Preamble


The Leftist Assembly is the reunification of the Democratic Socialist Union and The Communist Region following stagnating growth and desire for a revitalised region to unite the left. The Leftist Assembly strives to protect those who labour and prevent the exploitation of the working class and, to this end, we shall unite our peoples into one inseparable family. Protectors of the revolution, forevermore.

The declarations of this document hold ultimate authority over all other legislation and all citizens are subject to it.

Article I
Citizenship & Rights


  1. All nations that satisfy the following shall henceforth be known as citizens:

    1. Reside in The Leftist Assembly

    2. Do not support a far right-wing ideology

  2. All citizens are entitled to:

    1. Freedom from discrimination in all its forms

    2. Legitimately and constructively criticise the government

    3. A fair and public hearing by an independent and impartial court concerning any criminal charge

    4. Freedom from prosecution over the same criminal charge twice, unless sufficient new evidence warrants a retrial

    5. File a lawsuit against any entity within the region

  3. The following groups are entitled to participate in the process of governance, either directly or through freely chosen representatives, henceforth known collectively as electoral citizens:

    1. Citizens with a World Assembly nation residing in The Leftist Assembly, henceforth known as World Assembly citizens

    2. Citizens with a World Assembly nation registered with the government as participating in a leftist or anti-fascist military, henceforth known as Military Voting citizens

    3. Citizens with a World Assembly nation registered with the government as currently residing in an embassy region, henceforth known as Dual citizens

Article II
The Founders


  1. The founder of the region, titled ‘Leftist Assembly Founder’, shall always be controlled by three citizens

  2. If an existing founder ceases to exist or voluntarily resigns:

    1. A replacement shall be nominated by the remaining founders

    2. A majority of electoral citizens shall vote on whether to accept them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a three-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  3. If a nominee cannot be decided by the remaining founders:

    1. An election shall be held with a nomination period of five days and a voting period of five days

    2. The winner of the vote shall be elected as the new founder

Article III
The Cabinet


  1. The leader of the region shall henceforth be known as the Secretary

  2. The Secretary shall be elected every three months at the Secretarial election

  3. The Secretary shall be prohibited from being a member of the General Assembly

  4. The Secretary shall be responsible for:

    1. Appointing and dismissing the members of the executive ministerial body, henceforth known as the Cabinet

    2. Serving as the head of the Cabinet, with final decision-making power concerning its delegated responsibilities

    3. Representing the region as its Delegate to the World Assembly

    4. Detailing the reasons for their vote on every World Assembly resolution on the Regional Message Board

  5. The Cabinet shall consist of:

    1. The Minister of Foreign Affairs, who shall be responsible for embassies

    2. The Minister of Recruitment, who shall be responsible for attracting new citizens to the region

    3. The Minister of Information, who shall be responsible for the collection and presentation of data

    4. Any additional roles deemed necessary by the Secretary to operate the region

  6. The Cabinet shall be responsible for:

    1. Advising the Secretary as relevant to each member's designated portfolio

    2. Assisting the Secretary in their responsibilities

    3. Enforcing the laws enacted by the General Assembly

  7. An appointment to the Cabinet must be confirmed with a two-thirds majority of electoral citizens in favour

  8. The Secretary and members of the Cabinet shall be prohibited from holding more than two Cabinet positions

  9. The Secretary or a member of the Cabinet may be immediately removed through the following process:

    1. A motion shall be endorsed by twenty-five percent of the General Assembly or five percent of electoral citizens

    2. A majority of electoral citizens shall vote on whether to remove them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a two-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

Article IV
The General Assembly


  1. All legislative authority shall be vested in a unicameral legislature, henceforth known as the General Assembly

  2. The General Assembly shall consist of members, henceforth known as Members of the General Assembly, elected every three months at the Legislative election

  3. The number of Members of the General Assembly shall be:

    1. Determined at the commencement of each Legislative election for the following term

    2. Equal to the cube root of the number of electoral citizens rounded to the nearest integer

  4. The Members of the General Assembly shall be responsible for:

    1. Proposing and voting on new laws and amendments to existing laws

    2. Proposing and voting on non-authoritative motions and resolutions relevant to the operation of the region

    3. Internally electing one of the Members of the General Assembly to serve as the Speaker

  5. The Speaker shall be responsible for:

    1. Organising the activities of the General Assembly

    2. Maintaining the Legislative Queue, an order of legislation to be considered by the General Assembly

    3. Communicating information of bills, amendments, and voting records to the public

    4. Representing the General Assembly to the Cabinet in matters requiring urgent and direct communication

    5. Delegating the aforementioned responsibilities to another Member of the General Assembly in their absence

  6. A Member of the General Assembly may be immediately removed through the following process:

    1. A motion shall be endorsed by twenty-five percent of the General Assembly or five percent of electoral citizens

    2. A majority of electoral citizens shall vote on whether to remove them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a two-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  7. The Speaker may be immediately replaced with a majority of the General Assembly in favour of such a motion

Article V
The Supreme Court


  1. All judicial authority shall be vested in a tribunal, henceforth known as the Supreme Court

  2. The Supreme Court shall consist of four Justices, including three Standing Justices and one Alternate Justice, appointed by the Secretary

  3. The Standing Justices shall be responsible for:

    1. Issuing legal rulings as the highest authority on the interpretation of all regional law

    2. Handing down a verdict on each trial upon the conclusion of a fair and public hearing

    3. Internally electing one Standing Justice to serve as Chief Justice, whereafter the other two Standing Justices shall be known as Minor Justices

  4. The Alternate Justice shall have the same responsibilities as the Standing Justices, but shall be a non-voting member in trials and legal rulings, except where:

    1. One of the Standing Justices cannot issue a vote due to absence or a conflict of interest

    2. The vote of the Standing Justices is tied, where they will be required to issue a definitive verdict

  5. The Chief Justice shall be responsible for:

    1. Presiding over the business of trials and legal rulings, including discussions with the other Justices

    2. Communicating relevant information of trials and legal rulings to the public

    3. Delegating the aforementioned responsibilities to another Standing Justice as acting Chief Justice for the duration of a trial or legal ruling when they are absent or have a conflict of interest

  6. An appointment of a Justice must be confirmed with a two-thirds majority of electoral citizens in favour

  7. A Justice shall be prohibited from holding any other government portfolio during their tenure

  8. A Justice may be immediately removed through the following process:

    1. A motion shall be endorsed by twenty-five percent of the General Assembly or five percent of electoral citizens

    2. A majority of electoral citizens shall vote on whether to remove them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a two-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  9. The Chief Justice may be immediately replaced with a majority of the Supreme Court in favour of such a motion

Article VI
Amendments


  1. An amendment to this Constitution shall be enacted with a two-thirds majority of electoral citizens in favour in the following manner:

    1. The amendment shall be published on the Regional Message Board for public feedback for a minimum of one day

    2. After the feedback period, World Assembly citizens shall be permitted to vote in a three-day poll

    3. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  2. A minor, inconsequential amendment to this Constitution shall be exempt from the previous clause and instead may be enacted with a two-thirds majority of the General Assembly in favour over a voting period of two days

Ambassador Act


  1. An ambassador representing the region shall be required to:

    1. Represent and promote the interests of the region in their appointed embassy region

    2. Be a member of and at least partially participate in the major discussion channels of their appointed embassy region

    3. Act in full compliance with all official government policy

    4. Declare any conflicts of interest concerning their role to the Minister of Foreign Affairs

    5. Comply with all diplomatic decisions of the Minister of Foreign Affairs, excluding when the Secretary orders otherwise

