversight, either as partially-owned, or completely free enterprises/companies. The G.O.E.S. also has a built in tolerance for the free market, and thus, isn't entirely helpless against the unpredictable nature of free economics.

This does not mean that the MoA has abandoned its state economic system, quite to the contrary. The state directly encourages the state system to continue thriving, and prioritizes it over the free market, though the government has also observed and acknowledged the need to allow some competitive, free enterprises, especially among smaller markets, including public recreational services.

This also means, that the MIEI is permitted to willingly allow smaller groups, and families, to operate under a fairly free capitalistic market, with regulations and permits set out to ensure compliance with regulations that prevent the encroachment of capitalistic influences into markets and services that it does not belong in, such as utilities, or production of material related to human rights. A restaurant is not allowed to undercut the state food production with their own, cheaper providers, for instance, nor can a car manufacturer control the production of materials related to it's products, though it can seek better-quality materials if it desires/requires them.

Further Elaborations
The doctrine that MIEI must uphold is not entirely well understood by most. For instance; some companies have been given free reign to operate almost unhindered, while others are regulated into the ground, and nearly pulled apart. Many, raise concern that this is arbitrary, or unfair, or a case of corruption in the system. However, this phenomenon can actually be explained by a mixture of importance, and the damage/reward system that MIEI uses. Some companies are inconsequential, with nothing of value to provide, besides squandering money and resources in the pursuit of endless capitalistic gain. Others, stand as critical parts of the economy, or critical parts of infrastructure, and are more interested in their own services, and lack the drive to squander resources in the same way, meaning they are permitted to continue operation. It is due to this system, that companies may be abruptly dismantled, and others allowed to survive.

Foreign companies are no exception to these regulations and systems. Some, may be ordered to operate closely with the state, while others, will be permitted free-reign, under specific regulations meant to protect Municipal-based enterprises from being destroyed and bought out by such foreign enterprises, such regulations will be discussed further in the file.



Topic | Economic Makeup


Economic Makeup. A measuring of different factors that result in the full economic overview of the country, related both to private, and state industries, companies and enterprises. All of these, relate to different sectors and variants of industry, including local family-run stores, and foreign entities.
This subsection should assist in visualizing the true extent of the MIEI's efforts to maintain a dual-style system, of both capitalist and socialist elements, and illustrate the balance constructed over time.

[+]State Directed.
Related directly to government-administrated and overseen corporate entities and industrial entities, State Directed is as close to the heart of the country's government apparatus as possible. Specifically, these are companies that are completely banned from public holding, and completely dedicated to the maintaining of the government's services and differing ministries. Some of these state-directed entities are directly related to Ministries, such as the various agricultural companies operated by the direct hand of the Ministry of Food Production.

Some state-directed entities are organized in such a fashion that democratic procedures hold significant sway over them, in such a fashion that every election cycle, the entity may either reelect it's current leader, or choose a new one. Such elections usually follow a similar pattern to that of the federal-level elections, and tend to follow in the footsteps of the Primary Governor's own election, but, these specific entities are rare and few, due to the importance of these companies.
Power production, water processing, and medical services are some of the related companies, all under state control, to prevent harm to the people with disruptive competitive practices.

[+]Semi-Independent.
A step down from the state-directed entities, the semi-independent are a mixture of companies and entities that have either been given autonomy, due to failing practices and government inability to direct things in a satisfactory matter, or entities that have sought closer cooperation with the government, which allows them access to greater resources, under the cost of stricter regulations and oversight.

Such companies tend to operate similarly to those in capitalist countries, as they have standard Central Executive Officers, and occasionally they are host to shareholders. However, they are not truly free companies, and must follow regulations, and give preferential treatment to the government whenever it is sought out. Further, such companies may be merged with others, or split apart, at the whim of the government, which means that such companies are never truly safe from the government's hand, even if they are mostly autonomous.

[+]Independent Companies.
A somewhat rarer breed, the Independents are as typical as one can get in regards to private industry. They are held by individuals, with very minimal control held by the state itself, and tend to be completely autonomous, save for regulatory apparatus and inspections, which are done to force even these independent companies to bow to the regulations and demands of the central government. These companies tend to be small, and many in number, with combination and mergers being strictly regulated and harshly penalized, if not done in a manner that suits the interests of the state, or the people the companies serve products to.

Unlike within some socialist states, independent companies are permitted to operate in conjunction with an economic AI system, and some form of leeway has been built into the system to tolerate the presence of such unpredictable economic factors, which means they are not starved of resources, unless absolutely mandatory due to events, or policy changes.
Typically, independent companies are not allowed to sell anything related to human needs and rights, and are only permitted to sell services and recreational products, to keep them from interfering with the providence of life-or-death materials and resources.

