We vote for laws and legislation in the Druidic Council. You must be a councillor to vote in it. To be a councillor, you must first be a citizen by joining the World Assembly. For more information, read “Celtia WA Waiver list” bulletin.
I hope you find this useful.

Welcome Sergagon to Celtia. We hope you enjoy your stay here, please talk to Sailiopia (our Head Minister) if you have any questions or queries, they’ll be happy to assist you with anything you need. Also, I would recommend you join the World Assembly, as it helps Celtia’s Delegacy.

Guide to obtaining Celtian citizenship
There are two ways for Celtian residents (nations residing in Celtia) to obtain citizenship in the region:
Note: All citizens must have resided in Celtia for at least 7 days before becoming a citizen for security reasons.
  1. Have a WA nation in Celtia. If you have a WA nation residing Celtia, you automatically obtain Celtian citizenship.

  2. Obtain a WA Waiver. To obtain a WA waiver, you must have a WA nation outside of Celtia. Send a Telegram to the Home Officer (currently Sailiopia) the name of this WA nation, and then verify by sending a Telegram from that WA nation saying that it is you. If successful, both of your nation names will end up on this list and you will be a citizen of Celtia.

Sailiopia and Borgen

In my role as Council Head, I hereby announce that the General Constitutional Amendment has passed into Celtian Law. The Constitutional Amendment that would amend various provisions in the Constitution, received unanimous support from all incumbent Councillors (Sailiopia, Vereichyle, and Harkagrad).

BTW everyone, it seems that the WA Delegate Election is coming up! Candidacy can be announced any time (by any WA nation in Celtia) between now and 23:59 on the 16th of April 2021. I’ll be running, anyone else?

Sailiopia

Temporarily modified the WFE to honour Prince Phillip, who sadly passed away yesterday. Regardless of our views on monarchies, our thoughts lie with his family and those close to him.

Tribal states

Hello fellow nations! I founder of The Democratic Republic of the Tribal States, wanted to introduce myself. On behalf on my fellow citizens we as a nation are eager to extend our borders, establish peace and justice, and be a nation our citizens can say they are proud of. I hope to become part of the Drudic Counsel soon when the WA accepts us.

I recommend you read parts 1 and 2 of this dispatch, ignore the title:

I have been playing NationStates for more than 2 years, and despite that being only a fraction of the amount of time others have spent on the game, I feel that I know quite a lot about the site. Over the last few months though, I’ve really been thinking a lot, about how NationStates doesn’t really offer a lot of stuff that supports why I have played this for so long. So I felt that I’d write something about how I currently feel about the game, and what I think would be great additions in the future.

Part 1: What NS really offers

NationStates really does what it says on the tin. NationStates, it’s all about you, the player, making a nation based on your views, and running and managing it. That’s the whole premise of the game, in a sentence. There are more things you can do when running your nation, like joining the World Assembly or trying to reach the top 1%/5%/10% in the world. However despite their being lots to do, there isn’t much else to do when running a nation. You can’t do war, you can’t make trade deals and other stuff. That’s why many get bored and never log on again. And that’s where regions come in. Now you can join a group of like-minded nations and chat about what you are doing in your nation. That’s great, however eventually you’ll get bored, because there’s not many other things to do. And that’s where the cycle ends playing this game. You get a few weeks of excitement and joy, and then you get boredom, and your mind doesn’t focus on the site. And this is how the game makes it. But the great thing about NS, is that literally all the best parts of the game, are simply parts to the game, just adapted and exaggerated to make things more exciting. But the best bit about this, is that that was down to the players, not the game.

Part 2: What the premise has now become

Nowadays, it is very rare to see nations around for 6 months or longer focused on issues. It just isn’t common anymore. The things that are now the main part of the game, are regions. Regions, something not intended to be much, are now what makes NS what it is. Regions now have governments, regions now invade other regions and regions now influence WA votes like never before. The region, is now integral for the game as we know it.

When I log on to NS, I’m no longer bothered by the fact I have issues waiting to be answered, or that the fact I gained another banner. What I am bothered about, is what has gone on in the region I’m in, and what I have missed. And I’m sure that’s the same for most other nations. Regions have become so much different than what they were supposed to be. Regions literally have built their own law system, essentially becoming much smaller versions of IRL governments. In other regions, the focus is on raiding or defending, and becoming the most powerful region on the site. It is crazy to think how much more regions have become over the years, because without them, I doubt the game would be a successful and fun to play as it is at the moment.

But the thing that struck most to home, was reading the ‘Guide to Creating a Region’ thread on the Gameplay forum and when it mentioned government. What is talked about, is that based on the fact that the game is about creating a nation, a region is almost an international organisation, like the EU. Instead what it’s become, is a full on government and country in itself, treating a nation as a player rather than a nation. And that struck close to home for me, because what we are playing now, is something that was not intended to be. When Max Barry made the game, it was not supposed to be about regions or anything like that. And reading that thread, really made me realise how much the players have changed the game, and how much I prefer playing the game we have now, than the game this was supposed to be.

