Can we just keep it proportional to NS population? We do that till a limit of 1 billion. If way too many (like 4+) reach 1 billion, we redo the population. How's that?

Yes, because 20 million is almost half the population of Italy, but its way is bad, as it will benefit some and disadvantage others, it is the most realistic way but it is also the most unequal

Yes, i think so.
But I won't change my rp population. Well, maybe there will be cosmetic changes in a couple of millions.
