To give your nation a chance of receiving a Legendary card and a guarantee of receiving at least an Epic card, you can take the following steps:
1. Join the World Assembly with your Balder nation if you are not already a member.
2. Endorse our Delegate 
North East Somerset if you are not already doing so.
3. Send a telegram applying for a Legendary card to 
Balder Dispatches by 21:00 UTC on Saturday 28 November 2020.
From among the eligible nations that apply, 5 nations will be randomly selected to receive a Legendary card. In addition, all eligible applicant nations this month are guaranteed to receive an Epic card if they are not randomly selected to receive a Legendary card.

The Delegate and Government of Balder are pleased to offer Viking Art Rewards. The Delegate and Government are distributing viking plaques, carvings and figure stones, in the form of NationStates cards, to the exploring and warrior WA nations of Balder.
Every month, the Realm of Balder is giving the chance of winning a Legendary card to World Assembly nations endorsing our Delegate. Only World Assembly nations endorsing Delegate North East Somerset are eligible to apply for and receive Legendary cards.
If your nation is in the World Assembly and endorsing North East Somerset, and you wish to receive a Legendary card in November, please apply by telegram to Balder Dispatches by the deadline of 21:00 UTC on Saturday 28 November 2020.
From among those eligible nations which have applied by the deadline, 5 nations will be randomly selected to each receive one Legendary card from the card deck of Balder Dispatches. A Legendary card will be gifted to each of the successful applicant nations.
The Legendary card allocated to each successful applicant nation will be selected randomly from among Legendary cards in the card deck of Balder Dispatches, except where a preference for a particular card was expressed in the applicant nation's initial telegram to Balder Dispatches. If multiple successful applicants express a preference for the same card, it will be allocated based on which nation telegrammed first. Nations also have the option of expressing second, third, fourth and fifth preferences in the initial telegram in case any expressed first/earlier preferences cannot be met.
In addition to a Legendary card for each of the 5 successful applicant nations, eligible nations which apply and are not randomly selected to receive a Legendary card will each receive an Epic card. All eligible applicant nations are accordingly guaranteed to receive either a Legendary or an Epic card.
In order to permit cards won to subsequently be gifted, applicant nations are asked to ensure that they have sufficient deck space clear to receive one card in the 24-hour period following the closure of this month's Viking Art Rewards applications at 21:00 UTC on 28 November 2020.
