Constitutional Amendment Two


In the Legislative Assembly,

With a vote of the people have commenced prior to this legislation, concerned by the security of our referendums and elections, and with the concern of the people stating, the actions of reform must occur;

Hereby enacts the following provisions as amendments to the Constitution of the Republic of Lisseum;


1) Hereby abolishes the following areas of the Constitution:

-- A) Article 4, Section 13;
-- B) Article 3, Section 12;
-- C) Article 5, Section 25;
-- D) Article 6 entirely;
-- E) Article 7, Section 1, Part 2
-- F) Article 4, Section 11

2) Hereby abolishes the following provisions established by the first amendment:

-- A) Sections 1 & 2
-- B) Sections 4 & 5

3) Hereby abolishes the Upper House per Article 4, Section 10.

4) Hereby abolished Article 9, replacing it with Article 3, Section 4 of this document.

1) Hereby changes the official title of the Head of State to the "President" of the Republic, proper to Article 5, which their authorities shall not change in accordance with the constitution;

2) Hereby changes the official title of the Dexter-Chancellor to "Chancellor" of the Republic, proper to Article 5, which their authorities shall not change in accordance with the constitution;

3) Hereby changes the official title of the Sinister-Consul to "Deputy-Chancellor" of the Republic, proper to Article 5;

4) Hereby establishes an official Electoral Commission, which the provisions shall be mentioned below;
-- A) The highest officer in the Electoral Commission shall be the Electoral Commissioner;
-- B) The Commissioner shall have the ability to nominate a Deputy Commissioner and up to 3 Associate Commissioners. These must be approved by the President.
-- C) The Commissioner (with the help of the Associates) shall manage all elections;
-- D) In the absence of the Commissioner, the Deputy shall serve as the Acting Commissioner until such time as the election of a new Commissioner has occurred;
-- E) The term of the Commissioner shall be one year per term, who shall be elected by the people and confirmed by a majority of the Legislative Assembly;
-- F) If the Supreme Court deems the Commissioner’s performance unsatisfactory, they can recommend their dismissal to the Legislative Assembly, which requires a simple majority;
-- G) If the Commissioner is found to have abused their position to guarantee a particular outcome in an election, mismanaged an election, or shown a bias to a particular candidate, they can be impeached by the standard procedures of removal of office;
-- H) If the Commissioner has been impeached, they may not be nominated to the position again;
-- I) If the Commissioner needs an extension for an election, they are required permission by a majority of the Legislative Assembly;
-- J) These provisions shall be proper to a renewed Article 6.

5) Article 6 shall state provisions regarding the standards of elections;

6) There shall be a Federal Election for the President every 6 months, which shall be elected by a majority of the people thru the standard First-past-the-post plurality system;

7) There shall be a Federal Election for the Chancellor every 2.5 months plus the rest of the 15 days to organize its elections, which shall be elected by a majority of the people thru the Mixed-member proportional representation system, as well as in the general elections for the members of the Legislative Assembly which shall serve for 3 months, in which the voter will have three votes: one to decide the representative for their single-seat constituency, one for a political party, and one for the individual candidate for Chancellor;

8) There shall be snap elections for the President or Chancellor after a vote of no confidence has passed between either office. The Chancellor may call for snap elections in the Legislative Assembly as the Head of State may also do the same, but can be overturned by the Supreme Court;

9) Appropriate to Article 7, a vote of Impeachment to the president shall be a 2/3 majority;

10) In order for an individual to become a Justice in the Supreme Court or a lawyer, they must take a judicial examination, which shall be administered and regulated by the Prosecutor-General of the Ministry of Justice;

11) The Laws of Lisseum as well as the Constitution shall extend to that outside of NS and offsite areas belonging to the government of Lisseum;

12) The period of elections shall take place for 5 days prior to a period of established candidacy max, in which such a time frame will be managed by the Electoral Commission;

1) In due part to establish the 29th Section to Article 1, the section shall state: As Article 1, Sections 1 thru 28 shall never be abolished nor amended, but additions to Article 1 can be made through the appropriate procedure and those additions can be amended.

