Me and H corp are committed to continuing Callista’s reformation and making Callista one of the greatest regions in Nationstates. We will make our region democratic, pluralistic, inclusive, and multilateral and continue to fight for a limited and effective government.
ARISYAN: I have been a proud member of Callista since its foundation, and I have served in government in a variety of positions such as LPM and MODA. I’ve been one of the most active members of government since the October reformation, with five bills and five amendments to my name. I want to continue to serve Callista and that means the next step in my career is to be the Prime Minister.
THE GREAT HIATUS: As a member of Callista, I have accomplished a lot of things since I started my political career back in October, but to keep it short I have opened the opportunities to make the changes Callista needed to keep growing. One of my best achievements is the reduction of ministries, the RMB Rules Reforms, and the interregionalism which has been characterized in my terms as PM and LPM. All of this progress serves as a stepping stone so Callista keeps growing and I want to keep working for the improvement of Callista.
New Embassies
Get new embassies with a variety of regions that fit our values to ensure greater outreach in NS and making us well known on an inter-regional stage. We will commit to working with the MOFA to get as many new embassies opened by the end of our term as possible, and only with regions that are active with over 50 nations, contain a mature political system, and/or an active RP. We will create no new administrative positions to achieve this, rather the responsibility will fall solely on Cabinet and any voluntary nations who wish to be ambassadors to prospective regions. We will incentivize nations to become ambassadors with a custom banner. We have already reached out to quite a few regions during this term, and our plan is to follow through with these embassies and to scout for new ones.
Ambassador RP Advertising
The ambassador system is a solid idea, however it is still new and so far has not served as much of a purpose as intended. To solve this, Ambassadors will be tasked with organizing inter-regional RP and events such as game nights, card trades, contests etc. (independent RP owners are responsible for advertising their RP themselves). They will also be responsible for advertising their region’s RP to Callista and facilitating Roleplay exchange with the two regions. This will be achieved via communication with the cabinet and the Minister of Roleplay along with communication with the Roleplay administrations of other regions and consistent posting on both our RMB and the ambassador region's RMB, along with an ambassador report to the government by the end of each term.
Increasing WA membership
To increase World Assembly membership and participation in Callista, we will begin officially posting Callista’s voting recommendations for WA proposals. Obviously they will not be obligatory for the delegate or WA members to follow, however it will open debate on the WA and make the organization more important in our region. The recommendations, along with reasoning, will be posted in a dispatch. We will also give WA members roles on the discord and a banner if they endorse the WA delegate, along with pinging them on WA voting recommendations.
Government Dispatch Reform
Callista’s dispatches have become extremely cluttered and difficult to follow. We will go through all government dispatches and reorganize them so that they are manageable and easy to access, starting with the master dispatch. The Ministry of Foreign Affairs, Domestic Affairs, and Roleplay shall have its own dispatch which will then link to other dispatches, massively freeing up space on the WFE and allowing for more dispatches to be pinned. The Ministry of Foreign Affairs will include all foreign policy dispatches, the Ministry of Domestic Affairs will include all overview dispatches and statistics such as citizenship, and the Ministry of Roleplay will include all RP related dispatches. We will also ensure that all links will be updated, along with formatting and the insignias. All members of the Cabinet, but especially the Minister of Domestic Affairs, will be tasked with implementing the dispatch reform. We will also be commencing a complete review of all bills that have been passed into law since October, where we will work with the Head Justice to identify outdated pieces of legislation, redundant laws, and edit laws that have glaring issues with them. This will function in a similar fashion to the constitutional review that occurred this term.
Alliance with IOC-001AP-JR
Callista has had a long history of good relations with the regions of Institute of Cellulose, 001 Alpha Prime, and Just relax. A formal inter-regional alliance with these three regions will simply make our relations set in stone, and continue to help our regions prosper and benefit from each other. This alliance will include ease of access to inter-regional RP, defence of a member region in time of a raid (we have a collective 50 or so WA members), the formation of inter-regional political organizations and endorsement of campaigns, and the respect of our RMB laws. The talks will be headed by the MOFA and the ambassador nations to these three regions.
If elected, we will not create a single new administrative position. The Ambassador and Recruitment programs are sufficient and voluntary, and there is no reason to create any other programs such as a military, WA membership program, or voluntary moderator program besides adding excess bloat and bureaucracy to the government. We will continue to make Cabinet as transparent as possible, with updates in the region and in the forum, along with discussions and deliberations on bills and amendments as we have done in the past two terms. We will also commit to implementing at least 3 of our campaign promises by June to prevent the stagnation and disapproval that occurred in January, and enumerating a plan on day one for how we plan on achieving them. We also promise to get the Constitutional review process finished and voted on by the end of April, and to co-operate with Callistans to make our constitution more effective and legible.