  2. Each ambassador shall summit a report on the region they are representing to the Minister of Foreign Affairs

    1. These reports shall be submitted by the first day of every month and the 15th of every month

    2. These reports shall include but is not limited to these following things:

      1. Any change in government or important government activity

      2. Any events that occurred or are planned to occurred

      3. Changes in embassies

      4. Any other major regional change or occurrence

      5. Any other events that may be important to The Leftist Assembly's foreign interests

  3. Failure to comply with the requirements of the above sections shall result in the vacancy of an ambassador's position

Backup Region Act


  1. A region named ‘Assemblia’ henceforth known as the backup region, shall be maintained for regional security and continuity purposes

  2. The founder of the backup region, titled ‘Assemblia Founder’, henceforth known as the backup founder, shall be controlled by one citizen

    1. Current founders in control of ‘Leftist Assembly Founder’, henceforth known as the primary founders, shall be ineligible to hold the position of backup founder

  3. If the position of backup founder is vacant:

    1. A replacement shall be nominated by the primary founders

    2. A majority of electoral citizens shall vote on whether to accept them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a three-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  4. If a nominee cannot be decided by the primary founders:

    1. An election shall be held with a nomination period of five days and a voting period of five days

    2. The winner of the vote shall be elected as the new backup founder

  5. The community shall only move to the backup region in the event that the security of the existing region is permanently compromised

  6. The move to the backup region may be initiated by the following parties:

    1. The primary founders

    2. The Secretary

    3. The Speaker

    4. A majority of the Cabinet

    5. A majority of the General Assembly

    6. A majority of the Supreme Court

  7. The government, Constitution, and Code of Laws of The Leftist Assembly shall apply to the backup region

  8. In the event of a move to the backup region, a special election for three new founders shall occur through the following process once the Secretary has held the Delegacy for one week:

    1. An election shall be held with a nomination period of five days and a voting period of five days

    2. The winners of the vote shall be elected as the new founders

  9. On the first day of each month and/or upon request at any time of the Secretary, primary founders, or Chief Justice; the backup founder shall confirm their access to the backup founder nation with the Minister of Information via the following method:

    1. The Minister of Information shall send a string containing ten pseudo-random alphanumeric characters to the backup founder nation

    2. The backup founder must send the string back to the Minister of Information via their primary nation within one week

    3. If the backup founder is able to send the correct string within one week, then the Minister of Information shall record this on a publicly available dispatch

    4. If the backup founder fails to send a telegram containing the correct string to the Minister of Information within one week, then the Minister of Information shall record this on a publicly available dispatch and inform the region of this via the Regional Message Board

  10. The following shall be considered gross criminal offences:

    1. Initiation of a move to the backup region in the absence of a legitimate threat to regional security, with intent

    2. Failure by an official listed in Section 6 to initiate a move to the backup region in the presence of a legitimate threat to regional security, with intent

    3. Failure by the backup founder to open the backup region for the resettlement of citizens upon legitimate instruction, with intent

    4. Failure by the backup founder to successfully confirm their access to the backup founder nation; either due to loss of access to the nation or with intent

Criminal Offence Act


  1. A minor offence shall be defined as an offence that poses no real threat to the security, integrity, or integral operation of The Leftist Assembly

    1. A minor offence shall have the following maximum default punishments:

      1. Immediate ejection from the region

      2. Immediate ban from the region of duration no longer than one week

      3. Notification of the offence to the region via the Regional Message Board

  2. A moderate offence shall be defined as an offence that poses a threat to the security, integrity, or integral operation of The Leftist Assembly

    1. A moderate offence shall have the following maximum default punishments:

      1. Immediate ejection from the region

      2. Immediate ban from the region of duration no longer than one year

      3. The immediate triggering of a vote of no confidence, if the nation is a current member of government

      4. Immediate revocation of any and all regional awards and honours, and permanent disqualification for recipiency of any and all future regional awards and honours

      5. Notification of the offence to the region via the Regional Message Board

  3. A gross offence shall be defined as an offence that poses immediate and/or severe threat to the security, integrity, or integral operation of The Leftist Assembly

    1. A gross offence shall have the following maximum default punishments:

      1. Immediate ejection from the region

      2. Immediate ban from the region of indefinite duration

      3. The immediate triggering of a vote of no confidence, if the nation is a current member of government

      4. Immediate suspension or ejection from any or all government positions, if the nation is a current member of government and their holding government position poses a threat to the security, integrity, or integral operation of The Leftist Assembly

      5. Immediate revocation of any and all regional awards and honours, and permanent disqualification for recipiency of any and all future regional awards and honours

      6. Immediate ban on holding or running for any gubernatorial position of indefinite duration

      7. Immediate ban on voting as an electoral citizen of indefinite duration

      8. Notification of the offence to the region via the Regional Message Board

  4. Any nation with Border Control authority may immediately execute any combination of punishments up to and including the maximum default punishment if there is patent evidence of a criminal offence or imminent threat to the region

    1. A punishment shall not be executed if its execution threatens or interferes with the security, integrity, or integral operation of The Leftist Assembly

  5. A ban shall be removed upon the request of the banned nation or the Chief Justice, if the maximum duration of the ban has expired or its removal has been ordered by the Supreme Court

  6. The following shall be considered minor offences:

    1. Advocating commission of a moderate offence, with intent

    2. Attempting to recruit citizens of The Leftist Assembly to join a non-embassy region, with intent

    3. Attempting to recruit citizens of The Leftist Assembly to leave The Leftist Assembly, with intent

    4. Conspiracy to commit a moderate offence

    5. False representation as a member of the region, with intent

    6. False representation of an official government document as unofficial, with intent

    7. False representation of an unofficial document as official, with intent

    8. Gross or repeated misuse of the Regional Message Board

    9. Misuse of the Regional Message Board, with intent

    10. Obstruction of or refusal to comply with a legal governmental order

    11. Unauthorised plagiarism of a unique work of another nation, with intent

    12. Unauthorised running in an election not authorised to run in, with intent

    13. Unauthorised voting in an election not authorised to vote in, with intent

    14. Use of citizenship or residency in The Leftist Assembly to advance the aims of a foreign government or organisation, with intent

    15. Violations of provisions in other acts that are not otherwise stated to be a moderate or gross offence

    16. Withholding knowledge of conspiracy to commit or the commission of a moderate offence

  7. The following shall be considered moderate offences:

    1. Acceptance of a bribe or inducement that has the intention of influencing a party in the Supreme Court to testify false information

    2. Advocating commission of a gross offence, with intent

    3. Allowing any nation besides the Secretary, outgoing Secretary, or nation designated by the Secretary to become World Assembly Delegate, with intent

    4. Attempting to commit or actually committing espionage against any citizen, resident, organisation, or other affiliate of The Leftist Assembly on behalf of a foreign government or organisation, with intent

    5. Conspiracy to commit a gross offence

    6. Destruction of government documentation or information that cannot be replaced and its destruction interferes with the operation of The Leftist Assembly, regardless of intent

    7. Destruction of government documentation or information, with intent

    8. Disclosure of confidential government communications or classified information, with intent

    9. Ejection of a nation in good-standing from the region, with intent

    10. False representation as a member of government, with intent

    11. False representation as a representative of The Leftist Assembly to a foreign government or organisation, with intent