2) In due part to establish the 29th Section to Article 1, the section shall state: Neither slavery nor involuntary servitude, except as a punishment for crimes whereof the party shall have been duly convicted, shall exist within the Republic of Lisseum, or any place or off-site subject to their jurisdiction.

3) When a constitutional amendment is to be voted on, it must be voted by a 2/3 majority of the Legislative Assembly, approval of the Chief Justice of the Supreme Court, a majority of Cabinet, and a majority of the people thru referendum. Once all areas have passed the amendment will be assented by the President. (This section shall amend Article 9.)

4) If the president vetoes a bill, the Legislative assembly can overturn it with a 2/3 majority, appropriate to Article 5 of the Constitution.

5) In accordance with Article 1 of the Constitution, a new section shall detail the right to an attorney as well as the right to remain silent in any or all judicial cases involving the defendant.

6) After the passing of this amendment, the Legislative Assembly shall decide the divisions of electoral districts for the constituencies of Lisseum. After such has occurred, the government will be dissolved, and elections for the Electoral Commissioner shall commence with Federal and General elections following.

7) In accordance with Article 1 of the Constitution, a new section shall detail that a person who has been a resident of Lisseum for at least 3 days shall be given their right to citizenship upon swearing allegiance to the Republic.

8) In accordance with Article 4 of the Constitution, if the Supreme Court as a whole is vacant, including the office of the Chief Justice and other Justices, the Chancellor and/or President may nominate a Justice and in any case, either the Chancellor or President is unavailable to make such a nomination, the Legislative Assembly may choose one of its members or a citizen of the Republic to be confirmed by the Assembly for the appointment of Chief Justice of the Supreme Court.

9) The government shall not tolerate vacancies in the Supreme Court in accordance with Article 4 of the Constitution.

10) In accordance with Article 1, the powers delegated by the Republic by the Constitution, nor prohibited by it to the citizens within the Republic, are reserved to the Citizens respectfully.

11) In accordance with Article 4, if a Justice's nation CTEs', they lose their seat, but can be nominated again when refounded, but will not retain their seat until reconfirmed in the LA.

12) The official languages of the Republic of Lisseum shall be English and French.

13) All nominations to the Supreme Court must be considered by the Legislative Assembly.

14) The President does not have the authority to remove the Chancellor of power under any circumstance without a majority of the Supreme Court and the Legislative Assembly, as vice versa, nor whether such a removal would be either permanent or temporary.

15) The President in accordance with Article 5, shall have the right to choose their Vice-President.

4) Hereby abolished Article 9, replacing it with Article 3, Section 4 of this document.

1) Hereby changes the official title of the Head of State to the "President" of the Republic, proper to Article 5, which their authorities shall not change in accordance with the constitution;

2) Hereby changes the official title of the Dexter-Chancellor to "Chancellor" of the Republic, proper to Article 5, which their authorities shall not change in accordance with the constitution;

3) Hereby changes the official title of the Sinister-Consul to "Deputy-Chancellor" of the Republic, proper to Article 5;

4) Hereby establishes an official Electoral Commission, which the provisions shall be mentioned below;
-- A) The highest officer in the Electoral Commission shall be the Electoral Commissioner;
-- B) The Commissioner shall have the ability to nominate a Deputy Commissioner and up to 3 Associate Commissioners. These must be approved by the President.
-- C) The Commissioner (with the help of the Associates) shall manage all elections;
-- D) In the absence of the Commissioner, the Deputy shall serve as the Acting Commissioner until such time as the election of a new Commissioner has occurred;
-- E) The term of the Commissioner shall be one year per term, who shall be elected by the people and confirmed by a majority of the Legislative Assembly;
-- F) If the Supreme Court deems the Commissioner’s performance unsatisfactory, they can recommend their dismissal to the Legislative Assembly, which requires a simple majority;
-- G) If the Commissioner is found to have abused their position to guarantee a particular outcome in an election, mismanaged an election, or shown a bias to a particular candidate, they can be impeached by the standard procedures of removal of office;
-- H) If the Commissioner has been impeached, they may not be nominated to the position again;
-- I) If the Commissioner needs an extension for an election, they are required permission by a majority of the Legislative Assembly;
-- J) These provisions shall be proper to a renewed Article 6.