[+]Foreign Assets.
Foreign assets denote any form of capital, asset, or entity, that operate from a headquarters outside of the Municipalities, categorized by MIEI regardless of type of service they provide, foreign assets tend to be somewhat disadvantaged in the Municipal Economy, due to protectionist policies, and mistrust towards most types of foreign capitalist-style enterprises. This means, that strict regulations are leveyed upon them, far beyond the usual regulations that would be seen with local companies. This is designed to prevent the foreign assets from growing too large, and tearing too much of a large chunk out of the country's economy for themselves.

Further information will be touched on directly within the foreign involvement category, as this topic is a complex one that cannot be touched upon in a mere pie-chart-explanation.

[+]Myotoshi Corporation.
[-Related Link-]
The largest and most powerful of the Independent companies, to a point where they are able to carve themselves a significant part of the pie chart, Myotoshi Corporation has been a source of controversy ever since it's inception, due to it's freely capitalist policies, and the enigmatic nature of it's three-CEO management system. It has been a company ruthlessly attacked for much of it's existence, a company that the government has tried time, and time again to regulate, MIEI itself has expended many resources in it's own attempts, only for them to fail.
It's strength is directly related to it's market share of advanced electronics, advanced hardware, and experimental weaponry and AI systems... and it's market share is only part of the problem, the rest, is that the corporation is directly responsible for adapting the G.O.E.S. system to better fit the Municipal situation, and is also directly responsible for upgrading the system beyond original capabilities.

Despite it's strength though, it remains a transparent and docile company. The three-CEO system it operates on is unique throughout much of the world, and the sisters that operate the company have taken great care to prevent the company from falling to the worst excesses of capitalist influences, or to the worst excesses of greed. It remains a surprisingly clean company, with little to hide, and seeks a true partnership with the government, as opposed to trying to weasel it's way through existence as a plague, attempting to overturn the economic system it sits among.
Further, the company is among one of the highest paying to even the lowest members of it's staff, and has expended many resources providing on-site accommodations, with acceptable levels of comfort, services, and even greenery. Despite every regulation hurled at it, the company continues it's existence, and continues seeking peaceful relations with itself and the state... as opposed to any form of hostile discourse.

[+]Family Business.
An unusual element of the Municipal Economy, is the Family Business sector, due to it's small, fluid, and relatively free market policies.
This part of the economy is directly related to small single-family shops, or other small enterprises similar to such shops. They tend to thrive in larger cities, especially among the middle-class regions of such cities, and they cater to an enormous variety of interests and needs. From vehicular repair, to restaurants, to smaller shops similar to 'dollar stores' found in most capitalist countries.

These enterprises are allowed to work with far fewer restrictions, due to their smaller and harmless size, though they are still regulated to match certain restrictions about labor, expansion, and environmental requirements. Further, these businesses are protected from independent and semi-independent entities, to preserve their unique qualities and the way-of-life that keeps many families afloat in the difficult currents of the automated economic system.
Were these enterprises and companies to be dissolved entirely, it may cause untold damage to a great number of families and individuals, who cannot find work anywhere else, despite G.O.E.S. having a significant amount of leeway and awareness of various employments for even the most crippled or disadvantaged individuals. It would also cause great damage to the economics of larger cities, and would possibly even force the government into debt, as it attempts to hold up those who have lost their jobs, perhaps permanently.



Topic | Foreign Involvement


Foreign Involvement. As controversial as economic doctrine, and for more than just the reasons of internal politics and mere personal beliefs, foreign involvement relates to the actions of outside entities, foreign companies and governments. It relates to economic activity relating to forces that do not make their homes in Municipal territory, and are owned, ultimately, by foreigners whom live in other nations.
These foreign entities can prove to be the undoing of many economic centers, as depending upon their homeland's laws and regulations, they may be more competitive in prices, more aggressive in their policies, and may be more than willing to tear the heart out of another nation, simply to make more profit.
As a result, there is a great deal of discussion on what should be done about foreign involvement, and whether it is a force for good in a global economy, forcing local producers to have competition and allowing an open market of foreign goods from all corners of the world, or a force for evil, destined to destroy local producers and create monopolies across the world on their own goods. The MIEI has debated with the government for many years on what stances should be taken on foreign involvement, and in this entry, answers will be provided, clear, direct answers, on what policies are in place, and what regulations are kept close.

Introduction - Allowance of Foreign Involvement.
Much like how MIEI has been instructed to allow the operation of local, small-scale capitalist enterprises unrelated to critical services, as well as family-scale capitalist operations, it has also been instructed to allow foreign involvement, though, it does so with a significant amount of oversight and a strict set of regulations about what is and isn't permitted, to protect local industries and enterprises from hostile competition, and possible takeover. It's as a result of these regulations, that few foreign industries dare set foot in the country, as they find themselves too constrained or too limited to open operations directly on Municipal soil, or even compete long-term, due to how strict regulations seem to be.
However, despite this, not all companies find themselves to be at a disadvantage, quite the opposite, some of them find the space provided, and the guidelines and regulations, to be suitable to their enterprises, and thus, they are allowed to operate freely.

