Just here to let you know, Verania will guarantee this region's independence. Black hawks use WA members to get the WA delegate role to mess everything up. Alt's can't be WA's so the lil miny army is useless. Send me a telegram if you need reinforcements. I recommend stripping the WA role of all privileges so they can't take the region.
