Well… this doesn’t actually go according to protocol but I remember reading that my great-grandfather Tybolt, mostly travelled as an individual rather than a monarch, I think it wouldn’t be the end of the world. Give me a minute.” The Empress rushes to a corner of her office and pulls a hidden lever on the wall which opens a secret room which is filled with clothes and various accessories. She closes the door and quickly changes to a white female suit and skirt, with a matching hat and gloves, she also puts on her favourite diamond earrings and pearl necklace. After a short period of time, she opens the door once again. “Sorry for the delay. Shall we?”

Herkertor chuckles. "Well I meant you and your family can travel with me today, no particular rush. But if you truly wish to travel with me alone and you're sure your husband won't mind it then sure, we can go now if you want." He says as he rises from his seat and he and the Empress leave the palace and Herkertor mounts his motorcycle, offering his helmet for the Empress to wear.

"Hold on tight." Hekertor says as they speed off through the streets and avenues of Seville back to the airport. Once there Hekertor and let's the Empress board the plane while he loads his motorcycle into the cargo bay.

Once finished, Hekertor boards the plane and sits at a seat across a table from the Empress and buckles up. "Sure you don't want to bring anyone else?"

This is something Maria Elvira wants to do and not something Empress Elvira I should do.”

Hekertor chuckles "very well, who am I to convince a lady who knows what she wants?"

And with that the plane taxis onto the runway and takes off. The speed increasing as it heads West across Hedra until it is over the ocean at which point it flies low over the water before entering a steep vertical climb, climbing higher and higher until the plane is far out of sight. Whisking them away into the heavens.

SIC: Elvira holds on tight to her seat as the plane begins it’s vertical climb, only relaxing when the plane returns to normal.

“Wasn’t expecting that…” Elvira says slowly letting go of the arms of her chair. “So, Mr. Hekertor, any tips for a first time traveller to Hyperborea? Wouldn’t want to cause a bad impression.”

IC/OCC: "U.N.B. Sponsored Space Elevator Project"

After holding negotiations with the nations of Quing Nara and Sovern, it has been decided that both nations will equally finance the construction of a landmark, global project, to make logistics and trade cheaper for every nation in the world. This project has been done before (in alternative universe apparently), but will be considered a landmark decision for all nations part of the global community to easily access, regardless of political ideology, economic model, etc. The U.N.B. will be sponsoring the creation of a space elevator, capable of transporting tons of goods from the planet, to space, and back. It will allow nations to move their technologies or products into the planet's orbit. This space elevator will allow any nation to develop their space programs, explore the solar system, and even aid in the colonization of other planets. Considering that nations are uncomfortable with the proliferation of weapons, the sole condition of this project is the prohibition of transporting weapons by the space elevator, so if a nation wants to send their weapons into outer space, they better do so on their own. This condition was not made by yours truly, but rather by the sponsors of this program. The space elevator will be located in my homeland, the East Niholate Federation, as decided by both parties from Sovern and Quing Nara, as to maintain it in neutral territory, however the property itself will be directly owned by the U.N.B. This does not discourage from other nations willing to finance or build their own space elevator, just this one will be free for every party to use.

IC: General Shermon's March

After receiving political and military support from the Neo American Union, President Nexon of Oreusa has decided to annex the territory formerly belonging to Rainbow Republica, a nation that has recently collapsed. In order to maintain the security of the nation, and the continent, Oreusa has dispatched approximately twenty-five thousand soldiers to the recently annexed territory, and will begin the integration process immediately upon occupation. This ambitious plan will bring Oreusa to new heights, with the accessibility to more resources and population. The natives formerly accepted by the last existing state will be given the same protections and rights as they did, with no strings attached. Meanwhile the urban population will begin the naturalization process to become citizens of Oreusa.

IC: An American in the West Antilles

A representative on behalf of the The Triumvirate arrives in the West Antilles capital of Porto Ciel, adorning a traditional western black suit, awaiting his counterpart to meet him. The man strongly resembles that of a true red-blooded American, going by the name Saul Goodman, the Secretary of State of the Neo American Union. The man patiently awaits the representative from Kiago, enjoying a fat cigar and drink.

ATTN:

After some time waiting for residents to settle, nations compete, and wars to end - this is the time to update the Global Power Index. Brace yourselves; some of you may feel accomplished, but most of you will cry.

The "Global Power Index" is a tool for the United Nations of Barbaria, to measure a nation's position of Great Powers; which is determined by a nation-state's ability to utilize soft and hard power. A nation-state's position is calculated by military projection, economic influence, and cultural impact on other nation-states on the global stage. Countries that are more active in the international stage are more likely to gain influence, or hold their position as a Great Power, in comparison to a country that is isolated or neutral. The "Ranking Board" will determine the Great Power's influence from highest to lowest in influence. The "Ranking Board" will be amended every six months, or annually, depending on the frequency of change between nation-states.