Regulations - Specialized Requirements.
Part of the oversight that the government exercises over foreign enterprises, are state-mandated regulations aimed solely towards them. In particular, the government makes careful implementation of any and all regulations it decides upon, and makes it quite clear that such regulations must be followed to the letter, failure to do so, tends to result in immediate expulsion, and the seizing of assets related to their enterprises, should they be unable to manage cleanup on their own. Below, will be a list of regulations that must be followed, that are particularly unique for the purposes of these foreign assets;

[-1-] Wages of employment found in foreign-owned assets may not fall below the average of standard wages located elsewhere in the country, and may not attempt to undercut prices of their competition by directly slashing wages of local facilities to reduce production costs.

[-2-] Foreign companies must organize all local assets as a 'branch' of their primary company, and must make clear distinctions between the primary and branch assets.

[-3-] All information regarding branch assets, income, expenses, and resource requirements, must be consistently available for the usage of G.O.E.S and MIEI, so that accurate decisions may be made based on the status and feasibility of the branch.

[-4-] Branch administrators must follow demands and requests of the municipal administration if and when they appear, and must not attempt to circumnavigate regulations or punishments implemented due to any failures to follow through with such requests and demands.

[-5-] All branch assets must follow all ecological guidelines, regardless of cost to the parent company, failure to do so will result in immediate expulsion, and significant fines that the company must pay if it wants to sell it's products within municipal territory again.

[-6-] During times of warfare, all branch assets related to industries that may be retrofitted into wartime industry must be immediately surrendered and transferred to state control, to ensure proper implementation of wartime policies and production.

[-7-] All branch assets related to companies whose homeland are at war with the MoA can, and will be confiscated without warning. Any who fail to yield to the state's transfer of control can and will be penalized, and the branch will be liquidized and transferred to state control permanently.

[-8-] MIEI reserves the right to deny foreign enterprises the permissions related to expansion or modification of existing facilities if they violate regulations related to ecological preservation, or safety protocols.

[-9-] Foreign enterprises are not permitted to purchase local producers or enterprises unless such agreements are open, transparent, and accepted by MIEI and the administration itself, failure to follow through with this regulation will result in immediate expulsion and significant fines.

[-10-] At announced times, foreign enterprises are required by MIEI to allow inspectors to make complete tours of their local facilities and workspaces, to gauge and determine whether they are fit for operations, and whether there are breaches of regulations or not.

[-11-] Branch and main company administrators, investors and shareholders are not permitted to interfere with, or circumnavigate local legal guidelines or lobby for changes in operational allowances, evidence of such interference will result in immediate penalization of the responsible parties.

[-12-] Agreements of advantage with local enterprises and industries must be logged for the convenience and legal purposes of MIEI, discovery of undocumented agreements will result in severe fines for both parties, and possible seizing of local assets and the expulsion of foreign assets.

Beyond these specific regulations, there are also local requirements for tax based on the municipal codes for each Municipality Zone, differing zones have differing levels of taxing, or other compensation requirements in order to continue operations in such regions, though this will not be touched on within this file, due to the significant complications related to each zone's calculations, which come to be too complex and overwhelming for an introductory file such as this.
This marks the end of this segment of the file, with any new revisions of the file containing any additional requirements leveraged by the state in the future for foreign assets.



Topic | Employee Treatment and Unions


Employee treatment, and employment unions. A matter of utmost important when speaking about the economy, and especially when speaking about private economic ventures and enterprises, due to the very nature in which unregulated capitalism will attempt to harm those that are weakest within the system, the common worker, engineer, contractor, or other paid employees that by the mere grace of a company's whims, do not get cast to the side, until their time comes where they find themselves to be considered 'expendable' for the sake of economic gain.
As a result of this sort of behavior, among other things, the state operates a robust, and clearly defined network of unions, that seek to ensure fair representation, and announcement of inhumane and unfair practices that any industry attempts to enact. State-operated or private, these unions are aimed at all transgressions, no matter where they originate from.
This section will charter exactly what constitutes a union, and what treatment is expected of all employees, regardless of who they are, or what they find themselves employed in.

Employees - Expected Treatment, Benefits, and Rights.
Starting off with the employees themselves, and their treatment. The MIEI has extensive tools in place, and the authorization of the state, to involve the Ministry of Health and Safety in all matters relating to employee mistreatment, and deprivation of rights. Especially when related to healthcare-related policies, and any policies relating to retirement, disability compromises, unexpected death, or illness-prevention measures.
While most of these measures will not be noted in detail, there will be a list of what rights, benefits and treatment employees are expected to receive, as chartered in Government Decree - #207. These also apply to foreign industries and enterprises, and may not be overturned.