    12. Falsification of evidence for use within a trial or appeal

    13. Impeding a member of the government in the execution of their duties, grossly or with intent

    14. Knowingly presenting a false, fictitious, or fraudulent claim to a member of government, with the intent of misleading or influencing a government decision or action

    15. Neglect of the responsibilities of a government position, grossly or with intent

    16. Posting discriminatory content on the basis of gender, sexuality, ethnicity, disability, socioeconomic status or any other oppressive attitudes, with intent

    17. Slander, libel, or blackmail against a nation in good standing

    18. Spamming or trolling that disrupts regional activity or personal communications

    19. Support for a far right-wing ideology

    20. Use of falsified evidence in a trial or appeal, with intent

    21. Violation of legislated trial or appeal procedure, with intent

    22. Withholding knowledge of conspiracy to commit or the commission of a gross offence

    23. Wrongful coercion, bribery, or inducement of a nation, with the intent of influencing a decision or action such as their vote in a regional election or the World Assembly

    24. Wrongfully attempting to or actually circumventing a punishment imposed by a Regional Officer

    25. Wrongfully punishing a nation for a criminal offence which they have not committed, with intent

  8. The following shall be considered gross offences:

    1. Abuse of lawfully-granted regional authority abilities, grossly or with intent

    2. Acceptance of a bribe or inducement that has the intention of influencing a government decision or action, with intent

    3. Aiding or adhering to any party or entity committing or conspiring to commit treason, sedition, or rebellion against The Leftist Assembly, an embassy region, or the legal backup region

    4. Aiding or adhering to any party or entity executing or conspiring to execute an invasion against against The Leftist Assembly, an embassy region, or the legal backup region

    5. Allowing any nation held by the Government of The Leftist Assembly to become inaccessible

    6. Allowing the legal backup region to leave control of the Government of The Leftist Assembly

    7. Attempting to commit or actually committing espionage against the Government of The Leftist Assembly or any current or former member of government on behalf of a foreign government or organisation, with intent

    8. Bribery or inducement of a member of government, with the intention of influencing a government decision or action

    9. Bribery or inducement of a witness or party in the Supreme Court to testify false information

    10. Commission of or conspiracy to commit treason, sedition, or rebellion against The Leftist Assembly, an embassy region, or the legal backup region

    11. Ejection of the Secretary from the region, with intent, unless their ejection is ordered by the Supreme Court or deemed urgently necessary

    12. Execution of or conspiracy to execute an invasion against against The Leftist Assembly, an embassy region, or the legal backup region

    13. Releasing personally identifying details, including but not limited to, names, locations of residence, age, relatives, employers, schools, and personal contact information, without explicitly written permission

    14. Removing the Founder nation from the region, with intent

    15. Undermining or compromising the regional security and sovereignty of The Leftist Assembly, grossly or with intent

    16. Use of a government position to advance the aims of a foreign government or organisation, grossly or with intent

    17. Withholding knowledge of the commission of or conspiracy to commit treason, sedition, or rebellion against The Leftist Assembly, an embassy region, or the legal backup region

    18. Withholding knowledge of the execution of or conspiracy to execute an invasion against against The Leftist Assembly, an embassy region, or the legal backup region

Design Standards Act


  1. At the semi-yearly regional design competition, the Minister of Information shall open competition categories for the following designs:

    1. A regional flag

    2. A regional coat-of-arms

    3. A regional anthem

    4. A regional animal

    5. A regional flower

    6. Any other categories as decided by the Minister of Information

  2. The following characteristics shall be required for a flag submission to be considered or allowed to be made the regional flag:

    1. The flag shall not have digital effects including, but not limited to:

      1. Shadow

      2. Fade or gradient

      3. Three-dimensional renders

    2. The flag must be the original work of the submitter, or be used with the express written permission of the submitter, or be a flag currently or previously used by The Leftist Assembly

    3. The flag shall not contain text, unless that text is in a regional coat-of-arms or other official symbol that is included in the flag, or that text is the same as the regional motto

    4. The flag shall not be animated

  3. The following characteristics shall be required for a coat-of-arms submission to be considered or allowed to be made the regional coat-of-arms:

    1. The coat of arms must be the original work of the submitter, or be used with the express written permission of the submitter, or be a coat of arms currently or previously used by The Leftist Assembly

    2. The coat-of-arms shall not be animated

  4. The Minister of Information may elect, on a case-by-case basis, to allow submissions violating these provisions to be included on the ballot

    1. The Minister of Information may only do so if the ballot is formatted as a ranked choice and it is made clear that the ineligible submissions will not be considered for ascension to official regional design

Dual Citizen Act


  1. A nation, henceforth known as the applicant, can apply to become a Dual citizen via the following method:

    1. Send a telegram to the Minister of Information via their citizen nation, containing the name of their World Assembly nation and the embassy region it is part of

    2. The Minister of Information shall send back to the applicant a string containing ten pseudo-random alphanumeric characters

    3. The applicant must send the string back to the Minister of Information via their World Assembly nation in the embassy region within one week

    4. If the applicant is able to send the correct string within one week, then the Minister of Information shall add their name to a public list of all Dual citizens

    5. If the applicant sends an incorrect string or fails to send a telegram to the Minister of Information within one week, they shall not be considered a Dual citizen, but can apply again

  2. A Dual citizen may apply for their Dual citizen status to be removed by notifying the Minister of Information

  3. If a Dual citizen is found to be in violation of the requirements stated in the Constitution, the following process shall occur:

    1. The Minister of Information shall send a warning telegram to the violating nation, issuing them a five-day grace period in which to recomply with the requirements

    2. If a Dual citizen has ceased to exist, their five-day grace period shall begin immediately

    3. Within the grace period, their Dual citizen status shall be suspended until they comply with the requirements

    4. At the end of the grace period, their Dual citizen status shall be revoked

  4. If a Dual citizen becomes a World Assembly citizen, their status as the former shall be immediately revoked

Election Act


  1. A Secretarial election shall commence on the first day of every March, June, September, and December, and adhere to the following structure:

    1. Nomination period; three days

    2. Debate period; four days

    3. Voting period; three days

    4. Counting period; conducted at the soonest discrepancy of the election committee

  2. A Legislative election shall commence on the fifteenth day of every January, April, July and October, and adhere to the following structure:

    1. Nomination period; three days

    2. Debate period; four days

    3. Voting period; three days

    4. Counting period; conducted at the soonest discrepancy of the election committee

  3. Concerning the nomination period:

    1. Nominations shall be open for Secretary or the General Assembly

    2. World Assembly citizens shall be eligible to nominate for Secretary in a Secretarial election, unless they have held that position for two consecutive terms immediately preceding that election

    3. All electoral citizens shall be eligible to nominate for the General Assembly in a Legislative election

    4. All nominations shall take place on the Regional Message Board

    5. A candidate shall be disqualified for the following actions:

      1. Failing to post on the Regional Message Board confirming their candidacy within three days of the closure of the nomination period

      2. Departing from the region for more than one day

      3. Not residing in the region at the commencement of the voting period

      4. Failing to be a World Assembly member at any point during the election as Secretary candidate

    6. A candidate may withdraw at any time prior to the voting period by announcing their intention to do so on the Regional Message Board

