Upon listening to the broadcast for hours, it seems less likely that it's actually the names of people. Nakatoro authorities, while continuing to search their databases for the names of citizens and the names read off by the broadcast, say it's unlikely due to their current results. Some of the Nakatoro officials theorize the names are actually a phonetic alphabet developed by the East kowen which is being used to broadcast the message or that it's actually a different kind of encryption using names, perhaps in a specific order, to relay certain orders or messages perhaps to agents in the other Kowenian states due to the short range of the broadcast.
Triangulating the signal reveals the origin of the broadcast is closer to the northern side of the East Kowenian border with North kowen. Due to the distance from the origin of the signal and the Schwypian border, any attempt (at least from the Schwypian side of the border) to determine if the signal is from the government or from a third party would be fruitless.
The broadcast continues to go on, although it seems to be a repeat of all the previous messages at the same end of the hour interval with currently no new combination of numbers and "names."

With the tropical storm now evolving into a category 1 hurricane, it's effects are beginning to take toll as Incheon city and eastern North kowen are impacted by the storm. Many civilians attempt to flee to shelter during the chaos, due to little infarstructure to warn them before hand and the government believing the storm wouldn't evolve in it's intensity. Waves as high as one and a half meters begin to slam the coast, and some rooftops of the poorly built residential homes in Kowen are observed blowing off and knocking into objects on the ground or flying into the air. The storm surge caused by the hurricane has also caused the coast to raise the water level by about half a meter. Structures by the coastline begin to have their first floors flooded by the surge.
