Had around 600-1100, after doing some research, and it depends on the time period, so yes. Balder can have something like 9-13 times more states then the HRE, and it depends a bit. But that is an insane amount. I don't believe anyone could accomplish that. Yes it is possible but it will take a lot of effort which not many people have.

Sorry, took a while since I was trying to make sure I got the ranks and organization right.

Two of them: the actual Foreign Legion and the much smaller Foreign Air Squadrons.

The Foreign Legion consists of foreign (this does not include those from the Federal States, like Goria or Morcarus, as they're considered Cordyans) who mainly join up due to incentives such as citizenship, food, water, shelter, etc. Every unit from a company and above is usually led by a former Legionnaire who gained citizenship or a fellow foreigner who has higher eligibility for citizenship. The entirety of the Foreign Legion answers to a Major General and associates with the Ground Defense Forces.

The Foreign Squadrons, to a lesser extent, were almost the same, except this time with the Aero Defense Forces. Any non-citizen who has decent enough pilot training or experience with aircraft is allowed to join this branch, though they will be working with older or foreign/exported aircraft because of A) a lack of trust and B) an attempt to extend said aircraft's lifespan.

Both are part of the quarter of the Federal Defense Forces allowed to operate overseas, naturally. And yes, there are Prussian regiments.

Vice-versa, there has, and still is, a ton of Cordyan volunteer brigades in other nations, usually for a sense of adventure or very much wary of the current state of the F.D.F. and the Federation government

Nope, but now I know I need to militarize even more.
Edit: what do you mean? My defense forces are over 10,000 and your defense forces are around 2,500.
Edit 2: if you really want tips, my recommendation is to watch for any issues involving your military. Make sure to take any decision that mentions further militarization.
