Imo, I think it's wrong to pass a referendum, then drag it out for several years, and then turn down the deal or whatever the referendum concerned with after a few tries

It would be like Utah, having just had medical marijuana be legalized, debate over a bill for it for years before saying "Oh well, we tried," and calling for a new vote