[-1-] Any and all individuals employed by all enterprises, state or private, must be provided sufficient compensation for their work. Under no circumstances, may such enterprises attempt to undercut minimum wage requirements, and under no circumstances, may attempts to lobby against the current minimum wage be tolerated.

[-2-] All enterprises are required by Decree - #207 to disclose complete policies on healthcare contributions, and contingency plans related to medical emergencies, untimely deaths, or workplace injuries, under no circumstances may any enterprise be permitted to open, regardless of type, without such policies directly in place. All employees, contractors, and interns, have a right to the same type of healthcare and contingency plans, regardless of pay or position in the enterprises themselves.

[-3-] Any and all staff, interns, or contractors, related to any enterprise, are legally required to be provided bonuses in cases where they work a significant period of time in their assigned roles, for long enough that they legally retire upon quitting or being let go from the obligations of such roles, likewise, in case of death while in service of the enterprise, it is required that this 'retirement bonus' be provided instead to any other members of family currently alive, as a way to lessen their economic struggles wrought on by the requirements of grieving, and possible leave that they may require during this period of time.

[-4-] Under no circumstances may any company let go of anyone without just cause to do so. Whether the employee in question is significantly hampering the environment of the workplace, causing trouble with management unnecessarily, or has committed any form of action that would generate grievances, such as breaching their contracts, or disregarding the law. Any evidence relating to unjustified firing, such as the practice of firing staff of seniority simply to replace them with someone whom promises to work for a smaller wage, or emotion-driven firings based on personal feelings of management towards members of staff, will result in immediate and swift legal punishment, classified as 'abuses of position'.

[-5-] Any enterprise that operates a shift longer than 5 hours is required by Decree - #207 to provide on-site nutrition and hydration, for the benefit of all staff, or provide the means to acquire both within a ten minute time-frame from when the allotted 'meal break' begins. All enterprises are required to provide at least twenty five to thirty minutes for such a meal break, regardless of shift requirements. Additionally, any enterprise with a shift designated as ten hours, or more, will be required by law to provide two meal breaks, and must provide sufficient variety in meals to fulfill nutritional balance requirements set under the Ministry of Health and Safety's guidelines.

[-6-] Employers, depending on the specific trade of the employee in question, are required to provide sufficient paid vacation days to staff, and may not choose to withhold the right for employees to go on break. Further, employers are not permitted to count leave related to medical reasons, maternity reasons, reasons related to criminal charges/court hearings, or grieving periods, as paid vacation days, and are obligated to pay employees during such events regardless of whether the employee is able to work or not. Abuses of the system, from individual or management are not tolerated.

[-7-] Employees have the legal right to organize lawsuits, strikes, or other forms of opposition to perceived slights by their employers, and may not be contractually forced to give this right up. Failure to provide this right to employees is considered suppression of the right to protest, and suppression of the right to free speech.

[-8-] All industries and enterprises are required by law to provide at least 2.5x standard wages when employees are required to work outside of their maximum legal shift limit for more than three hours of any specific workday. Below this threshold, requirements are only 1.5x for overtime. Above four hours, additional bonuses must be provided at-cost to the enterprises in question.

[-9-] Any employers that require staff to live/work on-site for longer than a 48 hour period are required by law to provide the following facilities/services for the usage of all on-site personnel;

[+] Personal Washroom facilities, including washbasin, shower, toilet.
[+] Personal Kitchen facilities, including at least one cupboard, sink, fridge, microwave-oven.
[+] Sufficient indoor exercise facilities.
[+] Cellular and Wireless Internet services for external communication purposes, (or a limited service if worksite is confidential).

[-10-] Employees may not be discriminated against due to race, gender, sexuality, or any disabilities that do not significantly interfere with their role. Failure to follow through with this requirement will result in legal repercussions.
-
[-11-] Employers may not force the firing of retirement-age staff without cause. If such staff are found to be unable to carry out their role in a safe manner and reasonable timeframe, just cause will be given in this regard, similarly to how other types of justification may be utilized to fire staff if there is evidence to support it.

[-12-] Due to the policy of AI citizenship, all workplaces that offer employment to artificial constructs must provide at least 1.5 universal charging points per every two artificial individuals. Failure to comply with this is considered equal to deprivation of survival resources and will be prosecuted.

[-13-] Unpaid positions of 'internship' are categorized as illegal outside of educational settings, only students may be permitted to work under such a system, all other positions must be paid the minimum federal wage.

Worker's Unions - Regulatory Guidelines.
Unions - just as critical to an employee as their wage is, are the unified voice of a collective profession, designed to operate as one, work as one, in order to defend the rights of the worker, defend the freedoms of the worker, defend the health and safety of the worker, and most importantly, ensure that companies, large and small, must listen to their employees, by empowering them with a legal framework and government attention under a system of unions. Whether the employee be a true full-time one, a part-time contractor, or anything other, unions stand at every junction to defend them from being taken advantage of, even by state-owned industries themselves.
Though, unions operate under a set of regulations and guidelines, just like anything... in order to ensure that they do not overstep their authority, or find themselves under-classified and diverse in strength and structure. It is solely through government clarification through the MIEI, and oversight by the administration, that the unions can carry out their work properly, and truly defend the worker from unfair and undeclared abuses in corporate power. Below, shall be a list of the regulatory guidelines that govern unions, and their usage.

