It's because of that core idea, "Father Knows Best," comes from the title of a famous 50s sitcom (originally a radio show before moving to TV) about an idealized 50s-Americana family. The father was portrayed as the ultimate authority figure, but one who could always solve his children's problems (except those that the kids had to solve themselves in order to grow up, naturally). The mother was portrayed as submitting to his authority, but being the implied "glue" that held the family together--everyone depended on her. And unlike many other sitcom children, the three kids were generally obedient, respectful, and cheerful.

Under those circumstances, it doesn't make sense that the kids could "elect a new dad." Such freedom to control who makes the decisions, let alone what the decisions are, doesn't apply to a family. A Father Knows Best State takes that principle and applies it to the whole nation: the citizens are the autocratic leader's "children," and thus have little control over how the country is run, but are allowed a moderate amount of freedom out of respect for their interests, so to speak.