5) Article 6 shall state provisions regarding the standards of elections;

6) There shall be a Federal Election for the President every 6 months, which shall be elected by a majority of the people thru the standard First-past-the-post plurality system;

7) There shall be a Federal Election for the Chancellor every 2.5 months plus the rest of the 15 days to organize its elections, which shall be elected by a majority of the people thru the Mixed-member proportional representation system, as well as in the general elections for the members of the Legislative Assembly which shall serve for 3 months, in which the voter will have three votes: one to decide the representative for their single-seat constituency, one for a political party, and one for the individual candidate for Chancellor;

8) There shall be snap elections for the President or Chancellor after a vote of no confidence has passed between either office. The Chancellor may call for snap elections in the Legislative Assembly as the Head of State may also do the same, but can be overturned by the Supreme Court;

9) Appropriate to Article 7, a vote of Impeachment to the president shall be a 2/3 majority;

10) In order for an individual to become a Justice in the Supreme Court or a lawyer, they must take a judicial examination, which shall be administered and regulated by the Prosecutor-General of the Ministry of Justice;

11) The Laws of Lisseum as well as the Constitution shall extend to that outside of NS and offsite areas belonging to the government of Lisseum;

12) The period of elections shall take place for 5 days prior to a period of established candidacy max, in which such a time frame will be managed by the Electoral Commission;

1) In due part to establish the 29th Section to Article 1, the section shall state: As Article 1, Sections 1 thru 28 shall never be abolished nor amended, but additions to Article 1 can be made through the appropriate procedure and those additions can be amended.

2) In due part to establish the 29th Section to Article 1, the section shall state: Neither slavery nor involuntary servitude, except as a punishment for crimes whereof the party shall have been duly convicted, shall exist within the Republic of Lisseum, or any place or off-site subject to their jurisdiction.

3) When a constitutional amendment is to be voted on, it must be voted by a 2/3 majority of the Legislative Assembly, approval of the Chief Justice of the Supreme Court, a majority of Cabinet, and a majority of the people thru referendum. Once all areas have passed the amendment will be assented by the President. (This section shall amend Article 9.)

4) If the president vetoes a bill, the Legislative assembly can overturn it with a 2/3 majority, appropriate to Article 5 of the Constitution.

5) In accordance with Article 1 of the Constitution, a new section shall detail the right to an attorney as well as the right to remain silent in any or all judicial cases involving the defendant.

6) After the passing of this amendment, the Legislative Assembly shall decide the divisions of electoral districts for the constituencies of Lisseum. After such has occurred, the government will be dissolved, and elections for the Electoral Commissioner shall commence with Federal and General elections following.

7) In accordance with Article 1 of the Constitution, a new section shall detail that a person who has been a resident of Lisseum for at least 3 days shall be given their right to citizenship upon swearing allegiance to the Republic.

8) In accordance with Article 4 of the Constitution, if the Supreme Court as a whole is vacant, including the office of the Chief Justice and other Justices, the Chancellor and/or President may nominate a Justice and in any case, either the Chancellor or President is unavailable to make such a nomination, the Legislative Assembly may choose one of its members or a citizen of the Republic to be confirmed by the Assembly for the appointment of Chief Justice of the Supreme Court.

9) The government shall not tolerate vacancies in the Supreme Court in accordance with Article 4 of the Constitution.

10) In accordance with Article 1, the powers delegated by the Republic by the Constitution, nor prohibited by it to the citizens within the Republic, are reserved to the Citizens respectfully.

11) In accordance with Article 4, if a Justice's nation CTEs', they lose their seat, but can be nominated again when refounded, but will not retain their seat until reconfirmed in the LA.

12) The official languages of the Republic of Lisseum shall be English and French.

13) All nominations to the Supreme Court must be considered by the Legislative Assembly.

14) The President does not have the authority to remove the Chancellor of power under any circumstance without a majority of the Supreme Court and the Legislative Assembly, as vice versa, nor whether such a removal would be either permanent or temporary.

15) The President in accordance with Article 5, shall have the right to choose their Vice-President.
