Geneva — The Soviet Delegation has submitted the following amendment for consideration by the body of the UAN:

    [Resolves that] the Union of Soviet Socialist Republics and the Eurasian Union, upon the enactment of either one of the Annexes of [the final Resolution], namely Annex 1 or Annex 2, hereby commit to cooperate on the protection of endangered species in the Siberian region, including the preservation of migratory routes and the reduction of hunting. Both governments commit to combat habitat destruction, reduce pollution and improve water quality in the Siberian region. Moreover, both sides commit to responsibly exploit natural resources, holding sustainability studies and habitat reparation.

          "[Resolves that] the Union of Soviet Socialist Republics and the Eurasian Union, upon the enactment of either one of the Annexes of [the final Resolution], namely Annex 1 or Annex 2, hereby commit to cooperate on the protection of endangered species in the Siberian region, including the preservation of migratory routes and the reduction of hunting.         [PUBLIC] :: Air Scavo Flight Missing Near Mediterranean

        ☩ Mediterranean Sea | Flight SC-45, which was set to be travelling to Paris after departing from the David Giuronno International Airport of Aviva, had reportedly disappeared from all radars in the region. The flight left Aviva at 04:56 GMT +3 Scavese Time, guided by the pilots Aleandro Muccino and Roy Hemingway. It was scheduled to arrive at the Charles de Gaulle International Airport in three hours and forty minutes, with a delay of ten minutes of total. The aircraft was a Boeing 747 carrying two hundred and fifty six passengers, twenty crew members and two pilots, including the newly appointed ambassador to Britain, Vivaldo De Cesare; Sir Alessandro Sinacore, Baron of Montecalvo and CEO of the Politi Group, Enecone Procaccini.
        
        The plane disappeared from Scavese and foreign radars by 05:14 in GMT +3, the tower of David Giuronno International Airport had lost contact with the aircraft ten minutes prior. Last time the aircraft ever appeared on the Scavese radars depicted that the flight was going above the southern part of the country of Cyprus near Larissa, facing the Greek island of Crete on to the Adriatic. No kind of contact is currently available between the surrounding countries or Scavo with the missing aircraft, the passengers on board or the crew members. Device, internet and telecommunication signals coming from the aircraft had disappeared moments before it vanished from sight in radars.
        
        Ministry of Public Safety, Emanuela Bernacchi, assured the public that the incident was currently "under heavy investigation". As the situation is still developing, the progress of the investigations are not taken for granted, but the case is made known to be handled by the Royal Bureau of Investigation. Naval watercraft belonging to the Crown Navy were sent to the Mediterranean and the Aegean to search for any possible traces of the flight, and air patrols from Greece to survey the area are currently ongoing.

Work on all 8 is expected to last roughly two or three years and will be put into service in both the Atlantic and Pacific Oceans. Following their completion, work will begin on a further 30 Farragut Class Guided Missile Destroyers of the Flight II configuration followed by four more Liberty Class Arsenal Railgun Warships and two new designs based on the Montana Class Guided Missile Battleship. Once this is completed, following vessels will be support ships, America Class Amphibious assault ships, supply vessels, submarines and off-shore patrol craft and ocean going Patrol Boats.

Work has now completed on the aforementioned Preston Class Supercarriers announced some time ago and the eight new additions to the fleet will be stationed in Both Pearl Harbor, Guam, Norfolk and Roosevelt Roads Naval Bases in bathes of two, complimenting the existing carrier task forces in those regions. As a result of the completion of the 8 and final carriers for this generation of the Navy, work has now begun on the last four Liberty Class Railgun Arsenal Warships and two of of the new Michigan Class Missilenaught. The aforementioned Michigan Class of warship has undergone major redesigns from earlier draft which have been compared to the existing Montana Class and current Liberty Class. As a result the Michigan Class will combine aspects of both class but on a purely missile armament, slightly longer and wider and massive anti-air defense suite. It is reported that the Michigan Class will cost the same as the Liberty Class. The four Liberty Class warships will be named as follows: USS Colorado (BBG-11), USS South Carolina (BBG-12), USS New Mexico (BBG-13) and lastly USS Oregon (BBG-14). The two Michigan Class Missilenaughts are as follows: USS Thunderer (MSN-01) and USS Thunderchild (MSN-02). The remaining slipways will be used to construct the following Farragut Flight II DDGs: USS William R. Terrill (DDG-1051) and USS Montgomery C. Meigs (DDG-1052). Work on all aforementioned ships will take upwards to 2 and half years barring any delays.