In government we have achieved many things since October and we will continue the restoration and the change that Callista needs. My fellow Callistans, we have travelled far and wide, learning the secrets of the Deep-State in order to combat them, fighting for our glorious state, as true Callistan patriots. We've been to the PM elections, where we sadly lost at the hands of rigging, we lost in the fields of the great roleplay hordes to the hands of great rigging, but we have finally returned to the fields of patriotism once again. Today, my fellow CALLISTANS, we march on the judiciary, to rid it of the plague of the deep-state. We will make reforms for the people, by the people, as we are the true people's party, and we march onwards to secure ourselves for the glory of the Callistsan Nation. I have a lot of expirence within the legal and judicial fields: I have authored legislation, and as a lawyer I was one of the most active when it came to finding loopholes within the Constitution.
I am non-partisan - As my political party states, we believe in Wall-Thought, a concept that means that we will be non-partisan in fields that are clearly meant to be non-partisan. Politics have no room for the Judiciary or Roleplay. As such, I will do my best to remain completely impartial. Partisan loyalties be bygones.
Some parts of the Constitution, as well as some Bills submitted to become laws, have some clarity issues with this. They are extremely vague in some spots. We do not blame the founding fathers of Callista, as they might've not predicted the controversy that laid within, but we do believe that these issues need to be fixed as soon as possible. My experiences as a lawyer for certain clients (cough cough 🎶 We don't talk about Ventura, no, no 🎶/j) have shown me already a large extent of loopholes found within the constitution, ones that people might exploit. As such, as Head Justice, I plan on setting up a committee (apparently people care if its 'bureacratic' or not even though it barely matters anyway), comprising of myself and a few volunteers, including willing members of the goverment to review such a legal infractions (with the exception of the official rules of callista, which are shorter and don't need a committee). We need to make sure that the Constitution, Laws, Rules and the Legal Process, is as clear and concise as possible. This committee will then send a report, detailing all of the loopholes within the legal articles that we've found, and recommendations on how to fix them. This is our goal for Legislative Clarity. Making the Callistan Constitution Great Again, for everyone to enjoy.
A committee will be appointed to review the Constitution, Laws, and Rules This committee will consist of members of the government, including the MoDA and other willing members, and will consist of volunteer citizens. Multiple minds are better than one.
The Committee will go through all the above. They will color any vague parts of the constitution with red, and will put recommendations in parentheses. They will give suggestions on how to fix them.
The report will then go to the regional administration, consisting of all members of the government. They will decide on whether or not to accept said suggestions, and also give advice on certain aspects if they wish.
After all of this, it will finally reach the citizenry. They will be given some time for discussion, in which they will be allowed to comment on it and how it would work. Once this is finished, it will be able to go up to vote, and if a majority of people accept this, revisions will be made for said legal documents.
Now, I wish to talk about precendents for a number of reasons. The first being which they're hard to keep track of. Unlike Laws, they're largely not written down in one place or another, leaving it tricky to determine or remember precedents. As such, I will myself collect a list of precedents from Head Justices myself, in order to keep the legal foundations up to date, as otherwise it would be hard to keep track of precedents set by Head Justices. Of course, what kind of precedents would I wish to set? It would depend on what scenario I set myself in regarding a trial, but it would be generally based on elements regarding punishment length or appeal time regarding individual court cases, or potential vague statements missed by the committee that need defining. These precedents would be aimed at improving the judiciary to make it more efficient, whilst simultaneously making it harder to exploit. In addition, it would also make it much easier for the accused to know the lengths of their punishment, and what they can do to improve said punishment.
What is rehabilitation? In a NationStates scenario such as Callista, Rehabilitation is the belief that people should have second chances. A Head Justice, or the Callistan Cabinet, should look at the actions of a person outside of the region, to see when they should have their appeal date, or whether or not it should be extended. This is neccessary to ensure that Callista be able to decide when a person is ready for appeal. Looking back regarding the Ventura scandal, the appeal date being extended was a neccessary precaution, as it showed that Ventura was not ready to be rehabilitated yet. His actions outside the region showed otherwise, and as such I now somewhat fully support the move to extend the appeal date.
All Verdicts made by me, whether regarding Vetos or Court Cases, or any other decision made by me, will follow a simple format, one that is aimed to be clear, concise, and to include detail, in order to benefit all people with verdicts.
My Verdict - What I have decided upon Ex: I have decided to proclaim this person Guilty/I have decided that this law that has been proposed is unconstitutional.
Explanation as to Why - A clear and detailed format regarding so. Will contain stuff regarding to the Constitution. Ex: This is because the Constitution, according to [sectioname] is not clear and concise/The Constitution clearly states that this person cannot be prosecuted, as it is unconstitutional.
Acknowledgements Towards the Other Argument - What the other side got right, and correcting them if need be. This is useful for encouraging improvement. Ex: While you guys succeeded in telling me [here], you fail to understand that [here]