Part 3: NS has changed mentally, but not physically

Now to link back to the title, ‘Why NS is a very good game’ we need to use the first two parts. NS was designed to be about your nation, not your region. But the fact NS has changed isn’t the thing that makes it a bad game. It’s the fact that part of it hasn’t and can’t.

When you join the game for the first time, you are focussed on your nation. You get surprised when everyone else isn’t, and it takes you a few months for your focus to move to a region. That cycle happens a lot. But the fact it is even happening is what makes it a bad game. Players are signing up to something that they don’t really get. The game is so based on the regions, that the nation aspect is forgotten. Newbies sign up to make their nation, but get regional gameplay. And the fact that this is happening is a sign of a failed game.

Let’s be frank, if you knew what this game is truly about, would you have joined? I don’t think I would. And that’s where NS isn’t a very good game. Because it hasn’t changed because it can’t. You can’t just change the foundations of what he have now. You can’t. And so, we continue to play NS as a regional game. And new players begin to focus on regions. That’s how that game works now. But the fact the game can’t change to facilitate the changes the game has already made, means that it isn’t a very good game. Changes to regional gameplay can change, but they are only minor and don’t do much. The game we play, is still the same.

And so, NS is a failed game in some aspects. While it has had more than 6 million players, it is unable to properly change and go with what the players have made it. This isn’t a dig and those running the site or Max Barry, but when you take a step back, NS is still a nation simulator, when really, the majority of the players are focussed on regions. NationStates isn’t a very good game because the players change, not the game.

You can endorse other countries that are in the World Assembly. By doing so, they will get endorsement. You need at least two endorsements to make a proposal. Also, the more endorsements you have, the more your influence. The nation with the most endorsements within a region will be called the WA Delegate.

If you have more questions, ask away!

Tribal states please note that the WA Delegate is elected at 4 times per year. The winner of that election is WA Delegate for 3 months. It is technically illegal to get more endorsements than the WA Delegate, as that would remove the WA Delegate from their position. This is why we have an endorsement cap of 1 below the delegate.

Also everyone, I recommend you read the Celtia’s constitution:

The Celtian Constitution

by Celtia regional founder

Preamble
I, the founder of Celtia, in order to create a safe, democratic, and peaceful region, hereby write this constitution to be adhered to by all residents of Celtia.

If a resident controls a World Assembly member nation outside the Region of Celtia, they must telegram the name of this World Assembly nation to the Home Officer or whomever controls the waiver list at said moment in time, as well as verifying it with their World Assembly nation (through a second telegram), in order to be granted citizenship 7 days after the original application.

  3. The privileges granted by citizenship are as follows:

    • Voting in regional elections and referenda

  3. The Home Officer is appointed by the Head Minister, and approved by a simple majority of voting Councillors in legislative session. The Home Officer has the duty of managing Celtia's internal affairs. These duties include: creating and managing Celtia's regional events (such as recreational polls and roleplays), managing citizenship, and keeping the peace in the region. In the event that the Home Officer is absent, or that the office is vacant for any reason, the Vice Home Officer shall assume the powers and duties of the Home Officer, until such time that a duly appointed Home Officer is available. In the event that the Vice Home Officer is unavailable for any reason, the Head Minister shall carry out the duties of the Home Officer.

  4. The Home Officer may, at their discretion, appoint any citizen (other than the High Judge, or Cabinet member not involved in the Home Office) to the following positions: A Deputy of Roleplay, a Deputy of Entertainment, and/or a Deputy of Peacekeeping, who shall have the duties of assisting the Home Officer in organising roleplays, creating recreational polls and asking daily questions on the RMB, and moderating the RMB, respectively.

The Foreign Officer has the duty of managing Celtia's external affairs. These responsibilities include recruiting new nations to Celtia, maintaining good relations with other regions, and opening and closing embassies with other regions. In the event that the Foreign Officer is absent, or that the office is vacant for any reason, the Vice Foreign Officer shall assume the powers and duties of the Foreign Officer, until such time that a duly appointed Foreign Officer is available. In the event that the Vice Foreign Officer is unavailable for any reason, the Head Minister shall carry out the duties of the Foreign Officer.

  7. The Foreign Officer may, at their discretion, appoint any citizen (other than the High Judge, or Cabinet member not involved in the Foreign Office) to the following positions: A Deputy of Embassies and/or a Deputy of Recruitment, who shall have the duties of assisting the Foreign Officer in managing Celtia's relations and embassies with other regions and recruiting new nations to Celtia, respectively.