  4. Concerning the voting period:

    1. A group of citizens, henceforth known as the election committee, shall be formed to organise the offsite voting form and to count the ballots

    2. The election committee shall consist of one founder appointed by the Secretary and two non-candidate citizens appointed by the General Assembly

    3. All electoral citizens shall be eligible to vote, including in any tiebreakers

    4. Voters must confirm the casting of their ballot with the founder account for it to be deemed valid

    5. If a contest has equal or fewer candidates than available positions, voters shall indicate their approval or disapproval of each candidate individually

    6. If the Secretary contest has multiple candidates, voters shall rank the candidates in order of preference

    7. If the General Assembly contest has more candidates than available positions, voters shall be allowed to select a number of their preferred candidates equal to or lesser than the number of available positions

  5. Concerning the counting period:

    1. If a contest has equal or fewer candidates than available positions, each candidate shall require a majority to approve their candidacy to be elected

    2. If the Secretary contest has multiple candidates, ballots shall be counted using the single transferable voting system

    3. If the General Assembly contest has more candidates than available positions, ballots shall be counted using the plurality-at-large voting system

    4. For a tie between two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where the candidate with the most votes shall be elected to the position

      2. If still tied, the winner shall be determined via a randomised method selected by the election commission

    5. For a tie between more than two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where a candidate with a majority of votes shall be elected to the position

      2. If no candidate achieves a majority, the two candidates with the most votes shall proceed to a subsequent one-day vote held via a regional poll, where the candidate with the most votes shall be elected to the position

      3. If the two candidates with the most votes cannot be determined from the first tiebreaker poll, the nation who received the most votes shall be elected or, if that also cannot be determined, the winner shall be elected via a randomised method

      4. If the two candidates in the second tiebreaker poll are tied, the winner shall be determined via a randomised method

    6. For a tie between more than two candidates that must be broken to determine the filling of more than one position:

      1. A one-day vote shall be held via a regional poll, where the number of candidates with the most votes equivalent to the number of available positions shall be elected

      2. If a tie between any candidates in the first tiebreaker poll must be broken to determine the filling of any positions, all winners shall be determined via a randomised method

    7. If the Secretary contest has no candidates, the following shall apply:

      1. The election for that position shall be suspended

      2. The incumbent Secretary shall continue to serve in their role until the conclusion of the next Secretarial election, unless they appoint a new Secretary in their place

      3. The Cabinet shall be primarily tasked with increasing the number of nominations in the next Secretarial election

    8. If the General Assembly contest has two fewer candidates than the total number of available seats following the nomination period, the following shall apply:

      1. The election for the General Assembly shall be suspended

      2. The incumbent Speaker shall continue to serve in their role until the conclusion of the next Legislative election, unless they appoint a new Speaker in their place

      3. The Speaker shall be responsible for appointing a number of electoral citizens equivalent to the original seat determination as the remaining Members of the General Assembly

    9. If the General Assembly contest results in at least two vacant seats following the counting period, the following shall apply:

      1. The by-elections for the General Assembly shall be suspended

      2. The newly elected Members of the General Assembly shall internally elect a Speaker from among themselves

      3. The Speaker shall be responsible for appointing a number of electoral citizens equivalent to the vacant seats as the remaining Members of the General Assembly

Electoral Conduct Act


  1. Platforms utilised by a significant proportion of the region for communication purposes, including, but not limited to, NationStates and the regional Discord server, shall henceforth be known as regional platforms

  2. Individuals may not utilise any official powers they have on regional platforms to:

    1. Campaign for themselves or another candidate during an election with intent

    2. Campaign for or against a constitutional amendment up for discussion or referendum with intent

    3. Knowingly and purposely damage, or attempt to damage, any candidate's campaign as their sole intent

  3. A member of the election committee may not:

    1. Be a candidate running in the relevant election, unless absolutely necessary as dictated by the Constitution

    2. Share the details of the election results to any individual not part of the committee until after the relevant voting period has ended

    3. Reveal the vote of any individual at any time during or after the relevant voting period

    4. Use their position in the electoral committee, or knowledge of any private or classified information gained from serving in the said position, for malicious intent

    5. Intentionally misrepresent the true outcome of an election

    6. Maliciously tamper with votes

  4. An individual may not use mass telegrams or mass dispatches to campaign for or against any candidate during an election, or a constitutional amendment up for discussion or referendum

    1. A mass telegram is defined as any telegram that uses a format which is either easy to individualize to a recipient nation or ambiguous towards what nations it is addressed to altogether, sent across any number of nations for the purpose of campaigning to them

    2. A mass dispatch is defined as any dispatch that directly tags any number of nations for the purpose of campaigning to them

  5. No candidate for election may copy or use parts of another candidate's platform, with intent

    1. This shall not apply if permission is granted and is made known to the election committee

  6. Any violation(s) of these provisions shall be regarded as a moderate criminal offence

Embassy Act


  1. An embassy region must satisfy the following criteria:

    1. Ten or more active nations

    2. Regularly-elected regional government or a system of consensus decision-making

    3. Not have any of the following tags:

      1. Anti-Communist

      2. Capitalist

      3. Conservative

      4. Fascist

      5. Imperialist

      6. Jump Point

      7. Mercenary

      8. Monarchist

      9. Patriarchal

      10. Puppet Storage

      11. Theocratic

      12. Totalitarian

  2. Regions shall be exempt from the aforementioned criteria if they are:

    1. Historically significant to the region

    2. Allied with the region through an interregional pact

    3. Leftist or anti-fascist militaries

Endorsement Cap Act


  1. The maximum number of endorsements allowed for a nation, henceforth known as the endorsement cap, shall be:

    1. Automatically set each day and made available to all citizens

    2. Set at 80% of the endorsements of the Secretary for nations endorsing the Secretary

    3. Set at 20% of the endorsements of the Secretary for nations not endorsing the Secretary

  2. If a nation exceeds the endorsement cap, the following shall apply:

    1. The Minister of Information shall telegram the nation requesting that they actively seek to reduce their endorsement count below the endorsement cap

    2. If the nation does not comply with the request within one week, they shall be ejected from the region

    3. The nation shall be given a one week extension to the previous clause, with the Minister of Information informing them as such through a telegram, if they have:

      1. Actively sought to reduce their endorsement count below the endorsement cap since the previous telegram was sent to them

      2. Not logged in to the site since the previous telegram was sent to them

      3. Been deemed appropriate for an extension by the Minister of Information

  3. An outgoing Secretary shall be granted a four-week grace period from the time at which they lose the Delegacy to reduce their endorsement count below the endorsement cap, after which the aforementioned process may be initiated

  1. The official holidays of the region shall be the following:

    1. Assembly Day; celebrated on 14 January to commemorate the founding of the region

    2. Constitution Day; celebrated on 19 February to remember the enactment of the Constitution

    3. International Women’s Day; celebrated on 8 March to recognise the accomplishments of women throughout global history

    4. Earth Day; celebrated on 22 April to mark the struggles of the environmental movement in creating a sustainable world

    5. International Workers' Day; celebrated on 1 May to recognise the strength of the united global working classes

    6. LGBT+ Pride Day; celebrated on 17 May to honour the continuing struggles of LGBT+ activists and revolutionaries

    7. Indigenous Peoples' Day; celebrated on 9 August to honour the liberation struggles of indigenous peoples all over the world