[-1-] All Union-type organizations, regardless of size or profession, must be registered with MIEI, and must provide clear contact information for central offices and must also provide registries of all members of said union. Unions with multiple smaller regional unions are not exempt from this, and must provide all available contract information and member registries per-region. Failure to do so may force the government to intervene to reorganize the union's leadership to ensure compliance, or to reorganize it's members into another union.

[-2-] Registered unions are provided a significant 'legal fund' meant to help prevent employers from starving unions of the ability to act against them, should they be found at fault for any transgressions, this allows the unions to carry out legal proceedings against any corporate entity, regardless of the entity's size or wealth.

[-3-] Unions may only be created for occupations that actually exist, examples of such occupations are; plumbers, electricians, program developers, architects, engineers, waiters, chauffeurs, and so forth. If enough proof is provided to the existence of an occupation previously considered 'nonexistent', than such a union will be ruled as legitimate, and permitted to exist.
-
[-4-] Unions may not conceal whom their leaders are, and may not use any funding provided by the state, to enrich their upper management in any significant manner. Failure to follow through with this regulation may result in said upper leadership being convicted of embezzlement of national funds, and guilty of abusing their position, which will result in their subsequent replacement.

[-5-] Employees may not use the unions as 'shields' against misconduct in the workplace, and will be denied legal funds at the union's discretion should there be adequate proof to their misconduct. Further misconduct may result in employees being forbidden from joining unions directly, or blacklisted from being employed in certain fields indefinitely

[-6-] Employers and enterprises are not permitted to enact 'union-busting' measures against any unions, and are not permitted to sue, slander, intimidate, discredit, sabotage, or harm unions in any other fashion. Suing may only be permitted if the union has operated outside of it's legal rights or has abused government trust and funds.

[-7-] Unions are given the legal right to organize strikes, boycotts, or any other actions related to harming an enterprise's profits in an attempt to draw attention to injustices or issues. Such organized actions must not devolve into criminal activity, and enterprises may not force their employees back to work, unless they, and the union, come to a conclusive agreement that satisfies the workers.

[-8-] Unions are free to utilize funds in order to hire investigative staff without the knowledge of enterprises, should they prove to be hostile to working with said unions, in order to provide clear proof to the government that they are mistreating their staff, or refusing to cooperate with union regulations.

[-9-] Unions may enact regulations and restrictions as long as such restrictions are logged by MIEI and confirmed acceptable, failure to do this will result in these regulations and restrictions being overturned by the government, and the union forbidden from enacting such restrictions again for a time.

[-10-] Individuals may join any union that works with their employment, regardless of whether they work full-time, part-time, as a paid trainee, as a foreign employee, or as a student. In the case of students, the union is required to teach the individual how the union operates, and what benefits it may provide to the student upon their graduation into the field, should they make it that far.

[-11-] Foreign Enterprises are required by law to also follow regulations related to unions, but may petition the government more freely over possible abuses of power, due to the possibility of favoritism among the members of the union.

[-12-] Union Regulations are not laws, and are subject to change at any point, either by MIEI, or the unions themselves, however, some regulations born out of serious mistreatment or vast grievances may become law, if public support is high enough. Such laws cannot easily be repealed once enacted.

All current-day regulations as of the current revision of this file have been noted, however, it is very likely that these regulations may change, and change significantly. As a result, this segment should be taken as all the others are, as an introduction. Not an up-to-date registry on any and all regulations and agreements made about employees and unions. With that in mind, this marks the end of the employee treatment and unions section of this file.



Topic | Private Enterprise Regulations


Regulations. Crucial, yet unpopular with the individuals and entities they target, for quite obvious reasons. Nobody willingly asks for restrictions on themselves, unless they understand that they have done wrong... and, rarely, do those with restrictions placed on them know that at all. Private enterprises, especially, tend to be blind to the damage and impact they have on the people, and on the environment. Thus, it is up to the state to show them heir impact, and extract from them, a number of payments and agreements to ensure that they aren't able to get away from any harm they do, and to prevent harm in the first place with guidelines that they are required by law to follow.
MIEI follows a very strict and regulated list of regulatory stages, based on the scale of enterprises in question. From the 'family business' found in a city center, to the multinational conglomerate based in it's own secluded facilities. Any, and all, enterprises, have a list of regulations that they must follow, designed to prevent larger companies from running away with trillions of dollars and no commitments to the country and people that they extracted it from, while also ensuring that smaller companies are still paying their share of commitments.
This section is dedicated to the different stages of enterprise regulations, and will specify important aspects of these regulatory stages. Starting from smallest, to largest.

