Recognition Requirements:
In article III section II Subsection 1:

The Emperor shall maintain a public register of current political parties. The determination for recognizing political parties will be at the discretion of the Emperor.

Preferences to consider recognition:

• A Manifesto properly stating party policy

• At least five members(Membership list either on separate dispatch or on the same dispatch as the manifesto)

If your gonna make nonsense deals and do nothing in the Senate then I'll call you useless. If you can show that you have a policy, express that policy, and can get a part of your policy into operation, then you're a party.