    8. August Farce Day; celebrated on 29 August to memorialise the failed illegal invasion of the region

  1. The following classes of information shall contain the following types of information:

    1. Sensitive:

      1. Any information that may be used to identify an individual in real life or in personal or private internet spaces not related to NationStates or The Leftist Assembly, as freely and solely determined by the individual to whom the information pertains

      2. General knowledge information that cannot be reasonably protected such as NationStates nation names, relevant non-NationStates usernames, times of activities, and other public information shall not be considered sensitive

    2. Secret:

      1. Any information created by or with relevance to anti-fascist military operations

      2. Any information created by or with relevance to any ongoing intelligence or counter-intelligence operation

      3. Any information created by or with relevance to the security, integrity, or integral operation of any embassy region or other allied organisation

      4. The identity of any friendly party of an intelligence or counter-intelligence operation

      5. The legally private deliberations of any Supreme Court made during a State of Emergency

      6. The legally private deliberations of the current Supreme Court

      7. The vote of any individual in any election in which votes are not made public

    3. Classified:

      1. Any information declared by unanimous consent of the Founders, Secretary, and Chief Justice to be classified

      2. The deliberations and findings of any concluded intelligence or counter-intelligence operation

      3. The deliberations of an active electoral committee

      4. The deliberations of or with relevance to the leadership of the Regional Office of Intelligence and Security

    4. Confidential:

      1. Any information declared by the Founders, Secretary, or Chief Justice to be confidential

  2. The following protections and regulations shall apply to the following information classes:

    1. Sensitive:

      1. Information shall not be created, stored, transmitted, or utilised by the government of The Leftist Assembly

      2. Information shall not be released to any parties that the information is not pertinent to and shall be protected from release in all circumstances

    2. Secret:

      1. Information shall only be made available to governmental parties with a strict need to know for the information, with sole discretion of need to know belonging to the individual or entity creating said information

      2. Information shall not be released beyond parties with a need to know under any circumstances

    3. Classified:

      1. Information shall only be made available to governmental parties with a strict need to know for the information as well as the Founders, Secretary, and Chief Justice on request

      2. Information may be immediately released by a unanimous vote of all parties with legal access to the information

    4. Confidential:

      1. Information may be made available to any governmental party with a reasonable reason for access to the information and shall be made available to the Founders, Secretary, and Chief Justice on request

      2. Information may be immediately released by order of the party creating the information with the consent of the Founders, Secretary, or Chief Justice

  3. Any citizen may request the release of classified or confidential information through the following process:

    1. The requester shall inform the Chief Justice of the requested information to be released

    2. The Chief Justice shall communicate with the Secretary and Founders on the nature of the protected information

    3. If the Chief Justice, Secretary, and Founders unanimously agree that the information must remain protected, they shall not release the information and give a reason for the denial of request

    4. If the Chief Justice, Secretary, and Founders unanimously agree that the information can be released, they shall release the information and make it publicly available via a NationStates dispatch

      1. The Chief Justice, Secretary, and Founders may select to only release certain portions of the information

      2. Portions that remain protected must have an attached reason for protection

    5. If the Chief Justice, Secretary, and Founders cannot come to a unanimous decision on the status of information, the status shall be decided by the following process:

      1. The information shall be reviewed by the Supreme Court in private

      2. The Supreme Court shall determine the status of the information by a majority vote

      3. If the Supreme Court finds the information in its entirety able to be released, the Supreme Court shall release the information and make it publicly available via a NationStates dispatch

      4. If the Supreme Court finds the information in its entirety unable to be released, the Supreme Court shall not release the information and give a reason for the denial of request

      5. If the Supreme Court finds only part of the information able to released, they shall release the releasable portions of the information and make it publicly available via a NationStates dispatch, and include an attached reason for protection

      6. A tied vote shall result in the information remaining protected in whole, unless the Chief Justice, Secretary, and Founders can unanimously agree to partial release of the information

  4. Wrongfully and intentionally protecting information without need for protection shall be regarded as a moderate criminal offence

  5. Wrongfully and intentionally releasing information that have a need for protection shall be regarded as a gross criminal offence

  6. Illegally releasing protected information, regardless of intent, shall be regarded as a gross criminal offence

Judicial Process Act


  1. A citizen or a group of citizens, henceforth known as the plaintiff(s), may file a trial request against another citizen, henceforth known as the defendant, if they believe the defendant has violated the law

  2. A trial request may be filed through the following process:

    1. The plaintiff(s) shall inform the Supreme Court of the nation they are accusing of illegal activity, the law(s) they believe said nation is violating, and the evidence of said violation(s)

    2. Should a majority of the Supreme Court agree to the hosting of the trial, the Chief Justice shall then issue a public notice on the Regional Message Board at least one day before it commences

  3. A trial shall take place through the following process:

    1. The Chief Justice shall contact both parties to confirm a date for the commencement of the trial, with ultimate discretion over the decision

    2. The plaintiff(s), or an attorney representing them, shall have one day to present their case to the Supreme Court

    3. The defendant shall testify as to whether they plead guilty or not guilty to each of the accusation(s)

    4. Should the defendant plead not guilty, then the defendant, or an attorney representing them, shall also have one day to present their case to the Supreme Court

    5. The Chief Justice may grant reasonable extensions of time at their discretion to either party in presenting their case

    6. The Supreme Court shall then vote over one day to decide whether to ask further questions of the parties or to move to a final vote:

      1. Should they decide to ask further questions, then the Supreme Court shall present additional questions to the parties, to then be followed by the vote of Section 3(f) again

      2. Should they decide to move to a final vote, the Supreme Court shall hand down a verdict on whether the defendant is found guilty or not guilty, as determined by a majority vote

    7. The Chief Justice shall publish the verdict of the trial on the Regional Message Board

  4. Any nation issued any punishment not ordered by the Supreme Court may appeal the punishment via the following process:

    1. The nation shall send a telegram to the Chief Justice declaring their intent to appeal

    2. All punishments not ordered by the Supreme Court shall immediately be stopped and reversed if possible

      1. Punishments shall not be stopped or reversed if their stoppage or reversal is deemed to be a risk to the security, integrity, or integral operation of The Leftist Assembly by the Chief Justice

    3. The Chief Justice shall confirm a date for the commencement of the appeal hearing, with ultimate discretion over the decision

    4. The prosecutor(s), as appointed by the Chief Justice, shall have one day to present their case to the Supreme Court

      1. Justices of the Supreme Court shall not serve as prosecutor during their term as Justice

    5. The appellant, or an attorney representing them, shall also have one day to present their case to the Supreme Court

    6. The Chief Justice may grant reasonable extensions of time at their discretion to either party in presenting their case

    7. The Supreme Court shall then vote over one day to decide whether to ask further questions of the parties or to move to a final vote:

      1. Should they decide to ask further questions, then the Supreme Court shall present additional questions to the parties, to then be followed by the vote of Section 4(g) again

      2. Should they decide to move to a final vote, the Supreme Court shall hand down a verdict on whether the appellate is found guilty or not guilty, as determined by a majority vote

      3. If the initial decision is upheld, the initial punishment shall be upheld, or a new punishment may be decided by the Supreme Court

      4. If the initial decision is struck down, the initial punishment shall immediately be stopped and reversed if possible

    8. The Chief Justice shall publish the verdict of the appeal on the Regional Message Board

  5. An interpretation of the law, henceforth known as a legal ruling, may be requested through the following process:

    1. A citizen shall post a request for a legal ruling in a dedicated formal channel of discussion within the Supreme Court

