URA Recommendation: Vote FOR "Access to Transgender Hormone Therapy"

URA World Assembly Recommendation

Access to Transgender Hormone Therapy

The World Assembly,

Heralding the efforts made by GA#467 "Affordable Transgender Hormone Therapy" which ensured that transgender individuals could easily access hormone therapy for medical transition,

Recognising, however, that the resolution does not go far enough in ensuring that transgender individuals receive the medication they need, such as through the exclusion of puberty blockers from the definition of "hormone therapy",

Totally believing that a supplementary resolution is required to resolve these issues, hereby:

Defines "hormone therapy" as any medical treatment using hormones or chemicals that reduce their effect which is carried out on a person effectively and with minimal risk to their health for the sole purpose of aligning their sexual characteristics with their gender identity (or lack thereof),
Requires member nations to allow their inhabitants to seek and obtain hormone therapy with their free and informed consent, and ensure that those inhabitants face as few barriers as possible when seeking hormone therapy,
Mandates that the process of seeking and obtaining hormone therapy cost no more than the fees absolutely necessary for the manufacturing and distribution of hormone therapy, and very strongly urges member nations to waive any and all costs inhabitants may have to pay when seeking and obtaining hormone therapy,
Forbids any entity from:
1. denying hormone therapy to any person, except where a legitimate danger to their health would arise as a result,
2. requiring any person to seek or obtain hormone therapy,
3. coercing anyone to seek or obtain hormone therapy, and further forbids entities from coercing people to not seek or obtain hormone therapy.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution expands the scope of hormone therapy access by supplementing GAR#467 "Affordable Transgender Hormone Therapy". Specifically, member states are mandated to allow citizens to have access to hormone therapy; the cost of such treatment must be minimized such that only manufacturing and distribution costs are passed on to the user. Coercing individuals to take or not to take hormone therapy is also forbidden. The Alliance supports the rights of transgender people to undergo the therapy they need, and believes that this resolution furthers that cause. Therefore, the URA is supportive of this resolution.

This is a Honeydewistania resolution so you know it's a good one. There's no reason we should arbitrarily restrict certain hormone therapies (for instance puberty blockers which the resolution mentions), so I see this resolution as improving access to a service which is important for transgender people. I feel slightly that this probably is an unnecessary resolution due to GA#467, and at best is more of an amendment. I would have rather seen something along the lines of Tinhampton's work on the Conversion Therapy resolutions where she repealed the one and passed the other, drafting both simultaneously. Whereas Honeydewistan has stated they don't plan to draft a repeal on GA#467 while passing this proposal through.

Due to the fact I don't feel to strongly about it, but also don't really want to support it on the principle stated above, I'm electing to abstain on the current vote, but will happily share the recommendation as I always do and will definitely be voting in line with the rest of the URA when it hits the floor.

As long as a nation does not have to fund hormone therapy using state funding or make the therapy paid for by the state on behalf of the individual then I see little reason to oppose this. As long as a citizen does not have to spend the fruits of their labour on a idea that they are grossly opposed to then it should be fine. That was one of the reasons why I vote against a lot of the abortion proposals.

But never at the expense of taxpayers, which is why I will be Against it if that's the case because it just wastes already limited government funds. It's already expensive enough for taxpayers just paying for normal healthcare for everyone.
