Xatu the Great:I don't know when you ran the place, but from what I can tell our government has had a lot of its old procedures die off and get lost to history as we have declined from over 300 nations to our current 129. That means that, as I said, I'm not sure there even is a standing system. Also, when I'm at the bottom of the hierarchy, that still leaves almost all the mods as potential judges.

I'd guess that when the election for the new owner is hosted, the account is 'locked' (password is changed) in advance, and only shared when the results are out
it used to be a simple one to one transfer
to my recollection, the yearly changeovers were stopped around 5 years ago, and now only change when people actively leave
two years or so, can't have changed that much with zero government activity in that time