  11. In the event that the Deputy of Embassies, or the Deputy of Recruitment is unable to decide on a particular decision within their jurisdiction, it is the Foreign Officer’s responsibility to make that decision, and to inform the rest of the Foreign Office of this decision.

  12. In the event that the Home Officer or Foreign Officer is unable to decide on a particular decision within their jurisdiction, it is the Head Minister’s responsibility to make that decision, and to inform the rest of the Cabinet of this decision.

Article III: The Upper Legislative Branch
  1. The Upper Legislative Branch of Celtia shall be known as the Druidic Council, with the responsibility of creating, amending, and repealing the regional laws of Celtia, alongside the Citizen Assembly.

  2. The Druidic Council shall be comprised of Councillors. There must be at least 3 councillors in order to form a Council. The number of councillors must not exceed 1 councillor for every 5 citizens residing in the region of Celtia. In the event that a Council cannot be formed, all proposals are to be decided entirely by the Citizen Assembly until a Council is formed.

  3. The Druidic Council is elected by the citizens of Celtia every 9th of January, April, July, and October. All citizens (apart from the Head Minister and the High Judge) have the right to stand to become a Councillor.

  4. Once a Druidic Council is elected, their first order of business is to elect a Council Head. The Council Head shall announce the start and end of debating periods and voting periods on proposals in the Council, along with the results at the end of each vote. The Council Head shall also publicly announce the passage or failure of proposals, on the Regional Message Board of Celtia.

  5. All proposals submitted to the Druidic Council must be debated for 3 days. Once the debating period has concluded, a amending period in which Councillors may, for 3 days, suggest amendments the proposal in question, these amendents shall each be voted on for 3 days, with each Councillor stating whether they are for or against each amendment to the proposal, on the Regional Message Board of the Druidic Council. A 3-day voting period is held once the amending period has concluded. In the voting period, all Councillors must state whether they are for or against each clause of a proposal, on the Regional Message Board of the Druidic Council, if their vote is to be counted. However, Councillors may Abstain on clauses if they so wish.

  6. Proposals which do not affect the constitution may pass with a simple majority of voting Councillors. Constitutional amendments may only pass with a 2/3 majority of voting Councillors. Tied proposals shall be decided by a referendum of citizens. If a referendum has a majority of citizens voting for the proposal, the proposal passes into law. If the proposal fails to receive a majority, it is treated as having failed.

  7. No proposal submitted to the Druidic Council may be edited whilst being debated or voted on by the Druidic Council. However, proposals may be removed from the Council at any time by either the proposal's author, the Council Head, or the High Judge (the latter two, however, may only do so if the proposal is ruled as illegal by the High Judge).

  8. Citizens (who are not Councillors) wishing to take part in a particular debate in the Druidic Council may do so, but only if sponsored by an incumbent Councillor (who must publicly inform the rest of the Council of their sponsoring). Only councillors, however, have the right to vote in the council.

  9. The Druidic Council shall adjourn on the 24th of every March, June, September, and December, relieving the incumbent Councillors (including the Council Head) of their duties. The Druidic Council may not debate or vote on any proposals (including proposals whose debating or voting period should last past this date) until the 10th of every January, April, July, and October.

Article IV: The Lower Legislative Branch

  2. The Council Head shall also publicly announce the passage or failure of proposals, on the Regional Message Board of Celtia. The Council Head shall continue to preside over the Citizen Assembly after the Druidic Council's adjournment, until a new Council Head is elected by the Druidic Council.

  3. All citizens have the right to author proposals to be presented to the Citizen Assembly. All proposals must be written inside a dispatch, stated as to the type of proposal (legislation, amendment, repeal, constitutional legislation, constitutional amendment, or constitutional repeal), and sponsored by a Citizen other than the author (who must be credited in the proposal) in order to be telegrammed to the incumbent Council Head (by both the proposal author and their sponsor) in order to be presented to the Citizen Assembly.

  4. All proposals submitted to the Citizen Assembly must be debated for 3 days. Once the debating period has concluded, a amending period in which citizens may, for 3 days, suggest amendments the proposal in question, these amendents shall each be voted on for 3 days, with each citizen stating whether they are for or against each amendment to the proposal, on the Regional Message Board of the Citizen Assembly. A 3-day voting period is held once the amending period has concluded. In the voting period, each citizen must state whether they are for or against each clause of a proposal, on the Regional Message Board of the Citizen Assembly, if their vote is to be counted. However, citizens may Abstain on clauses if they so wish.

  5. All proposals passed by the Citizen Assembly shall be presented to the Druidic Council for debate and vote. Proposals which do not affect the constitution may pass with a simple majority of voting citizens. Constitutional amendments may only pass with a 2/3 majority of voting Councillors. Tied proposals shall be treated as having failed.