Regulation Stages - Explanation and Identification.

-- Local Shops - Single Location. --
Consisting of family businesses that are typically located in urban areas, or rural towns. They consist of the lowest-regulated stores and enterprises, and tend to be small enough that they do not make much of an impact to the economy on their own, and can only do so when unified together. Their regulations are softer than most, but are still significant compared to more capitalistic countries.

A stage up from the least-regulated enterprises, these consist of shops thaty have successfully been given multiple locations either in the same urban zone, or multiple zones, while still remaining small and primarily within a single family's possession, or as a very limited and small corporate venture. These shops have nearly the same regulatory standards of the single-location stores, save for one particular difference.

These are enterprises that are undoubtedly proper in name and function, and are more than simple family locations. They may be warehouses, restaurant chains, small manufacturing facilities, or recreational institutions. Regardless, they are larger, and thus they fall under this category. Regulations begin to shift, and become more harsh, due to the increasing size of their operations.

A further evolution of capitalist enterprises, this type of enterprise is typically a larger, more popular producer of recreational goods, non-critical services, warehouse company, or production company for other industries. This stage of enterprise sees a noticeable increase in regulatory standards, and tends to be more disadvantaged than smaller or larger companies, due to it reaching a 'popular enough' point that requires significant facilities, but not reaching a point where they are wealthy by any serious means.

Typically an enterprise that reaches this scale is either a producer for state industries, or, a national-level provider of products. Such a scale is also typically seen as the beginnings of significant wealth for a company, and thus regulations hit all the harder, but equally do less damage due to increased wealth. The state takes care to observe larger enterprises such as these, though they still aren't the largest available.

-- National-scale Enterprise - Nation-wide facilities, significant footprint. --
This relates to private industries with national-level presence and awareness from all corners of the nation, these enterprises are extremely rare, and are very tightly regulated due to the damage that they can do if not carefully managed and monitored. It is these enterprises that see some of the most restrictive policies and guidelines that the government has to offer, though, these enterprises are not at the top level, and, still comparatively get off lightly to the one enterprise that faces the strongest restrictions of any corporate entity.

Expansion Regulations | Must apply for permits from MIEI and The Ministry of Ecological Conservation. Must be audited for breaches of environmental regulations, and must be clear of any breaches of health and safety regulations. Must have no outstanding penalties incurred due to illegal conduct or mistreatment of environment and employees. Must counteract environmental damage by investing in significant clean-architecture and equipment.

By-weekly Check-ins, significant environmental taxes leveraged depending on production output, must have designated MEC staff that ensures compliance with regulations, must pay additional pollution taxes and invest in environmentally friendly projects. Must submit to unannounced inspections of all facilities.

This final stage marks the end of the regulatory segment, though not completely. As there is one corporate entity that hasn't been touched on here, due to it's unique nature, and thus, it's unique stage of regulations. That will be touched on in a later segment of this file.



Topic | Constraints - Ecological/Industrial


Ecological and Industrial constraints, these are policies directed at certain types of industrial companies, public or private, that denote what is not to be tolerated during production of products of services. Specifically, these constraints tend to focus on raw resource production, and hit those industries the hardest, due to their significantly polluting nature in most other countries. No tolerance has ever been shown to companies who break these constraints, neither state nor private industries are exempt from it, unlike the other restrictions typically placed on private industry.
This file will not touch on absolutely everything, as there are some things that can't be spoken about in public free-to-access files without requiring a significant amount of knowledge in certain educational topics. Everything will be kept at an easy-to-understand level.

Targets of Constraint, and types of constraints.

-- Petrolium/Natural Gas Industries. --
Industries related to the production and procurement of raw resources such as oil, natural gas, and all of the lesser known, yet still important liquids and gasses that come from the ground, these are the industries that are among the most responsible for pollution and environmental damage, and thus are the first of the industries to be targeted with constraints. Specifically, constraints related to their handling of resources and materials, as well as how they drill and collect the relevant resources. Such restrictions cause significant difficulties in making any such industries profitable, and thus most of these industries are state-owned and state-run, for the benefit of society itself. The regulations are as follows;
-
[-1-] Wells, Derricks, Pumps, Refineries, Tanks, and other infrastructure, must be designed to cope with up to 3 times the maximum operational capacity expected out of them, to prevent leaks, overloads, blow-outs, and other disasters.
[-2-] Any drilling well that finds multiple resources in the same region, must not 'burn off' the 'undesirable' resource, and must capture it alongside the desired material, for use later down the line.
[-3-] All wells are to pay rent to the regional Municipality that they find themselves residing in, either on sea or on land. Wells that are unable to pay such rent are sized from the company in question and handed over to state enterprises, or handed to regional governments altogether.
[-4-] Companies may not dump or discard any resources that come from the well, which falls in line with the 'burn off' regulation. All resources must be stored for later use. There must be no wasted materials.
[-5-] All waste materials produced by refinery processes must be sorted and separated in order to collect any additional trace materials that could be of use. Nothing may go to waste, no matter what it is.
[-6-] Wells may not be drilled within any nature preserve or national park. Wells must drill in from outside of these areas, and must take extra precautionary measures to ensure they do not cause any long-term damage via leaks or other incidents.
[-7-] All petroleum and gas infrastructure must be routinely inspected by MEC staff at least once a week, to ensure compliance with ecological guidelines and pollution limits.

