Exactly, people rarely get elected as higher positions without first being in lower positions (Unless you're extremely rich).
Especially when you need money for campaigns, Grassroot Campaigns only work when there's a Large Amount of People who support you, since most of them provide very little money (Ex: Bernie Sanders). Its easier to just suck up to corporations which the majority of Politicians end up doing. Sometimes Politics isn't as idealistic as People think, its easy to be a anti-corporate crusader when you have nothing at stake

Fun fact Bernie sanders actually received the 2nd most amount of money from business man in the democratic primary.