Set Punishment - what punishment/how much longer they can appeal.
What is Moderate Solidarity? Moderate Solidarity is the concept that some ideas of Solidarity should be accepted, whilst abaonding others in the face of pragmatism. For example, Moderate Solidarity has abanndoned the belief that we should prioritize reaching out to raided regions and accepting refugees, due to the amount of bureacracy that is needed. Although that would be nice for foreign policy related matters, Moderate Solidarity has accepted that this would be a later, idealistic, goal. Instead, Moderate Solidarity prioritizes the fully ban on arbitrary bans unless regarding certain aspects, namely those such as site-wide rule violations, or raiding. It believes in the notion of Amnesty, to forgive those who have shown remorse for their actions. Moderate Solidarity also continues to support the notion of Integration, so that such players that have shown remorse are able to partake in Callistan society, without having to worry about their past actions haunting them. However, Moderate Solidarity has abandonned the concept of Refuge. If people from raided regions wish to come to our region, then they should, provided that Callista see their history first, but Modereate Solidarity has abandonned the idea that Callista needs to reach out to them first.

"A recall referendum is held after the Head Justice / Jury votes to impeach. If Callista's citizens vote in favor, the officer is impeached and removed from office. If they vote against, the suspension is reduced to a temporary suspension. So are impeachments based on popularity now? If a Regional Officer is impeached, they can just rely on their popularity to stay in the job, even if what they do is extremely controversial? How can we make sure this isn't just an excuse for politicians to stay in the job no matter what (help i am paranoid i need copium). While I appreciate the motive, I feel like the judiciary should be impartial if neccessary. We could simply have a recall refferendum when people disagree with the HJ's position, and then the Tsar can decide.

Arisyan and the H Corporation, who've written most of our laws and reformed our rules multiple times, Baloo Kingdom, for his extensive time spent with the region, myself, and Boilanzandia. 4/5 people in a hypothetical committee are already in the government, proving a committee is absolute. I don't want to exclude Boilanzandia if I'm elected, but is a committee necessary?". Volunteer citizens could include anyone, including those within goverment. In addition, whose to say that other citizens may also have things to contribute? Is it worth it to exclude other people? Oh look, you already say it. Now, I'm not saying this is a bad idea, I'm just upset with the criticism part, since you essentially just say the same exact thing as me.

My main issue with this is that it seems a bit out of place and uneccessary. Why do you have to mention this when you're running for HJ. Technically, even if you're not elected, you can still help. So why put it here?

As far as I'm aware, we haven't found much people who are good at holding interractive regional polls, regional and irregional events, besides maybe in the early days with the whole card events, which (from the last election season as I have learned), many people "don't really care about". And besides, how would these interregional events work? Are there any specifications? I'm just going to list some ideas; interregional roleplay, interregional card giveaway, polls or questions of the day regarding people's opinions on certain topics (though not political since that can get out of hand). The dispatch doesn't discuss what kind of events that the MoDA should do.

Naturally, you are an elected leader, thereby automatically making you a political leader, even if you are nonpartisan. here's your clarification; with more complicated crimes, precedents can help solve how long punishments will be for said crimes. as for how to improve from punishments, precedents can help also by allowing for the accused to shorten their appeal time if they show themselves to be.

Following this, not much happened to the Visigoths. Until the death of Alaric II in 519, that is, when his two children, the illegitimate Gesalec and the legitimate Amalaric. The elective council of the Visigoths could not decide on who should succeed him, and so civil war broke out. Gesalec was centered in the north, in Gaul and northern Hispania, while Amalaric centered himself in most of southern Hispania. Judicial Review - Due to the substantial amounts of vagueness in the Constitution, a Judicial Review committee should be set up to review and find loopholes in the Constitution and Bills , and explaining how to fix them. This would also work for future stuff.
Rights of Defendants - Defendants should be tried before being banned. This doesn't count for mild offenses such as warnings, or site-wide rule violations.