Ranking Board:

    Great Powers
The Great Powers are the most influential nations in the world, both in terms of hard power and soft power. These major players have the capability to engage in three-front wars, instigate rebellions and insurgencies in other countries, expand cultural and political power beyond their borders, and even sponsor smaller wars between minor powers. The Great Powers compete with each other over who reigns over the world, and will use their financial and military might to enforce whatever status quo the strongest installs. Spheres of influences are built around the Great Powers, and are casually used as pawns in their game of chess. Beware the grasp of these giants.

  • 1. Imperial Federation of Sovern

  • 2. People's Republic of Quing Nara

  • 3. Third Empire of Tritra

  • 4. Federal Empire of Hedra

  • 5. Empire of Helric

    Regional Powers
A Regional Power has either achieved this place in influence by rising from the Minor Powers, or were former Great Powers that can barely hold onto the remnants of their once-powerful dominions. A Regional Power may not have as much influence or diplomatic weight as a Great Power, but they do have significant influence directly around them; making them able to create strong alliances or coalitions against other blocs on the global stage. Regional Powers have the ability to quickly and effectively respond to their immediate neighbors, but don't have the power projection beyond their minute sphere of influence. Remain cautious, and never underestimate them.

  • 6. State of Tyammad

  • 7. Emirate of Valenborn

  • 8. The Neo American Union

  • 9. Second Empire of Mejicanas

  • 10. The Sultanate of Songhai Mali

    Minor Powers
The Minor Powers of the world have the potential to have some influence on the global stage, but don't possess the power projection to influence their neighbors. These countries are economically and politically stable, and are developed enough to be taken serious in some situations or disputes, but their foreign policy is largely dependent on how merciful the stronger powers are, or if they can isolate themselves enough to not even be bothered. One day they might matter, but today they don't.

  • 11. The Holy Barbarian Empire

  • 12. Kiago

  • 13. Democratic Republic of Santamonia

  • 14. The South Ajian Commonwealth

  • 15. Shik Daha

    Isolated/Isolationism
These nations were either once powerful in their own right, or had never possessed the ability to be influential in the first place. They are nothing but the remnants of their former selves, with little to no matter in global politics. This was either the result of a humiliating defeat in war, or voluntarily become cowards; ultimately deciding to 'focus on themselves' while the rest of the world moves on...or bullies them into submission. Don't waste your time with these outcasts.

1. I've updated the ranking system, so please check it out!

2. I subtly edited the descriptions, so please take your time, and read them carefully...I don't want to deal with any snowflakes.

3. Added a new part of the ranking system titled: "Isolated/Isolationism", it should include some nations here who'd much rather watch the world burn, than partake of it.

Hopefully this doesn't trigger widespread wars and instability...

IC:

In the capital of Niston, the Parliamentary Council, the upper body of The House of Parliament, has now begun voting on bill 7378, a bill that would finally open relations to the world of Barbaria.

The Chief Executive of the Parliamentary Council, Lester A. Robinson, who is a Freedom Party member, speaks to all in the council.

"I speak for all of my party, to the citizens if our nations when we say, why change what is not broken? Our neutrality within this world is still very much a strategy which ensures our safety and protection. And despite our past troubles, we as a nation have never been so prosperous. So I speak on behalf on all of us when we say, reject this bill."

Despite the words of the Chief, the bill passes successfully 57-43.

IC:

"DAM IT!"

The nation of Limperia is faced with a crisis; it is not only experiencing a historical record of droughts, but the population is exponentially growing at unsustainable levels. The government, especially the monarch, is worried that a famine might cause significant damage to the country's development, hindering its potential despite recent growth. The fact is; the country is growing too fast and too strong for its own good, that it might collapse on itself if nothing is done about it. The Emperor has made a critical decision, His Highness will be financing the construction of several dams that will allow the reservoirs to fill up, so when the next dry season comes, agricultural production will remain undisturbed by the surplus of water. His Highness' Grand Cabinet confirms that if the project is complete in time, a famine and widespread instability may be averted, and the nation's agricultural sector will get the water it will need for the next decade. However; the consequence of this decision will, at least, cause a dispute with Limperia's neighbor, Agyptus. Building more dams will disturb the flow of the Blue Nile, and even more so the White Nile. This without a doubt will cause friction, due to how desperate both nations are. Despite this, the Emperor must do what's best for his people, as they are his priority.
