Only if invited by the Parliament to do so. Their printed report would be the only speech allowed without invitation.

History: Baroo is a Southern Dunterio Word that originally meant "Run". After the Fall of the EOU and the Rise of the Black Falcons, Baroo had it's meaning changed from "Run" to a Warning to Leave this change was due to the fact that many Offshoot Dunter Clans started Clashing with each other in Neighbourhoods and a Warning was needed to get civilians away from the to-be battlefield.

Meaning: Baroo is a Word you would typically shout if a Violent Scene was about to erupt or to simply notify that they should leave for whatever reason. Remember that if you hear someone shout 'Baroo' on a street in coürsland, Go in the Opposite direction as fast as you can.

That's basically all I have in mind by now but I think this gives a good idea of what I'm trying to do with the MSDL. If this is acceptable to y'all, I'll include it in the dispatch.

I will respond to each of the things in order:

-I don't have a problem with MSDL agencies having access to government budgets and other Departments but as observers not direct influence. They could advise and comment, but not directly influence budgets. I feel like the government should do that, as it's turning over a bit too much agency. Although, I have no problem with them working with the Departments to inspect hospitals, prisons or social programs. As long as it's in an advisory or observer capacity. Again, they would work in tandem with the relevant Departments. They could also conduct surveries and see how minority groups are treated.

-I don't mind the courts, as long as they serve in a supranational capacity similar to the EU courts and only deal with human rights allegiations. They could work outside of the regular Velder Court System, but have a system of appeals if someone thought their case should be heard. I also like that their rulings are non-binding but strongly advised. I am not sure how these rulings would be taken by the rest of the Velder courts, as only the Supreme Court can set precedent for the lower courts and that is set consitutionally.

-I'm fine with them serving fines however, as a way to excerise their rulings. I can think of some situations where these would be served against either the Velder Government or other Velder organisations. Historically, we have some dark patches.

Overall, I really like the idea. I like the intregration and social policy focus, it gives EU vibes with it's possible scale and I don't think we've had somethign quite similar to that. I don't mean to scale down your idea, I just think that alot of our nations value their national sovereignity. Especially, as a player I don't like the idea of cedeing the agency of a lot of the actions my nation could do. However, I also need to balance with the co-operation we like to foster in TWI. I think a few tweaks, pointed out by me and Jeriga would make this work. I am open to your ideas as well, as you did come up with this.

The only caveat to this is that military/national security related budgets would obviously just be a whole number and not a broken down analysis of what we are spending. Social and justice programs absolutely tho. Laeden jeriga would love what was basically described above.