    2. The Supreme Court shall discuss the matter and then vote on the legal ruling over a period of three days, with their stance to be determined by a majority vote

    3. The Chief Justice shall publish the legal ruling on the Regional Message Board

  6. A tied vote of the Supreme Court shall have the following outcomes:

    1. During a trial, continued questioning of the parties

    2. For a trial verdict, a not guilty verdict for the defendant

    3. For a legal ruling, the status quo practice

  7. The formal channels of discussion and voting within the Supreme Court shall be made freely accessible to the public

    1. A trial or discussion of a legal ruling may be made private by a majority vote of the Supreme Court over two days if it is deemed to contain potentially sensitive or confidential information

  8. The Supreme Court may issue an emergency injunction with the majority of members in favour

    1. An emergency injunction shall stop the enforcement of the subject bill until full oral arguments are heard and voted upon

    2. An emergency injunction shall require no oral arguments and shall be immediately voted upon by the court

  9. If no action is taken within three days by the court or the plaintiffs, then the emergency injunction shall end immediately

Legislature Conduct Act


  1. The formal channels of discussion and voting within the General Assembly shall be made freely accessible to the public

  2. When voting on the passage of legislation, every Member of the General Assembly who casts a vote shall express a reason for their stance

  3. Within two days of the conclusion of any vote on the passage of legislation in the General Assembly, the Speaker shall post a statement on the Regional Message Board with the outcome, as well as the expressed reason of every Member of the General Assembly who cast a vote on the passage of said legislation

Legislative Process Act


  1. A law or amendment may be enacted through the following process:

    1. A dispatch shall be created according to the official guide dictating the structure of laws and amendments

    2. One member of the General Assembly that chooses to support its introduction shall become its signatory and submit it for General Assembly discussion

    3. It shall be published on the Regional Message Board for public feedback for a minimum of one day

    4. Unless otherwise indicated, it may be enacted with a majority of non-abstaining members of the General Assembly in favour over a voting period of two days

    5. After the voting period ends, those members of the General Assembly who have not voted shall be recorded as such

  2. A minor, inconsequential amendment shall be exempt from Section 1 and instead may be enacted through the following process:

    1. A motion shall be presented to the General Assembly and its status as such may be confirmed with a majority of non-abstaining members of the General Assembly in favour over a voting period of one day

    2. Unless otherwise indicated, the motion may then be enacted with a majority of non-abstaining members of the General Assembly in favour over a voting period of two days

    3. The Supreme Court may repeal any such motion deemed to not satisfy the definition of a minor, inconsequential amendment

  3. Any legislation requires a majority of Members of the General Assembly to cast a vote for it to pass

  4. Any legislation may be put to a region wide vote if:

    1. A motion shall be endorsed by five percent of electoral citizens and then the petition shall then be sent to the Speaker to review that it has met the requirements

  5. The Speaker shall announce if the petition has been successful on the Regional Messaging Board

  6. World Assembly citizens shall be permitted to vote in a two-day poll

  7. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period


Military Voting Citizen Act


  1. A nation, henceforth known as the applicant, can apply to become a Military Voting citizen via the following method:

    1. Send a telegram to the Minister of Information via their citizen nation, containing the name of their puppet nation and the military it is part of

    2. The Minister of Information shall send back to the applicant a string containing ten pseudo-random alphanumeric characters

    3. The applicant must send the string back to the Minister of Information via their puppet nation in the military within one week

    4. If the applicant is able to send the correct string within one week, then the Minister of Information shall add their name to a public list of all Military Voting citizens

    5. If the applicant sends an incorrect string or fails to send a telegram to the Minister of Information within one week, they shall not be considered a Military Voting citizen, but can apply again

  2. A Military Voting citizen may apply for their Military Voting status to be removed by notifying the Minister of Information

  3. If a Military Voting citizen is found to be in violation of the requirements stated in the Constitution, the following process shall occur:

    1. The Minister of Information shall send a warning telegram to the violating nation, issuing them a five-day grace period in which to recomply with the requirements

    2. If a Military Voting citizen has ceased to exist, their five-day grace period shall begin immediately

    3. Within the grace period, their Military Voting citizen status shall be suspended until they comply with the requirements

    4. At the end of the grace period, their Military Voting citizen status shall be revoked

  4. If a Military Voting citizen becomes a World Assembly citizen, their status as the former shall be immediately revoked

Minigame Regulation Act


  1. A minigame period is defined as the time when the Z-Day or N-Day minigames are active

  2. The Secretary shall do the following within two days of an upcoming minigame period being announced:

    1. Post a guideline explaining the official regional strategy on the Regional Message Board

    2. Appoint a citizen, henceforth known as the relevant minister, to execute the official regional strategy

  3. During the minigame period, any nation with Border Control authority may:

    1. Banject citizens violating the official regional strategy

    2. Implement a password, if deemed necessary by the Secretary or the relevant minister

  4. Following the minigame period, all passwords and banjections imposed for violation of the regional strategy shall be lifted

Minister Responsibilities Act


  1. The Minister of Foreign Affairs shall be responsible for:

    1. Deliberating on invitations for new embassies

    2. Being the primary representative of the region to foreign regions

    3. Appointing and removing citizens as ambassadors to embassy regions

    4. Removing or requesting the replacement of a foreign ambassador, or equivalent position, to the region

    5. Announcing and ensuring a period of public deliberation of two days before an embassy is accepted, removed, or proposed

      1. This deliberation may be bypassed in case of emergency, determined by agreement of the Minister of Foreign Affairs and the Secretary

    6. Informing embassy regions of major regional developments

  2. The Minister of Recruitment shall be responsible for:

    1. Ensuring an automated process exists for sending recruitment telegrams to newly founded or refounded nations, which may be restricted by nation category at the Minister's discretion

    2. Sending recruitment telegrams using said automated process, with access to the account titled 'TLA Recruitment Office' to be granted to them exclusively for this purpose

    3. Upkeeping a 'frequently asked questions' dispatch to assist new citizens

    4. Documenting recruitment statistics including, but not limited to, regional population, regional World Assembly population, and telegram recruitment rates

  3. The Minister of Information shall be responsible for:

    1. Running a census every term and presenting the results

    2. Running a survey on opinions and governmental ratings before every election and presenting the results

    3. Maintaining and updating a list of Military Voting and Dual citizens

    4. Informing nations of the current endorsement cap

    5. Running a competition every six months to democratically elect regional designs

Off-site Platforms Act


  1. Off-site platforms shall be defined as means of communication and/or information storage pertinent to the operation of the government of The Leftist Assembly

    1. This shall include, but not be limited to, Discord servers, websites, forums and other documents used for elections, and electronic documents archiving information pertinent to the region

  2. In regards to platforms used for Cabinet deliberations:

    1. The Secretary shall be responsible for the ownership and administration of the platform for the duration of their term as Secretary

    2. Following their term as Secretary, the Secretary shall transfer ownership of the platform to a Founder

    3. The Founders shall be responsible for maintaining the deliberations of the Cabinet accurate and unaltered after the Cabinet has expired

    4. The Founders shall maintain the deliberations in a format as close to the original platform as possible

  3. In regards to platforms used for General Assembly deliberations:

    1. The Founders shall be responsible for the ownership and administration of the platform

    2. The Founders shall ensure that the Speaker has sufficient permissions to adequately carry out their role as Speaker

    3. The Founders shall be responsible for maintaining the deliberations of each General Assembly accurate and unaltered after the General Assembly has expired

