The way I see it, there are for major factors in a war:
Population, Terrain/Environment, Quality of supplies, and Tactics.

Things like allies can be important, but are not necessary.

And then, you need people to grow food to feed the army, people to work in factories to provide supplies to to army, people to supply raw materials to the factories, ect.

So if you don't have a large population, you can't effectively fight a war.

What about technology?

The Socialist Republic of Sminishia has passed Anti-Corruption laws, which of course, decreases a bit of spending on important departments, such as defense, agriculture, tourism, healthcare, etc, but the people are allowed much more non-corrupt freedom of politics.

I would argue that it depends. If allies are not present, and the forces are evenly matched, then yea, it isn't.

But if one force has less people than the others, or one force has allies and thus, only with those allies, overpowers the enemy force, it becomes necessary for both sides to have allies, or the war is lost.