-- Mining Industries. --
Industries related to the procurement of raw materials from below the ground, particularly metals, particular types of stone, fuel-related materials, and gemstones. These industries are specifically hit hard when it comes to things such as particular types of stone, as typically mines related to those are some of the most hazardous and dangerous for the environment, and tend to ruin the landscape wherever they go. However, regulations within the Municipalities, do not permit this to go unpunished, and mitigate the damage quite effectively, due to how strict and blunt they are. The regulations are as follows;
-
[-1-] Strip mines are ecologically destructive on an unacceptable scale, and are thus forbidden from being created unless extreme circumstances of material shortage manifest themselves. Other types of mines must be used instead, on a regular basis.
[-2-] Mine operators must retain any and all material dug out from the mine itself that does not have any use, so that when the mine is exhausted, the waste materials may be returned to the mine in order to prevent collapses and ensure nobody can wander into abandoned mines.
[-3-] Mines that use pumps to keep themselves dry and free of floods must ensure that all water pumped out from the location is purified to ecologically sound levels, failure to do so will have the mine shut down for breach of regulatory guidelines.
[-4-] Mines may not be dug near or within national parks or nature preserves, all materials found under or near such locations are not to be touched unless said resources become too difficult to find otherwise, and even then, such mines must follow extremely strict precautions against any form of collapse or damage to the environment.
[-5-] Mines related to materials that may be considered toxic or volatile when exposed to water sources or living beings must follow additional guidelines related to ensuring a complete lack of contamination of local environments and employees. Filtration systems must be capable of ensuring that none of these contaminants reach the atmosphere or the water-table.
[-6-] MEC requires all mine operators to allow weekly inspections to ensure compliance with all relevant protocols and guidelines, regardless of cost to operator or the state itself.

-- Manufacturing Industries. --
Related to all general manufacturing, and not any particular specialty manufacturing industries. What this means, is that from automobiles to televisions, the regulations are the same and fall under the same umbrella, though additional restrictions are provided for special industries as needed, to prevent any loopholes from being formed, and to prevent unaddressed issues from appearing in the future. The regulations for manufacturing are as follows;
-
[-1-] Facilities that require water for use in manufacturing processes must filter all expended water to ecological standards regardless of cost, and may not be filled with any contaminants. Nor must any water simply be allowed to run-off in the first place, due to the damage it may do to the environment or facilities themselves.
[-2-] All facilities that expend waste materials into the air are required by guidelines to have sufficient levels of filtration systems that almost no amount of pollutants escape into the air. Regardless of the nature of these contaminants, they must not be allowed to escape, even if they are considered 'non-harmful' to the environment.
[-3-] Facilities must either re-use or recycle any and all excess materials that are related to assembly processes. Either by having them sent off to state processing facilities, or reusing the materials internally for other purposes.
[-4-] Waste materials that come from any facility process must be processed into non-harmful forms, and must either be sent to be destroyed, or disposed of in an ecologically safe fashion.
[-5-] Facilities must allow by-weekly inspections to ensure MEC compliance with regulations and guidelines, as well as to clean and replace the filters for both water and aerial contaminants.
[-6-] Facilities must have the ability to recycle destroyed or damaged products that are returned to them, and must be able to utilize as much of the material in such products as possible, regardless of cost to the facility. Unless such materials are completely destroyed, in which case, they may be processed in state facilities and disposed of accordingly.

-- Agricultural Industries. --
Agricultural industries are related to the state-run Ministry of Food Production, and also contain any smaller industries related to restaurants and foreign export. These industries can consist of anything from aquaculture itself, to agriculture, to animal husbandry. No matter what it is, if it provides nourishment, these restrictions apply to them. As a result, only the highest quality and most ecologically friendly food is produced. The regulations for Agriculture are as follows;
-
[-1-] Synthetic fertilizers and any type of animal steroids are not permitted for use within any facility, save for proven environmentally friendly and non-toxic fertilizers purpose-designed to nourish plants to the best extent possible.
[-2-] Facilities may not allow runoff to occur, whether involving aquaculture or agriculture. All water containing any forms of contaminants much be recaptured, cleaned, and reused, if possible.
[-3-] Any and all expired products that are found to be out of date and unfit for consumption must be processed, cleaned, and used for fertilization/chum to allow for plants to grow with the assistance of the nutrients, and allow the ecosystem of aquaculture facilities to operate at sufficient levels without expending additional local resources.
[-4-] Any facility related to the processing of livestock or other creatures must be able to prevent suffering from occurring during the process. Under no circumstances may any livestock be allowed to suffer for longer than necessary, if at all.
[-5-] MFP must work very closely with the MEC and the Ministry of Health and Safety to ensure that all facilities meet guidelines set by both ministries. Failure to do so will result in audits and replacement of leadership at said facilities.

