Mabuhay! To our embassy partner, ally for peace and sustainable development, we would like to request your support for our Delegate and President, Ariusgrad, as it has recently received a commendation proposal no less from our World Assembly Secretary General.

As the longstanding delegate of a large, founderless region for more than eight years and counting, this nation has demonstrated utmost dedication and unparalleled service for its constituents in the Philippines. In its dream for a shared world, it has kept the region open to all aspiring members despite the increasing demands of ascending in the international stage. Never has it been under an Ariusgrad administration that the region locked itself from invasion, facing the powerful forces head on with incredible skill in consensus building and maintaining alliances. As an integral member of the URA, the region under its exemplary leadership has since been key to many initiatives.

In a day or so, the landmark proposal will be taken up in the Security Council. Every manifestation of support will be most beneficial, for this is not only a recognition for a largely unknown region such as the Philippines, but also an interesting development, a great message, for all regions which may not have marquee reputation relative to the world, but which credentials are nonetheless noteworthy.

Preamble

MINDFUL of the need to strengthen existing bonds and solidarity among countries of Melayu Archipelago;

CONVINCED of the need to establish firm cooperation in Melayu Archipelago;

CONSCIOUS of the mutual interest and interdependence among the countries of Melayu Archipelago which are bound by history, geography and culture;

CONSIDERING that the countries of Melayu Archipelago share the responsibility of strengthening the economic and stability of the region;

COMMITTED to ensuring peaceful and progressive national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Inter-Regional Association among the countries of Melayu Archipelago to be known as the Association of Melayu Archipelago Nations (AMAN).

SECOND, that purposes of the Association shall be:
1. To maintain regional peace and stability;
2. To preserve Melayu Archipelago as a Nuclear Weapon-Free Zone and free of all other weapons of mass destruction;
3. To promote active collaborations on matters of common interest in the security, political, economic and socio-cultural field;
4. To promote awareness of the diverse culture and heritage of the region;
5. To upheld human rights, freedom of speech, freedom of religion, freedom of association and the equality for all of its citizens.

THIRD , that the following shall be established to carry out these purposes,
(a) AMAN Summit, an Annual Meeting of Heads of State or Government of the Member States, which shall be by rotation.
(b) AMAN Secretariat, under the chairmanship of a Secretary-General which shall be appointed by the AMAN Summit for a non-renewable term of office of five year.
(c) AMAN National Secretariats, to carry out the work of the Association in each member country.

Article 1: Rights of Citizens

Section 1: All nations residing in the region of Melayu Archipelago is a citizen of the region, even if they do not have a World Assembly Account.

Section 2: The citizens of the Region of Melayu Archipelago are guaranteed equal protection under the constitution, and within the confines of regional law.

Section 3: The citizens of Melayu Archipelago are guaranteed the right to freedom of expression, freedom of opinion, and freedom of speech.

Section 4: The citizens of Melayu Archipelago are granted the right to access to information through government resources, or private organizations and groups. Material deemed to be actively calling for the violation of the democratic order shall be restricted.

Section 5: The citizens of Melayu Archipelago shall have the right to fair and open legal recourse for both criminal and civil violations.

Section 6: The citizens of Melayu Archipelago are guaranteed the right to proper legal representation within the legal system of the region.

Section 7: The citizens of Melayu Archipelago are guaranteed right of freedom of religion and that they can practice any religion or belief in the universe.

Article 2: Governmental Provisions

Section 1: The Government of Melayu Archipelago will be established through free and fair elections.
1(a): The Government of Melayu Archipelago will be also known as the AMAN Secretariat.

Section 2: The Secretariat will be the formal word used for the government of the Archipelago.

Section 3: Head of the Government will be the General Secretary of AMAN, who is elected by a vote called upon the residents of the Archipelago.

Section 4: The Archipelago will have a World Assembly Delegate who will be elected in a short four day long elections conducted via endorsements. The WA Delegate will be a non-executive officer with every other power except Border Control. The WAD will be under the General Secretary of AMAN.

Section 5: Term of a Secretariat and WAD will be four months and the succeeding elections will start after a day after the term has ended.

Section 6: The Secretariat Executive will consist of the presiding General Secretary, Secretary of Foreign Affairs, Secretary of Culture, Secretary of Defense and Secretary of Sports.

Article 3: Secretariat Executive

Section 1: The Executive of the Archipelago will be the Secretariat Executive.

Section 2: The Secretariat will be headed by a General Secretary who has all the power except Executive and World Assembly Affairs.

Section 3: The Secretary of Foreign Affairs will be the second executive of the secretariat incharge of international cooperation and relations. They will be given the Embassy, Appearance,Polls and Communication authority.

Section 4: The Secretary of Culture will be incharge of Cultural exchanges and programs and will be given Poll,Communication and Appearance authority.

Section 5: The Secretary of Defense will be incharge of security of the Archipelago and will be bestowed upon the authority of Appearence, Communication and Border Control.

Section 6: The Secretary of Sports will be incharge of the major attraction of the region, which is sports. They'll be the president of the Confederation de Football Melayu Archipelago (CMFA) and will be incharge of the conduction of tournaments and host votes.

Article 4: Banishment and Impeachment

Section 1: Impeaching of a Delegate can be done by the secretariat at any point of time, if there is a valid reason.

Section 2: Impeachment of the Delegate is done by a vote called in the Secretariat and the Secretaries vote on the Impeachment.

Section 3: Any resident of the region can propose a Impeachment of the Secretariat with a valid reason to the Founder. The founder would start a vote for Impeachment in the regional polls and the Impeachment requires 75% of votes to pass.

Section 4: The Secretary of Defense can ban any nation creating religional conflicts and chaos with the approval of the General Secretary.

Section 5: The Secretary of Defense can take direct action if the General Secretary didn't attend to him within 24 hours.

Section 6: A Ban can be removed only by a vote in the secretariat after 5 weeks of banishment.
