They were created because the Equestrian government believes that the Milkdromedan colonies would be more susceptible to criminal activities and dissent due to their distance from the throne. Thus we act as a reminder of the Throne to all the colonies, exacting whatever orders are given to us by the Archduchess...or Empress, whatever the title is now."
