THE EMBASSY ACT
An Act to Regulate Embassies in Abydos's World Factbook Entry
WHEREAS: The Realm of Abydos's World Factbook Entry, to be abbreviated to WFE in this act, is the representation of the Region, its Officers, and those Regions which Abydos either has diplomatic relations with or wishes to develop diplomatic relations with in the future, and
WHEREAS: Abydos is continually subjected to Embassy Requests from all and sundry Regions whether requested or not. We have or have received requests for Embassies with "Embassy Collector" Regions, Inactive Regions, Tiny Regions, and Regions that have no affinity with the goals and ideals of Abydos, and
THEREFORE: Be it enacted that all Regions holding or seeking WFE Embassies with Abydos meet the criteria as outlined in this Act, below.
TITLE I: Suitability of Regions
Regional Size: For acceptance of an Embassy Request by Abydos, a region must have a population minimum of 25 active nations.
Regional Activity: To qualify for, and to continue to maintain Embassies with Abydos, a region must be be active, as indicated by its Regional Message Board, to be abbreviated to RMB in this act. A regional RMB showing no activity for a period of the preceding 14 days cannot be considered for an Embassy nor once an Embassy has been established can the Embassy be maintained.
Regional Suitability: Requests for Embassies by regions that do not subscribe to the same goals, ideals, and code of conduct exhibited by Abydos shall be summarily denied.
Embassy Collector Regions: Requests for Embassies by regions that appear to be solely established collect Embassies shall be summarily denied.
Raider Regions: Requests for Embassies by regions that appear to be Raider regions shall be summarily denied.
Puppet Storage Regions: Requests for Embassies by regions that are, or appear to be, Puppet Storage regions shall be summarily denied.
Exceptions to these requirements may be granted by the Foreign Secretary, case by case, on the basis of need or other special considerations.
TITLE II: Adjudication
All regions that have Embassies with Abydos shall be monitored on the following points:

Regions failing in adherence to the points outlined above shall have their Embassy in Abydos closed without warning or appeal.
TITLE III: Responsibility
The responsibility for the enforcement of this Act shall fall jointly on the Grand Luxarch
and the Foreign Secretary.
The Grand Luxarch: The Grand Luxarch may approve Embassy Requests meeting the parameters outlined in Title I of this Act.
The Foreign Secretary: The Foreign Secretary shall periodically monitor all Embassy regions to ensure their adherence to this Act. This monitoring shall take place at least once every two weeks as a minimum.
Regional Officers: The Regional Officers with Embassy privileges may withdraw Embassies in the case of emergencies.
I think your idea of what that means is wrong. He likely means that the core reason for the existence of a region is the storage of puppet nations. As such while we do have a few such nations in our region we aren't in violation of the no puppet provision. But that was my reading of the text and as such I could be wrong in my interpretation of his intent.

I'm unsure if you have been as open in your guild as I have been. I have a list of members that anybody can look up. Having a tangible list of members at the very least will drive people to it due to the fact it has people and thus isn't likely to be a guild with nothing happening.
I had only two members besides myself before I started the list and now I sit at 13 members. So as a tip push the guild more. Show people that it exists and has things for members to partake in.
It is also telling that I had to look up if you were leading a guild as I don't recall ever seeing anything about it on the RMB but I have been somewhat busy helping my mother around her place. She is likely going to go to the doctors to get whatever it is that's been bugging her looked at so while I will try to take part in the game I may have to pull my running. I will update when I have an idea of what I may be doing over the next few days.

Puppet regions are essentially regions, artificially inflated with large numbers of puppet nations and used for specific purposes of their creator. Their purposes range from being a storage place for raiding/defending puppets, to nation collectors (some people like large sets of nations). Rarely are these regions used in the way we use Abydos... to build a community of diverse players for the purposes of simulating government or society.
Technically speaking the Abydos Defense HQ region, or whatever it is called is an example of a newly created puppet region. The region exists to perform a function of that Guild, not to be a vibrant independent community.