Politics have no room for the Judiciary or Roleplay. As such, I will do my best to remain completely impartial. Partisan loyalties be bygones.
Some parts of the Constitution, as well as some Bills submitted to become laws, have some clarity issues with this. They are extremely vague in some spots. We do not blame the founding fathers of Callista, as they might've not predicted the controversy that laid within, but we do believe that these issues need to be fixed as soon as possible. My experiences as a lawyer for certain clients (cough cough 🎶 We don't talk about Ventura, no, no 🎶/j) have shown me already a large extent of loopholes found within the constitution, ones that people might exploit. As such, as Head Justice, I plan on setting up a committee (apparently people care if its 'bureacratic' or not even though it barely matters anyway), comprising of myself and a few volunteers, including willing members of the goverment to review such a legal infractions (with the exception of the official rules of callista, which are shorter and don't need a committee). We need to make sure that the Constitution, Laws, Rules and the Legal Process, is as clear and concise as possible. This committee will then send a report, detailing all of the loopholes within the legal articles that we've found, and recommendations on how to fix them. This is our goal for Legislative Clarity. Making the Callistan Constitution Great Again, for everyone to enjoy.
A committee will be appointed to review the Constitution, Laws, and Rules This committee will consist of members of the government, including the MoDA and other willing members, and will consist of volunteer citizens. Multiple minds are better than one.
The Committee will go through all the above. They will color any vague parts of the constitution with red, and will put recommendations in parentheses. They will give suggestions on how to fix them.
The report will then go to the regional administration, consisting of all members of the government. They will decide on whether or not to accept said suggestions, and also give advice on certain aspects if they wish.
After all of this, it will finally reach the citizenry. They will be given some time for discussion, in which they will be allowed to comment on it and how it would work. Once this is finished, it will be able to go up to vote, and if a majority of people accept this, revisions will be made for said legal documents.
Now, I wish to talk about precendents for a number of reasons. The first being which they're hard to keep track of. Unlike Laws, they're largely not written down in one place or another, leaving it tricky to determine or remember precedents. As such, I will myself collect a list of precedents from Head Justices myself, in order to keep the legal foundations up to date, as otherwise it would be hard to keep track of precedents set by Head Justices. Of course, what kind of precedents would I wish to set? It would depend on what scenario I set myself in regarding a trial, but it would be generally based on elements regarding punishment length or appeal time regarding individual court cases, or potential vague statements missed by the committee that need defining. These precedents would be aimed at improving the judiciary to make it more efficient, whilst simultaneously making it harder to exploit. In addition, it would also make it much easier for the accused to know the lengths of their punishment, and what they can do to improve said punishment.
What is rehabilitation? In a NationStates scenario such as Callista, Rehabilitation is the belief that people should have second chances. A Head Justice, or the Callistan Cabinet, should look at the actions of a person outside of the region, to see when they should have their appeal date, or whether or not it should be extended. This is neccessary to ensure that Callista be able to decide when a person is ready for appeal. Looking back regarding the Ventura scandal, the appeal date being extended was a neccessary precaution, as it showed that Ventura was not ready to be rehabilitated yet. His actions outside the region showed otherwise, and as such I now somewhat fully support the move to extend the appeal date.
All Verdicts made by me, whether regarding Vetos or Court Cases, or any other decision made by me, will follow a simple format, one that is aimed to be clear, concise, and to include detail, in order to benefit all people with verdicts.
My Verdict - What I have decided upon Ex: I have decided to proclaim this person Guilty/I have decided that this law that has been proposed is unconstitutional.
Explanation as to Why - A clear and detailed format regarding so. Will contain stuff regarding to the Constitution. Ex: This is because the Constitution, according to [sectioname] is not clear and concise/The Constitution clearly states that this person cannot be prosecuted, as it is unconstitutional.
Acknowledgements Towards the Other Argument - What the other side got right, and correcting them if need be. This is useful for encouraging improvement. Ex: While you guys succeeded in telling me [here], you fail to understand that [here]
Precedent - if needed Ex: In the future, you should [precedent]
Set Punishment - what punishment/how much longer they can appeal.
What is Moderate Solidarity? Moderate Solidarity is the concept that some ideas of Solidarity should be accepted, whilst abaonding others in the face of pragmatism. For example, Moderate Solidarity has abanndoned the belief that we should prioritize reaching out to raided regions and accepting refugees, due to the amount of bureacracy that is needed. Although that would be nice for foreign policy related matters, Moderate Solidarity has accepted that this would be a later, idealistic, goal. Instead, Moderate Solidarity prioritizes the fully ban on arbitrary bans unless regarding certain aspects, namely those such as site-wide rule violations, or raiding. It believes in the notion of Amnesty, to forgive those who have shown remorse for their actions. Moderate Solidarity also continues to support the notion of Integration, so that such players that have shown remorse are able to partake in Callistan society, without having to worry about their past actions haunting them. However, Moderate Solidarity has abandonned the concept of Refuge. If people from raided regions wish to come to our region, then they should, provided that Callista see their history first, but Modereate Solidarity has abandonned the idea that Callista needs to reach out to them first.

