Why do you think some regions withdraw their embassies and cancel it before it close
Answer: Have you heard of the disease called dumbness?
Normally it's because a raider group briefly takes over the region and withdraws all embassies, then either leaves or is kicked out by the founder/natives/defenders. Once the natives are back in power, they cancel the closures.