Statement from the Praefectus Rerum Externarum

Roma will be lending her efforts in the search for Air Scavo Flight SC-45. The Classis has mobilized its patrol craft, and the aircraft carrier Trieste to begin actively searching the Mediterranean for signs of the aircraft or its passengers. As well, the Roman government has requisitioned two wide-beam SONAR submersibles from the Marine Scientiae Institutum Romae in Venice. These will be used to scan the ocean floor in case the aircraft may have settled somewhere under the water’s surface. This search effort has already been put into action, with the Trieste leaving port to begin searching along Flight SC-45’s last known location and direction of travel. The patrol craft will make a wider search, with the submersibles moving behind the entire effort. Sweeping the Mediterranean sea-floor slowly and searching for anomalies that could be the missing aircraft. We hope to help the Scavese government in finding the cause of the incident, and in locating the missing persons. It’s important that we work with our neighbors to make sure the Mediterranean remains a safe and tranquil part of the world.

It has been officially announced by the Madou family that former President of Sohongida, Luis Miguel Madou, has passed away. Madou was President of Sohongida from 1987 to 1992 and was head of the White Rose Political Union. Madou's presidency was marked with turmoil that lead to a partial economic collapse in the early 1990s. Due to this, he was replaced in 1993 by President Mohamed Nnamdi via military junta. Madou was one of the main speakers on behalf of the Sohongidan people to re-establish a democracy and was the first endorsement of Youssef Afamefuma, the sixth President of Sohongida.

President Obasie has noted, however, that the plan that has been set forth and agreed upon will be in effect until that initial plan is not viable.

              MHS to open canteen network nationwide

The Department of Welfare of the Ministry of Human Services has announced it would open a network of state-run canteens that dispense free food for all visitors across the nation.

The canteens are jointly funded by both local and Federal governments to the tune of $60 billion USP each year on a 50-50 basis, and are run in collaboration with the Social Enterprise Board (SEB) to provide opportunities in the food preparation industry for the socially disadvantaged. That being said, canteens do accept donations from charitable groups and institutions. A total of 2,000 canteens will be opened, primarily in urban neighbourhoods, although a substantial chunk will be located in rural towns and villages. All in all, the scheme will provide up to 160,000 part-time and full-time job opportunities to the country, with a special focus on hiring the unemployed, ex-cons, veterans, and others in need of social integration.

These state-run canteens are open 24 hours a day and provide unconditional dine-in service to all. Each canteen offers 3 meals a day with 3 options for each meal, 1 of which is halal, and 1 of which is vegan. Breakfast runs from 0300-1100, lunch from 1100-1900, and dinner from 1900-0300. A variety of small bites and snacks are also available between each meal interval. Large urban canteens can service up to 6,000 people a day, while smaller town-sized canteens can make do with 100. Ingredients are sourced from farms and purveyors in the area as to further provide opportunities for local businesses.

The new canteen system will form part of the FEUSSR's strengthened social security net so that households of all types may receive free access to food, while also increasing the quantity of disposable income available at hand to stimulate consumption and economic activity.

          The International Consensus and Resolution on the Soviet-Eurasian Affair

            The General Assembly,

            Guided by its purpose to preserve freedom, self-determination, and sovereignty for each country, through
            comprehensive diplomatic negotiations with the sole objective of preserving World Peace,

            Recalling Member States' obligations and commitments to one another to promote peaceful diplomatic
            mechanisms for dispute resolution as much as possible,

            Noting that a serious divergence of views exists among Member States concerning the potential representation
            and sovereignty of a Member,

            Recalling once more that serious divergences of views should be resolved through democratic process in
            which the majority prevails,

            Recognizing the legal, political, social, and precedental importance of Eurasian sovereignty for trans-Uralic
            relations,

            Hereby:

            1. Calls upon all Member States to vote on the implementation of the following Annexes (A or B) to yield a
              conclusion that is binding and authoritative as a matter of international law.