"A recall referendum is held after the Head Justice / Jury votes to impeach. If Callista's citizens vote in favor, the officer is impeached and removed from office. If they vote against, the suspension is reduced to a temporary suspension. By reintroducing recall referendums, we can make impeachment more democratic rather than putting power in the hands of one group or person."
So are impeachments based on popularity now? If a Regional Officer is impeached, they can just rely on their popularity to stay in the job, even if what they do is extremely controversial? How can we make sure this isn't just an excuse for politicians to stay in the job no matter what (help i am paranoid i need copium). While I appreciate the motive, I feel like the judiciary should be impartial if neccessary. We could simply have a recall refferendum when people disagree with the HJ's position, and then the Tsar can decide.
Isn't this basically what I suggested in different words? "Ideally, an informal team committee consisting of the Minister of Domestic Affairs, Head Justice, Prime Minister, the Lieutenant Prime Minister, and maybe other citizen volunteers, would analyze laws, write suggestions on how to improve these laws, and then repeal and replace or edit these laws accordingly." This is basically just what I suggested, and yet your criticizing me for suggesting it. "However, reviewing rules, laws, and the constitution will only take some time, meaning the committee would be disbanded. Additionally, only a few active people in Callista have extensive knowledge of laws, rules, and the Constitution. Arisyan and the H Corporation, who've written most of our laws and reformed our rules multiple times, Baloo Kingdom, for his extensive time spent with the region, myself, and Boilanzandia. 4/5 people in a hypothetical committee are already in the government, proving a committee is absolute. I don't want to exclude Boilanzandia if I'm elected, but is a committee necessary?". Volunteer citizens could include anyone, including those within goverment. In addition, whose to say that other citizens may also have things to contribute? Is it worth it to exclude other people? Oh look, you already say it. Now, I'm not saying this is a bad idea, I'm just upset with the criticism part, since you essentially just say the same exact thing as me.

We could even get citizen feedback from people who also wish to help, thereby increasing citizen involvement within the goverment, though I doubt that'd be really neccessary. My main issue with this is that it seems a bit out of place and uneccessary. Why do you have to mention this when you're running for HJ. Technically, even if you're not elected, you can still help. So why put it here?

Anyone could do this really, but it would be hard to find the best person for the job. As far as I'm aware, we haven't found much people who are good at holding interractive regional polls, regional and irregional events, besides maybe in the early days with the whole card events, which (from the last election season as I have learned), many people "don't really care about". And besides, how would these interregional events work? Are there any specifications? I'm just going to list some ideas; interregional roleplay, interregional card giveaway, polls or questions of the day regarding people's opinions on certain topics (though not political since that can get out of hand). The dispatch doesn't discuss what kind of events that the MoDA should do.

I've also handled multiple lawsuits, and found multiple exploitable loopholes in certain bills that could be dangerous if left unchecked. So yeah, I'm pretty expirenced. This is just me coping by the way /j
Alright, same thing with solidarity. Just because you're not affiliated with a political party, doesn't mean you still have political affiliations. Naturally, you are an elected leader, thereby automatically making you a political leader, even if you are nonpartisan. In addition, given by the fact that you have just recently run with Baloo, you naturally have closer political affiliations with the Baloominati. You are still accountable to political parties, no matter what. In HJ elections, who's to say that a party can't just endorse you? Will you refuse the endorsement if that happens? here's your clarification; with more complicated crimes, precedents can help solve how long punishments will be for said crimes. as for how to improve from punishments, precedents can help also by allowing for the accused to shorten their appeal time if they show themselves to be.
