Or you start investing in industries that don't neccessarily destroy the environment. It takes a bit more, but being Pro-Business is not the only path to have a Frightening Economy.

Nuclear seems to give a bigger economic boost, plus it kicks tech forwards as well. A twofer, really, so you get more science, more tech industry, more tech-savvy citizens AND a boost to economy and industry