            2. Resolves that the Union of Soviet Socialist Republics, upon the enactment of either one of the Annexes
              of the International Consensus, namely Annex A or Annex B, hereby commits to refrain from engaging in
              military or para-military actions, either overtly or covertly, against the territory and the people of the
              Eurasian Union, as to not jeopardize the posterior process of negotiations that may arise following the
              enactment of The International Consensus.
              Amendment #1 proposed by Sibirskiy soyuz; accepted by majority vote.

            3. Resolves that the Eurasian Union, upon the enactment of either one of the Annexes of The International
              Consensus, namely Annex A or Annex B, hereby commits to refrain from engaging in military or para-military
              actions, either overtly or covertly, against the territory and the people of the Union of Soviet Socialist Republics,
              as to not jeopardize the posterior process of negotiations that may arise following the enactment of The
              International Consensus.
              Amendment #2 proposed by Cccp-; accepted by majority vote.

            4. Resolves that the Eurasian Union, upon the enactment of either one of the Annexes of The International
              Consensus, namely Annex A or Annex B, hereby commits to the signature of an official document before the
              UAN General Assembly, by which the Eurasian Government will establish a Non-Aggression Clause with the
              Union of Soviet Socialist Republics, following a previous reestablishment of official diplomatic state-to-state
              ties or state-to-polity ties between the two countries, in the event of the adoption of Annex A or Annex B,
              respectively.
              Amendment #2.1 proposed by Sibirskiy soyuz; accepted by unanimous vote.

            5. Resolves that the Union of Soviet Socialist Republics and the Eurasian Union, upon the enactment of
              either one of the Annexes of The International Consensus, namely Annex A or Annex A, hereby commit
              to holding two separate referendums:

                A free and democratic referendum, to take place in the current territory of the Russian Soviet
                Federative Socialist Republic (RSFSR), of the Union of Soviet Socialist Republics (USSR)

                A free and democratic referendum, to take place in the Siberian Republic (SR) of the Eurasian Union (EU),

              with the aim of understanding the will of all citizens, older than 18 years of age, inhabiting the territories
              located within the political borders of the pre-1991 Russian Soviet Federative Socialist Republic (RSFSR),
              so that both Governments can act in accordance to the popular votes, and thereby negotiate a comprehensive

        [PUBLIC] :: Missing Air Scavo Flight Found Underwater

        ☩ Mediterranean Sea | The missing SC-45 flight which was set to go from Aviva to Paris last week was found by the Royal Search and Rescue Teams near the shores of Pegia, a town in the island of Cyprus. According to the black box, the flight which took off around 04:56 started having problems around 05:10, while flying over the city of Limassol and the British territory of Akrotiri. The problems are thought to be related to the balance of the aircraft, causing it to lose momentum before lowering itself down. The records reveal that the problem was attempted be solved by the pilot Aleandro Muccino, who tried to contact the Cypriot air control and the Limassol International Airport and coordinate the vehicle on air.
        
        The flight disappeared from all radars around 05:14 in Scavese Standard Time (GMT +3), and is thought to have crashed minutes later into the Mediterranean Sea with two hundred and fifty six passengers, twenty crew members and two pilots inside it. Some survivors have swam to the near Cypriot shores, which was then reported to the Royal Confederacy by the Government of Cyprus. Out of the two hundred and seventy eight total on board, only fifty five had survived the crash, being one of the deadliest peacetime occurrences in Scavese history with the causalities exceeding two hundred and twenty three.
        
        Prime Minister of Cyprus and Secondary Chancellor of Scavo are set to meet in Nicosia to discuss the rescue and transportation of the dead back to Scavo. In total, one hundred and eighty two on board were Scavese, fifty one were French, fifteen were German, fourteen were British, nine were Turkish, five were Greek, one was Vietnamese and one was Cruesnian in nationality. Their respective funerals will be transported to their home countries on the request of their loved ones once all bodies are identified. Scavo will be declaring a state of mourning for three days, which all flags in the nation and the global diplomatic missions will be set flying half-mast.

Imperial Court Approves First Part of New Consituion

Today, at 4:30 Local Time, the Imperial Court met to vote on the first part of the new constitution which would outline how the government would Operate. The following is a brief and not complete summary of the Document.

A Lower Senate, and Upper Senate both represent each province in Mysore. The number of Lesser Senate Delegates would depend of the Province population, the higher the population, the more Lesser Senate Delegates said Province might have to represent them. Lesser Senator's Terms run for 2 years and can run for election up to 6 times in their life or a total of 12 Years.