    4. The Founders shall maintain the deliberations in a format as close to the original platform as possible

  4. In regards to platforms used for Supreme Court deliberations:

    1. The Founders shall be responsible for the ownership and administration of the platform

    2. The Founders shall ensure that the Chief Justice has sufficient permissions to adequately carry out their role as Chief Justice

    3. The Founders shall be responsible for maintaining the deliberations of each Supreme Court accurate and unaltered after the Supreme Court has expired

    4. The Founders shall maintain the deliberations in a format as close to the original platform as possible

  5. In regards to the regional wiki, TLAwiki:

    1. The Founders shall be responsible for the administration of the platform

    2. The Founders shall be responsible for promoting the use and updating of the wiki

    3. The Founders shall be responsible for coordination with the owner of the platform to maintain usability of the platform

  6. In regards to electoral forums and other documents:

    1. The legally appointed Founder moderator shall be responsible for the creation of the forum and other relevant vote recording and tabulating documents

    2. The Founder moderator shall ensure that all aspects of the forum and other documents are secure and confidential

    3. The Founder moderator shall ensure that all aspects of the forum and other documents are visible and able to be confirmed by the two other election moderators

    4. Following the election, the Founder moderator shall maintain the specific vote information for at least 12 months

      1. Following this 12 month period, the Founder moderator is no longer required to maintain the forum or relevant documents, but is not compelled to destroy them either

      2. The Founder moderator shall be responsible for maintaining the security and confidentiality of the individual votes until they are destroyed

      3. The Founder moderator may, upon their resignation as Founder, transfer ownership of the relevant documents to another active Founder

  7. In regards to platforms used for Foreign Affairs:

    1. The Founders shall be responsible for the ownership and administration of the platform

    2. The Founders shall ensure that the Secretary, Minister of Foreign Affairs, and other relevant personnel have sufficient permissions to adequately carry out their roles

    3. The Founders shall be responsible for maintaining the deliberations of the Ministry of Foreign Affairs and our embassy partners as accurate and unaltered

    4. The Founders shall maintain the deliberations in a format as close to the original platform as possible

  8. The Founders shall not communicate in private channels they do not have a need to communicate in

Proscribed Entities Act


  1. The Secretary may, with the approval of a majority of the General Assembly, declare any non-citizen person, citizen duly convicted of a gross criminal offence, foreign government, or organisation to be proscribed for any of the following reasons:

    1. Conspiracy to commit, attempting to commit, or actually committing treason, sedition, or rebellion against The Leftist Assembly, an embassy region, or the legal backup region

    2. Conspiracy to execute, attempting to execute, or actually executing an invasion or other hostile military action against The Leftist Assembly, an embassy region, or the legal backup region

    3. Conspiracy to infiltrate, attempting to infiltrate, or actually infiltrating The Leftist Assembly, an embassy region, the legal backup region, or any organ or subsidiary thereof

    4. Conspiracy to undermine or compromise, attempting to undermine or compromise, or actually undermining or compromising the security, integrity, or integral operation of The Leftist Assembly, an embassy region, or the legal backup region

    5. Aiding or adhering to any party or entity conspiring to commit, attempting to commit, or actually committing any of the above actions

    6. Supporting or endorsing, by word or by deed, any party or entity conspiring to commit, attempting to commit, or actually committing any of the above actions

    7. Any other egregious act, as determined by a majority of the General Assembly in consultation with the Secretary

  2. The following shall apply to a proscribed entity:

    1. Any nation working on behalf of or in the interest of the proscribed entity shall be immediately ejected and banned from the region

    2. Any nation believed to be associated with the proscribed entity may be ejected from the region if the proscribed entity is actively engaged in hostile actions against The Leftist Assembly, an embassy region, or the legal backup region and the presence of the associated nation is believed to be detrimental to the security, integrity, or integral operation of The Leftist Assembly, an embassy region, or the legal backup region

    3. Any action made by or on behalf of the Government of The Leftist Assembly against a legally proscribed entity shall not be considered a criminal offence, unless the Supreme Court declares otherwise

  3. Any person, foreign government, or organisation who is patently aiding, adhering to, supporting, or endorsing a proscribed entity may be declared proscribed by the Secretary without the approval of the General Assembly, unless the Speaker requests that the Secretary gains such approval

  4. A proscribed entity may have their proscribed status removed by declaration of the Secretary, a majority of the General Assembly, or a majority of the Supreme Court if it is believed that the entity is no longer deserving of proscription

  5. The following shall be regarded as gross criminal offences:

    1. Aiding, adhering to, supporting, or endorsing a proscribed entity

    2. Wrongfully and intentionally declaring an entity described when they are not guilty of a proscribable offence

    3. Wrongfully and intentionally failing to declare an entity described when they are guilty of a proscribable offence

Regional Awards Act

  1. The Secretary shall be responsible for the creation and maintenance of a dispatch detailing regional awards

    1. The Secretary may delegate this duty to any electoral citizen

  2. This dispatch shall include the name, description, design, and award grantor(s) of each award

    1. Awards may also be listed as self-granted, meaning any citizen may apply it to themselves if they have met the requirements laid out

  3. Any modification to this dispatch must be approved by a majority vote in the General Assembly

  4. The Secretary shall also be responsible the creation and maintenance of a dispatch detailing recipients of each award that is not self-granted

    1. The Secretary may delegate this duty to any electoral citizen

  5. No nation legally banned from the region shall be granted an award at any time

    1. Banishment from the region shall automatically revoke any and all awards already granted

    2. This shall not apply to bans applied for the purpose of minigame regulation

  6. The following shall be regarded as a minor criminal offence:

    1. Wrongfully claiming to be a recipient of an award you do not have the rights to claim recipiency of, with intent

    2. Awarding or refusing to revoke an award to an undeserving recipient, with intent

    3. Revoking or refusing to award an award to a deserving recipient, with intent

Regional Intelligence Act

  1. The Regional Office of Intelligence and Security (ROIS) shall be created under the purview of an electoral citizen designated by the Secretary, henceforth known as the director

    1. The ROIS shall be responsible for conducting intelligence and counter-intelligence operations for the purpose of regional security

    2. The activities and operations of the ROIS shall be classified, unless declassified by order of the Secretary or the Supreme Court

  2. The ROIS shall be led by the following individuals:

    1. The ROIS Director

    2. The Secretary

    3. The Chief Justice

    4. The Founders

  3. The ROIS may employ a number of electoral citizens, henceforth known as agents, for the execution of intelligence and counter-intelligence operations

    1. The identity of ROIS agents shall remain classified during and after their service, unless declassified by order of the Secretary or the Supreme Court

  4. The following shall be regarded as a gross criminal offence:

    1. Unlawfully revealing classified information on the activities of the ROIS, intentionally or unintentionally

    2. Unlawfully revealing the identity of agents during or after their tenure of service, intentionally or unintentionally

      1. This shall also apply to an agent revealing their own status as an agent during or after their tenure of service

    3. Utilising the ROIS to carry out a criminal offence or undermine the regional security of The Leftist Assembly or an embassy region, with malicious intent

Regional Moderation Act


  1. Regional Officers with the Communications authority shall be responsible for maintenance and moderation of the Regional Message Board