Gentlemen, the Embassy Act has already been amended to reflect that fact.
I think we had a few people talking about a roleplay region that I shot down due to it being entirely unnecessary given the size of the roleplay at the time the idea was given. But I agree that Abydos isn't a puppet region. It has puppet nations inside it but that in no way makes this region a puppet region. To think that makes it one is to not understand what a puppet region is or the role of such places.
When was the Embassy Act ratified, and then later amended?

That was over a year ago so we would need to pass it anyway seeing as we are under a new constitution/government. When can we get that on the floor for voting?

There is no parliamentary procedure, so I suppose whenever you, or any other vizier wants. All anyone has to do is say the word, and a poll can be made.
Well in that case unless anybody feels this needs more time to iron out things I think we can put this to a vote today or tomorrow. I think getting our policies on embassies reestablished would be a good move seeing as the 20th is only two days away and if we don't do so now we will have to wait until the 21st to get to it.
The Embassy Act was written 1 year and 137 days ago and I amended it today to add verbiage regarding Puppet Region Embassies.

The Diplomatic Nations sent to the regions of the signatories to this Treaty may remain in the region and post messages as it deems appropriate, and will be granted all privileges and rights of the Citizens of the regions of the signatories to this Treaty, except that such Diplomatic Nations may not seek to become the WA Delegate, vote in elections, or propose laws.
Both regions shall make these Accords easily accessible via their World Factbook Entries.
Once these steps have been taken and are completed, this Treaty will be in effect.

I have played wildlands or whatever it was called but that was as a demo so to answer you. No, I don't play rainbow 6 siege on anything. I'm 100% a Sony gamer and have been for years now.

I retired from video games back in 2004. The last game consol I owned was a PS2.
Well, at least you gamed on one of the greatest consoles to ever exist. But at the same time, you missed out on so many great games. So it's a mixed bag in that sense. I have taken time away from gaming a time or two myself but I always find that gaming is just too much fun to ever really stop.

CLAUSE I
We shall ban all forms of self-appointment. No citizen holding a position of power may appoint themselves to another position either directly or through the use of puppets. This shall apply to all instances in which a position is granted the authority to appoint nations to other positions.CLAUSE II
Embassies shall not be constructed or maintained without meeting the following criteria: minimum of 25 nations, formally organized government, and not puppet storage. Exceptions may be granted by the Grand Luxarch.CLAUSE III
The Conclave Pre-Election show shall be an officially recognized event of Abydos. The Conclave strongly encourages all Viziers and the Grand Luxarch to prepare statements of regional pride and celebration to encourage participation in the show.CLAUSE IV
We shall ban all acts of espionage, defined as providing foreign regions, nations, or entities with information privy only to citizens of Abydos or members of the Abydosian government. Following a guilty verdict by the Conclave, the minimum punishment for espionage shall be a 1-month ban on public office and voting. There shall be no maximum punishment.CLAUSE V
We shall ban all acts of treason, defined as actively subverting military operations of Abydos or providing foreign regions, nations, or entities with information privy only to citizens of Abydos or the Abydosian government that are used in an effort to harm the image or citizens of Abydos. The minimum punishment for treason shall be a 3-month ban on public office and voting. There shall be no maximum punishment.
These are the kind of legislative achievements that I have strived for Abydos throughout my term, and I will continue to bring meaningful legislation to vote if re elected as Grand Luxarch.

I'm happy you were able to get this passed before the 20th. No matter what happens my goal is the betterment of abydos if that keeps you in office that's fine with me. The eligible voters should know our history here. Let that be their guide to who to vote for.

I am curious as to why you want to leave the roleplay guild now, just as it's getting up and running to take over my position? You have been instrumental in your guild, and it will likely suffer from your absence. Further, the position of Grand Luxarch is just about setting forth legislation, which I have developed ample experience in. If you prefer drafting legislation over the administration of the roleplay guild, why haven't you proposed any laws so far as a Vizier?
I believe that for a region to function at its fullest all citizens should strive for the jobs that fit them best. Orbisburg, you have proven to be very talented at roleplay management and I believe I have demonstrated my qualifications in writing laws. The best thing for Abydos is when each of us do the jobs that we are most qualified for.