The Upper Senate would have 2 representatives from each Province. An Upper Senator's term would be 6 years long and they could run twice in their lifetime or 12 years.

Next, the Constitution said that "NO" Political Parties would be allowed. Individuals running for office would be elected based on merit and what their beliefs and vision are to avoid poor candidates being voted in as a result of "Towing party lines". The draft went on further to describe how they would also form a Supreme Court with elected Judges whose terms would be 4 years and they can run up to 3 times in their life or 12 years.

Next, the draft said that the Sultan would run the country along with the Upper and Lower Senate and Supreme court to prevent either of the 3 institutions from oppressing the people, as a further assurance the document went on to say that the Military would not pledge allegiance to the Sultan but instead to the People of Mysore and the military had a right to remove any people from Office if they act against the Freedoms of the People which included the Sultan himself.

Finally, the Draft said that with the passing of the first draft of the Constitution that the Imperial Court would no longer act as a voting body in the country and would then forth act as only as advisors to the Sultan with appointments to the Court being made by the Sultan and being as long as the Sultan sees fits or if the Both Senate bodies pass a resolution to remove said advisor from the Court or If said advisor resigns willingly.

After several hours of debate and deliberation, the Imperial Court Voted unanimously to Approve the Document, establishing the Document into law. No further information was released as of yet on when elections would take place and whether or not if the Senate bodies would take over the finishing of the Consituion or if the Orignal Repersentives would continue.

Baku — As the sun rises, Baku awakens in chaos! Various areas of the city have been targeted over night. The main TV and radio stations of the country have gone dark. After discussions with independent Minister Bak Hajoo, the Democratic and Liberal Party (DLP) have agreed to form a cabinet consisting of 22 MPs, a majority. Mr. Bak has secured additional funding for his district of Hamori's infrastructure and housing support, the platform he was elected on. The Coordinators have been at work over the past few days deliberating and discussing a few balance/tech issues in the RP. We have come to a final decision regarding these issues, which include railgun and biofuel technology among other things. You can see our reasoning and opinions (anonymized) in the factbook below:

This log details the facts, decision, and individual opinions of the Regional Administration surrounding a wider discussion on Rule 20, the inclusion of alternative and novel technologies in Geopolity, and naval railgun technology.

The Facts

    The facts are as follows.

    On 11 September 2022, a player published a post which reads as follows:

    Work has now completed on the aforementioned Preston Class Supercarriers announced some time ago and the eight new additions to the fleet will be stationed in Both Pearl Harbor, Guam, Norfolk and Roosevelt Roads Naval Bases in bathes of two, complimenting the existing carrier task forces in those regions. As a result of the completion of the 8 and final carriers for this generation of the Navy, work has now begun on the last four Liberty Class Railgun Arsenal Warships and two of of the new Michigan Class Missilenaught. As a result the Michigan Class will combine aspects of both class but on a purely missile armament, slightly longer and wider and massive anti-air defense suite.     A member of the RA raised a question to the RP Coordinators surrounding this post. The question was whether the existence of "Liberty Class Railgun Arsenal Warships" and a "Michigan Class Missilenaught" was in contravention of Rule 20. This was followed by discussion of a hard limit on the number of naval vessels a claim could field at any time (a 'naval cap'), with the primary complaint being a need for balancing nations and bringing claims into check.

    A second member of the RA subsequently brought to the RP Coordinators' attention the development of "algae vat grown biodiesel" by the same player concerned A post purporting to support the existence of algae biofuel may be found here. The second member of the RA stated that such fuels are "impossible in real life, or rather hugely inefficient and unworkable", and takes issue with the player "claiming this makes him have no need of oil."

    The second member presented a choice to the Coordinators: either that the technology becomes nullified, or - "We all have access to it and Oil ceases to be a thing in Geo."

Final Decision

    The outcome of the final vote on the issues is as follows.

    There will be no OOC cap on the total number of vessels within a claim's naval forces. That being said, players may impose an IC cap through arms limitation treaties or agreements. Passed with majority vote.

    The inclusion of biofuels in a claim's energy mix will be pegged to the RL claim's figures to preserve the mechanics of energy geopolitics in Geopolity. No deviation is allowed from this figure. For example: Brazil IRL sources 18% of its energy from sugarcane-derived ethanol. Brazil IRP can only source 18% of its energy from sugarcane-derived ethanol - no more, no less. Passed with majority vote.

