Raiding is approved of now, one of the most prolific raiders is now a forum mod and approves WA and Security Council submissions so no need for a bill TITO is already redundant.

NS has always permitted raiding, but it is by no means 'approved of'. That is a determination made by the nations of the game, not the Admins. There's a reason why these pro-raider resolutions continue to fail in the SC, and that's because the vast majority of nations in this game still see raiding as destructive, juvenile, and anti-social. While the raiders try to portray their griefing actions against others as 'just part of gameplay' and 'harmless fun', they're the only ones who believe that nonsense.
On average, TITO defends another region in this game every 24 hours, 365 days a year. I doubt the thousands of native nations in those vulnerable regions see those actions as 'redundant'.
