Well, you have to join the world assembly first by clicking the 'apply' button in the world assembly which has a button under the 10000 islands button. Then go to the bottom of the page of the nation that you want to endorse, and click the endorse button.

It's been a while, but we wanted to take another opportunity to reach out to the people we serve.
Different members of government and senior members of our community are setting up office hours where they will make themselves available on our regional message board to answer your questions! Want to know about our foreign affairs, how our Ministries work, or different government programs? Or you just have questions for someone who is experienced in this game about how to network and succeed? These are great times to reach out to us!

I think the nominee deserves a commend/condemn, but I can accept that the one proposed is just not appropiate.

Good questions! I've been asking myself the same thing and it is currently on the top of my to-do list. Preferably TIBOE and the WA Secretariat could cooperate in efforts to further increase Delegate endorsements (and regular endorsements, too), as well as maximizing regional security with endorsements and influence.
I'd never order or make pineapple on pizza, but if it's the only pizza available, I'll eat it. I've also eaten a pineapple-ham sandwich (a so-called "Hawaiian toast") a couple of times.

The WA Secretary role was created as a "partial Vice-Delegate", I guess you could call it. Supposedly the WA Secretary and the FA Secretary together would make up the classic "Vice-Delegate" role, as many other regions have it.
That being said, the WA Secretary reports directly to the Chief Executive 
Markanite, but co-operates mainly with the Delegate.