  6. No proposal submitted to the Citizen Assembly may be edited whilst being debated or voted on by the Assembly. Proposals may only be edited in the manner explained in Section 4 of this Article. Proposals may be removed from the Assembly at any time by either the proposal's author, the Council Head, or the High Judge (the latter two, however, may only do so if the proposal is ruled as illegal by the High Judge).

Article V: The Judicial Branch
  1. The Judicial Branch of Celtia shall be handled by the Judiciary, who shall have the duty of punishing nations who break Celtian Law, as well as settling any civil disputes that should arise.

  2. The High Judge shall manage the Judiciary, and shall be directly elected by the citizens of Celtia every 17th of January, April, July, and October. All citizens apart from Cabinet Members or Councillors, have the right to stand to become the High Judge of Celtia.

  3. The High Judge may, at their discretion, appoint any citizen (other than the Head Minister, Home Officer, or Foreign Officer) to the position of Deputy Judge, who shall have the duty of assisting the High Judge in the duties of the Judiciary.

  4. In the event that the Deputy Judge is unable to decide on a particular decision within their jurisdiction, it is the High Judge’s responsibility to make that decision.

  5. The High Judge’s term shall end on the 24th of every March, June, September, and December, relieving them of their duties. The Deputy Judge shall temporarily carry out the duties of the High Judge until the next High Judge election.

  6. No Celtian resident may be punished unless the High Judge (or, in their absence, the Deputy Judge) determines that the resident has violated Celtian Law.

Article VI: The World Assembly Delegacy
  1. The World Assembly Delegacy shall serve as Celtia's representative on the international stage and has the duty of voting on proposals, taking into consideration the votes of the World Assembly nations that reside in Celtia.

  2. The World Assembly Delegate shall be elected every 25th of January, April, July, and October, by the World Assembly nations residing in Celtia. All World Assembly nations residing in Celtia have the right to stand and become the World Assembly Delegate of Celtia.

Article VII: Elections
  1. Celtian elections must take place in a separate region made specifically for the purpose of holding Celtian elections. This region shall have an embassy with Celtia.

  2. Candidates for Celtian elections may declare their candidacy up to 7 days before the election.

  3. Alternative Vote will be used for Head Minister, High Judge, and WA Delegate elections, whereas Single Transferable Vote will be used for Druidic Council elections. Citizens can vote by ranking candidates in order of preference on the 'Celtia Voting Altar' Regional Message Board.

Article VIII: The Removal of Officials
  1. All Officials have the unrestricted right to resign from their position whenever they wish, and for whatever reason they may have, if they feel the need to do so.

  2. The Home Officer has the right to dismiss the Deputy of Roleplay, the Deputy of Entertainment, and/or the Deputy of Peacekeeping, whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.

  3. The Foreign Officer has the right to dismiss the Deputy of Embassies and/or the Deputy of Recruitment whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.

  4. The Head Minister has the right to dismiss any other member of the Cabinet whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.

  5. The High Judge has the right to dismiss the Deputy Judge whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.

  6. Any Cabinet Member can be removed from office by the High Judge, the Citizen Assembly (with a majority of voting citizens), or the Druidic Council (with a majority of voting Councillors) if they have violated Celtian Law.

  7. Any member of the Judiciary may be removed from office by the Citizen Assembly (with a majority of voting citizens) or the Druidic Council (with a majority of voting Councillors) on the grounds that they have violated Celtian Law.

  8. In the event that the Head Minister, World Assembly Delegate, High Judge, or a Councillor resigns or is removed from office, an election or by-election is to occur 7 days after the resignation or removal from office, to replace said official.

Article IX: Final Provisions
  1. The motto of Celtia is to be "Strength through Democracy".

  2. The flag of Celtia shall be comprised of a Brown Triskelion on an Olive Green background, surrounded by a Brown circle on the perimeter.

  3. No citizen shall serve any position created by this constitution, for longer than 2 terms in succession. This, however, does not prohibit citizens from serving in a position for a total period of 3 terms or longer.

  4. For this constitution to be repealed, the Druidic Council must unanimously approve (in legislative session) the creation of a week-long regional referendum for this repeal. In order to pass, this referendum must gain a 3/4 majority of voting citizens voting for the repeal.

  5. It is the responsibility of the High Judge to ensure that all provisions in this Constitution are adhered to.

As I have aforementioned, the WA Delegate Election is coming up. To be a candidate, you must publicly declare candidacy on the RMB. The candidate with the most votes is declared WA Delegate. However, please note that the WA Delegacy is a serious job, and you need to be active and responsible to do it.

Sailiopia, I’ve noticed that we haven’t implemented ranked voting in Celtia yet, perhaps we should author a proposal for it. Secondly I was thinking of implementing term limits. For instance, no one can serve more than 4 terms in total (1 year) at one job, but you also can’t serve more than 2 consecutive terms.
