I'm playing with some designs for flags for San Javier. So far this is sort of the closest to my original conception, but it turned out not quite right...

Let me clarify, remove the poppies at the bottom and replace the sun with a poppy.
Tried that as the original design. It looks crappy. The red doesn't look right on the blue, and using a different colour makes it less identifiable as a poppy. Adjusting the colours doesn't work because it causes the contrast to break down.
Hmm, this version feels a bit saturated for my tastes but out of all the possible designs I could make this is the best possible.

How about that? It takes a bit of your suggestion into account. I'm not perfectly happy with the colours, but the balance is a bit better. Instead of 5 poppies for 5 states, it's 3 poppies for the constituent parts of the People's Freedom Coalition, blue for the ECSJ, orange for the right-wing militias. The orange and blue also still form a horizon.
Now I have to figure out how SJ contacts the League without making a separate account for them because f*ck that. Don't want to bog down my posts with an NPC either.
Yeah the colors are going to have to be messed around a bit, maybe a lighter color tone overall or just for the blue. You seem inspired by the Arizona flag so you could probably take some cues from it. Have the lower half represent the Javieran Steppe and the upper half the sky or ocean.
I haven't even seen the Arizona flag before. But yes, the orange represents the steppe and the blue represents the sky, on top of the aforementioned symbology. I think the actual issue is that red isn't always the best contrast with blue. If I lighten the blue, the red fades into it....hmmm....how about darkening the blue. Anyways as for how to handle San Javier, I basically had the same idea as you, posting in their place.
However since San Javier is neither a member or an observer, their argument won't be recognized in the League. The League would have to call on them in particular to send a special representative, like what happened with Charbagnia.
The red and the orange are very close to one another. Is there a reason why orange is the color of the steppe? Yellow might work better.

I don't want to unilaterally say that the League receives a written request. But I also can't send an NPC until they call on them.
The orange has been the established colour of the militias since the original RP. They flew orange flags and wore orange berets, so I wanted to incorporate that and the Republican blue.
Yes, the country is primarily Catholic. Nearly 100%. The remainder would be syncretic with native Iza beliefs, but still Catholic in name.
Interesting. Orange is usually a color associated with protestantism. White and yellow (silver and gold) could be a potential background. Perhaps try white poppies on the blue and orange background. White could represent peace, and be a little more important than the actual color of poppies. It would also help your contrast issues.
They could act exclusively through an intermediary nation that's already present.