-- Marine Industries. --
Marine Industries relate to a specific type of sea-going industry, relating to the transport of cargo or people, as well as any other general uses that seagoing vessels tend to have. The regulations for these ships are necessarily more specific, and more aimed at what individual ships do, as opposed to the companies that control them. It is thus that these regulations have smaller scope, but greater individual importance, as shipping can be just as disastrous for the environment as any other action undertaken by civilization at large. The regulations for Marine Industries are as follows;
-
[-1-] Ballast materials and liquids from ships may not be discharged over environmentally protected regions, such as seal and penguin hunting grounds, or coastlines. Ballast materials and liquids must also be environmentally conscious and must not be discharged or refilled excessively.
[-2-] Vessels are not permitted to dump fuel, oil, or waste materials into the sea under any circumstances, and must instead have such materials taken off to shore-based facilities to be dealt with and processed.
[-3-] Vessels must avoid regions of Municipal Coastal Waters identified as hunting or mating grounds for sea-fauna of various types, or must pay additional significant taxes to be permitted within such areas, in order to pay for cleanup costs related to damage they may/will cause.
[-4-] Vessels designed to carry any form of liquid, regardless of whether it harms the environment or not, must have triple-skinned tanks so that breaches are almost completely unlikely to allow any of said liquids out of the tanks. Said vessels must also be designed to take more punishment, with reinforced hulls and advanced watertight bulkheads to prevent breaches in the main hull from causing an incident of sinking or shipwrecking.
[-5-] All new vessels produced within the MoA must comply with MEC regulations on ecological impact and MHS regulations on safety and proper emergency equipment.



Topic | Myotoshi - Unique Regulations


Myotoshi, a name that absolutely everyone within the Municipalities knows by this point in history. The largest company within the country, and the largest corporate entity that rivals the size of most state-run industries. It is the largest anomaly within the economic system that MIEI monitors and upholds, and is yet one of it's defining factors, due to what it has done in the past. This company is responsible for many things. Electronics, weapons, software, and operates both within the civilian and military markets. It is also one of the only companies that has directly worked on G.O.E.S, first in secret, and then at the request of the government itself. Based in the Ustioka City Cluster, this company is a borderline-equal to the government, and has a significant amount of influence and power. However, it is shackled in many restrictions, restrictions that it's three-leader-administration willingly accepted, in an unprecedented turn of events. This segment shall be dedicated directly to noting each restriction, and how it impacts the company.

------ Restrictions - Myotoshi Corporation. ------

Wage Limit | Starting off, unlike most large-scale companies, the Myotoshi Corporation has to pay an astronomical 100% additional employee wage limit compared to the national minimum.

Oversight Guidelines | The Corporation must provide weekly updates of all economic activity and of all products produced for civil and military markets, regardless of whether they're foreign or local markets. Must have auditing staff at each facility to ensure compliance with these regulations, and must provide intricate details of all products, and their intended audiences.

G.O.E.S. Integration | Unlike most companies, the Myotoshi Corporation has managed to escape the highest-level integration that would be expected of it, due to it's influence in making the system work in the first place without fail. As a result, it is not required to go through G.O.E.S. to sell it's products, nor is it forced to acquire logistics vehicles from G.O.E.S. itself. They operate their own infrastructure and their own logistics. However, they still announce products produced and materials acquired, though leave out how much of these materials are actually expended. However, no anomalies have been observed involving this different announcement approach.

Expansion Regulations | The company must achieve complete authorization from MEC, MHS, AMSIO and MIEI. Must be audited for breaches of environmental regulations, and must be clear of any breaches of health and safety regulations. Must counteract environmental damage by investing in significant clean-architecture and equipment.

They also pay 1/3rd of the total costs in G.O.E.S. maintenance as part of their obligations to the system.

Corporate Security Regulations | Security staff are forbidden from raising arms against government staff, whether they be from MEC, MIEI, AMSIO or the JMSDF. Security staff are also highly expected to use non-lethal weaponry unless encountering armed resistance against any form of intruders, and are only free to utilize all equipment to them when encountering hostile forces during wartime. Failure to abide by these restrictions shall result in the permanent disbanding of all Myotoshi Security assets.

Not that the other factions are grateful. As far as they're concerned the Logistics Corps are stuck-up paper-pushers who worship protocol and bureaucracy to a maddening degree.
