The hard-nosed, hard-working, cynical, humorless, devout population of 11.36 billion Finale Orderians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The large, corrupt, well-organized government is primarily concerned with Defense, although Administration, Healthcare, and Education are also considered important. It meets to discuss matters of state in the capital city of Gondolin. The average income tax rate is 87.4%, and even higher for the wealthy.