    Please familiarize yourselves with Rules 19 and 20. No vote.

    Railgun technologies may only be applied to a naval/maritime context to the RL extent thereof. This means there will be no railgun battleships, no railgun airships, no railgun arsenal ships, etc. See Opinion B. Unanimous pass.

Opinions

    Opinion A:

      Rule 20 has been 'bent' over the years.

      Tech inflation is a real risk if we allow future or unproven tech.

      The main impact of this is that it creates an arms race of adoption. If one country has access to it, then it is only fair that other nations must too. We all rush to construct such tech (e.g. rail guns) and Geo ceases to be a 'modern tech' region.

      There is a tendancy towards 'superweapons' e.g. hypersonic cruise missiles and whilst there is some evidence of these IRL, there is little evidence of a working prototype.

      Other miracle tech, e.g. fusion and bio fuels, risk unbalancing the entire region as it removes the need for energy geopolitics which we can see have an impact on real life at the moment.

      Therefore:

      1) Alternative energy. Fusion, vat grown diesel is not a thing IRL and is cannot be in-game. Alternative fuels must be battery based or hydrogen fuel based.

      2) Rail-gun equiped shops, Hypersonic cruise missiles, and similar 'super weapons' are removed from the game until such time as there is a working IRL equivelent.

      3) Hyperloops are trash.

      And this only affects US, maybe FEUSSR?

      Naval Balance. Navies have hard caps of 230 armed ships. The approx reflects the US Navy IRL.

      10 - Carriers
      90 - Cruisers
      50 - Conventional submarines
      15 - Ballistic Missile Subs
      65 - other surface combat / large support ships.

    Opinion B:

      Rule 20 is as follows:

        "The technology level for this region is Modern Tech.
        All military equipment must have a real life equivalent, or at the very least expected to be completed and tested within the next five years. RP developments will be heavily monitored by the RP Coordinators, making sure that they occur at a realistic pace. Some types of equipment may have this rule more strictly applied (i.e. Aircraft) than others (i.e. Naval vessels)."

      I agree that tech inflation is a risk. I also agree with the prospect of an arms race of adoption. That being said there are several points made in the prior statement which I think need to be addressed.

      The question is on 'superweapons'. The foregoing explicitly pointed out "hypersonic cruise missiles" and mentioned that "there is little evidence of a working prototype". That is factually wrong. The Avangard and DF-ZF hypersonic glide vehicle, both of which can be fitted onto ballistic missiles, have been in active service since 2019 and have been tested extensively. If we are to comply with Rule 20 and accept equipment with RL equivalents, we must accept the existence of such weapons.

      The issue of an "arms race of adoption" for these IRL weapons I do not believe is so severe. Rule 19 reads:

        "If military equipment is not listed in your application, then it will be presumed you use equipment of your primary real life constituent (The RL country that makes up the most of your claim). This means that a country based out of North Korea could not field modern American equipment unless they had stated that in their application, or purchased/developed it through RP. Limits will be placed on what a nation can develop in RP."

      Rule 19 essentially limits the adoption and development of various weapons - in this case, hypersonic weapons - to claims corresponding to the RL countries which already field these pieces of equipment. In this case, it would be Russia, China, the US, India, Japan, and France, for they are the 6 RL countries with existing or developing HGV programmes. This rule can be applied to other technological breakthroughs to address the concerns of an arms race.

      I therefore disagree with point 2) and recommend that the current disposition of weapons technology remain, albeit subject to Rule 19.

      I furthermore disagree with point 1). Plenty of alternative fuels exist IRL which are not battery based or hydrogen based. Brazil IRL currently mandates that all cars be powered by a blend of conventional fuel and ethanol (an organic fuel neither battery nor strictly hydrogen based), and has been doing so since 1976. Are we to scrap this? If so, would this not run contrary to Rule 20, and would it not unfairly affect certain claims which rely on such fuels?

      I do not think it prudent to scrap biofuels entirely, which seems to be what point 1) seems to be suggesting. It should be something monitored by the RA. A rule could come into place stipulating that the share of biofuel cannot fluctuate beyond its current position in the RL energy mix of a particular claim by a bracket, i.e: by a percentage of 4%. For instance, Brazil IRL sources 18% of its energy mix through ethanol (sourced through sugarcane). This means the maximum percentage of ethanol fuel a Brazil claim in Geopolity could have in its energy mix would be 18+4, or 22%.

