look at ukraine

cuz of war, their farm production and the rest of its economy grinded to a halt and used all its manpower to fight (or have left)

only when after the war, everything will return to full power, hence the economic boom

Ukraine was very poor to start with and somehow got these new military equipment that're worth more then the nation's GDP for around 3 years.