  2. The following offences shall be subject to suppression by Regional Officers:

    1. Posting spam, defined as irrelevant or inappropriate messages

    2. Posting consecutive messages unnecessarily

    3. Posting messages for the purpose of advertisement or recruitment

    4. Posting messages that encourage bad-faith discussion

    5. Posting messages that encourage other suppressible messages

    6. Posting messages that encourage or condone other criminal offences

    7. Posting messages that constitute a criminal offence

  3. The following exceptions shall be made to Section 2:

    1. Posts made in good faith shall be given a reminder by Regional Officers before suppression

    2. Posts made on behalf of the regional government shall be exempt from suppression

  4. Having three or more messages lawfully suppressed shall result in an official warning by the Regional Officers

  5. Having two or more official warnings from Regional Officers shall be regarded as a minor criminal offence

Regional Officers Act


  1. The Secretary, members of the Cabinet, the Speaker, and the Chief Justice shall be granted gameside authority as Regional Officers

  2. Gameside authority shall be distributed amongst Regional Officers in the following manner:

    1. The Secretary shall be granted all available powers, including Executive authority

    2. Members of the Cabinet shall be granted Appearance, Border Control, and Communications powers, with any additional powers to be granted at the discretion of the Secretary and in accordance with regional law

    3. The Speaker shall be granted Border Control, Communications, and Polls powers

    4. The Chief Justice shall be granted Border Control and Communications powers

  3. If there are an insufficient number of Regional Officer positions available, it shall be at the discretion of the Secretary to select a number of Ministers to not be given any gameside authorities

Secretarial Appointment Act


  1. Within five days of the release of the Secretarial election results, the Secretary shall announce their appointments for the Cabinet and Supreme Court

  2. A citizen shall not be eligible for a Cabinet nomination if they currently hold the same or similar position in the government of another region

  3. A citizen shall not be eligible for a Supreme Court nomination if they have held that position for three consecutive terms immediately preceding that nomination

  4. The election committee of the most recent Secretarial election shall organise the offsite voting form and count the ballots

  5. If a member of the election committee is dually an appointee for the Cabinet or Supreme Court, the Secretary shall appoint a new citizen to fill the vacancy in the election committee

  6. In the voting form, electoral citizens shall be eligible to vote on each appointee in a confidence vote over three days

State of Emergency Act


  1. During an invasion of the region, the Secretary may declare a state of emergency for up to two weeks:

    1. The Secretary may voluntarily conclude the state of emergency at any point should the threat no longer persist

    2. Any extension to this time frame may be granted with a majority of the Supreme Court in favour

  2. In a state of emergency, the following shall occur:

    1. Any nation with Border Control authority may implement a password and banject nations suspected of cooperating with the invaders

    2. The Supreme Court may privately investigate any actions taken and reverse them with a majority in favour

Vacant Position Act


  1. A position shall be considered vacated under the following circumstances:

    1. The holder of the position states in writing that they resign from their position

    2. The holder of the position is removed legally under the Constitution

    3. The holder of the position is removed legally under the Code of Laws

    4. The holder of the position is removed legally by order of the Supreme Court

    5. The holder of the position does not hold electoral citizenship in the region for 5 days or more

    6. For a seat in the General Assembly, the holder of the position is elected as Secretary or appointed and confirmed to the Supreme Court

    7. For the Secretary, the holder of the position departs from the region or does not have World Assembly membership for more than 12 hours

  2. The Secretary shall be responsible for ensuring all Ministers and Supreme Court Justices maintain eligibility for their executive and judicial positions

  3. The Speaker of the General Assembly shall be responsible for ensuring all Members of the General Assembly maintain eligibility for their legislative positions

  4. If a position is vacated three weeks or more before the commencement of the corresponding election, the following shall apply:

    1. For the Secretary, the Speaker shall temporarily assume its responsibilities and a by-election shall be held to the elect the new member

    2. For a seat in the General Assembly, a by-election shall be held to the elect the new member

    3. For a seat in the Supreme Court, a portfolio in the Cabinet that the Secretary wishes to replace, or a newly-created portfolio in the Cabinet, a confidence vote shall be held to approve or reject the new member nominated by the Secretary

  5. If a position is vacated fewer than three weeks before the commencement of the corresponding election, the following shall apply:

    1. For the Secretary, the Speaker shall temporarily assume its responsibilities

    2. For a seat in the General Assembly, a seat in the Supreme Court, a portfolio in the Cabinet that the Secretary wishes to replace, or a newly-created portfolio in the Cabinet, the Secretary shall appoint the new member

  6. A by-election shall be held through the following process:

    1. World Assembly citizens may nominate for Secretary by-elections

    2. Electoral citizens may nominate for General Assembly by-elections

    3. All nominations shall take place for one day on the Regional Message Board

    4. If no candidates nominate, the Secretary shall appoint the new member

    5. If one candidate nominates, electoral citizens shall vote on whether to accept them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a two-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

    6. If more than one candidate nominates, the following shall apply:

It's really helpful to read through both the constitution and the code of laws regardless of whichever position you are nominating yourself for. I'd personally consider anyone who can utterly understand both of them and display that in a platform an extremely good candidate for Member of the General Assembly.

Alright, so since people seemed interested in my choose your adventure idea, I'm brainstorming some concepts.

1.) Family drama: We live in the same house and drama ensues between the Assemblians as we follow the characters through their ups and downs.

2.) Political drama: We follow the developments within Assemblia's government between the rivaling factions.

I'm still brainstorming, so if there are any additional ideas or you'd like to add to the two ideas I've listed, feel free to do so. Also, if anyone is interested in helping develop the story and the more mechanical side of scriptwriting through Episode Interactive, feel free to shoot me a TG or Discord DM (Grey#8466). Legislation Voted Upon

Election Amendment (Separate Elections) has failed to pass in the GA with a vote of 3-3. The votes were as follow:

FOR

Antinios: "While I do see a few potential issues arising from the amendment such as confusion from a more complicated system and an overall shorter debate time with it being halved for each branch leading to less detailed debates, I believe it is beneficial to give the proposed system a try in the upcoming election to see if the theoretical benefits of allowing candidates who lost the election to rerun and having a more equal and productive debate period for both branches play out as intended."

Dyl: "While I agree that this amendment might not fix the issue of low numbers of candidates for any position, I believe it could be beneficial that a political active citizen might not be sidelined for three months if they decide to run for secretary instead of running for the relatively safer seat as MGA. Therefore I belive this is worth testing and if the downsides outweigh the benefits to revert back to our previous system."

New samon: "After relooking at the bill, I have decided to vote in favor of this amendment. A failed bid for secretary could result in them running for the General Assembly resulting in more candidates for the GA, nothing the Assembly should run short of."

AGAINST

Nangka: "I am not in favor of staggering our elections."

Sincadenas: "After giving this much thought, it does not feel like the pros of this outweigh the cons, or that the bill presents notable advantages in general. And as abstaining would mean passing the bill, I have decided to vote against. I would not be opposed to voting again on this bill in the future, but I feel the subject needs more discussion first."

Wascoitan: "After thinking about this one some more I have come to the conclusions that the very few pros will not ultimately outweigh the cons, I've seen split election systems in the past and they haven't been as successful as many thought they would be, while this one is different than those systems I don't think it fixes any of the underlying issues with split elections, perhaps a future bill will but for now I am firmly against splitting our elections."