      That being said, I agree that fusion cannot be adopted in-game. Fusion power can be experimental in Geopolity but that is all it will ever be until we experience a RL breakthrough.

      The hyperloop will not be implemented in Geopolity anytime soon.

      The issue of naval balance I have a strong disinclination for. Pegging it to the US navy IRL is also detrimental to balance as it ensures that the US claim will always have a head start over everybody else, and the other claims will be left playing catch-up. This proposal would likely lead to greater imbalance.

      Additionally, any such cap should be done through treaty or agreement in-game, than through an OOC cap. My concerns with an OOC cap are reflected in the point above. If a country can afford the construction and maintenence of ships through its budget - again, subject to Rule 19 as to prevent a Gambia player from procuring a hypothetical Nimnitz-class supercarrier, or a Guyana claim from fielding a fleet of 50 nuclear-powered ballistic missile submarines - it should be allowed to maintain its current fleets. It is fairer to players with the right financial resources, and is more reflective of IRL trends, a trait which we should consider heavily if we are to advertise Geopolity as a realistic modern RP region. There is no all-powerful cap dictating military growth IRL, and if there is one, it is done through treaty (i.e: the 1922 Washington Naval Treaty, Treaty of Versailles, etc.) operating under the principles of international law.

      I am fine with railgun equipped ships, although it I do agree it needs regulation. I will not accept a so-called "railgun battleship". I will only accept a naval vessel which has been equipped with a railgun IRL, be it through testing or design intention, as legitimate in the RP. The rest I support the voiding of. IE raised the example of the Zumwalt. The designers planned for one of the Zumwalt's 155mm guns to be equipped with a railgun. I think it would not be unrealistic for a railgun-equipped Zumwalt to roam the seas provided it sticks to specifications as it was designed for it. But it would be unrealistic if the Zumwalt had two railguns, or if an Iowa-class battleship was fitted with railguns in its turrets, or if an aircraft carrier suddenly got one.

      I'll recap my points:
      1. There should be no OOC cap on military vessels, although IC ones may be implemented.
      2. A biofuel bracket should be implemented in lieu of scrapping the concept entirely.
      3. The adoption and development of HGV and railgun technology will be subject to both Rules 19 and 20. This applies to all other military technologies as well. Certain claims will be limited from developing certain technologies pursuant to Rule 19. That being said, this is a limitation and not a restriction. This also means that military technologies in development with no fixed deadline cannot be adopted IRP.
      4. Naval railguns are only permitted to the extent that they conform with preexisting design specifications.

    Opinion C:

      I think that naval matter depends on the experience of the nation they are playing, unless explicitly said that they focus on naval stuff. Say, if an Uruguay nation wanted to make/buy an aircraft carrier I think it will be too far fetched as they don’t have the funding nor the experience to operate one. So I think that the cap itself should be based upon the nation itself, The US can definitely have more then 230 Armed Ships if they wanted to but the more they build the more they will have to sacrifice which will cause public dissent and such things like that.

      On the regards of alternative energy I am not the most informed on it so I will hold off on that for now.

      I don’t think Railgun should be completely removed but limited I say, which as I said depends on the nation and the realism of will they be able to build AND maintain the stuff they build.

    Opinion D:

      Yea I can agree to all of the four points.

      For point 1: I dont think there should be an direct limit on naval ships enforced by the RA, but stronger economic oversight would mean that nations cant go crazy with it - a defacto cap to ensure that nations can actually afford the navies they're using.

      It'd be an overall focus on the entire government...limiting government spending as a whole would also play into limiting the military, since nations wouldn't want to spend their entire budget on the military lest they fall apart completely. Where are we at on the economics coordinator in regards to that actually?

    Opinion E:

      I think what you all have currently agreed on are the best choices tbh.
      1. An OOC naval cap seems unnecessary, but watching IE on this more wouldn't necessarily be a bad idea.
      2. Allowing biofuel to strictly match IRL figures is the best path forward, the other 2 options (total abandonment or a biofuel bracket) are...hairy.
      3. Agreed...
      4. Only to IRL, banning them at this point would be unnecessary, full allowance is insane lol

      Amendment to 1: I also think that an OOC naval cap in the future should always be available, but currently not necessarily.
