The delegates arrive one by one, all taking different planes. The Rastavan Delegation tries to be as friendly as possible. The Federal Delegation is friendly but comes off a little cold. And the Merigould Delegation comes off like the Rastavan Delegation.

This program is designed to get you oriented to the general world of NationStates, and help you get involved in the region. The STEP program consists of a series of STEPs with some additional explanation which will tell you how to do everything, why to do it, and sprinkle in some explanation and context to the dispatches. To progress to the next STEP, just click on the "Next:" link at the bottom, and to go forward a STEP, click on the "Previous:" link, and go back a STEP.
All STEPs will contain a summary, a more detailed explanation and some contacts to telegram in case you have any questions. It is recommended that you read all STEPs in order in the space of a few days, however, you can read these however you want, and most STEPs can be read independently of one another.
