Provisional Council of Generals

All of these men (with the obvious exception of J. Barros) are in royal custody, incarcerated indefinitely.

Horácio Corte-Real
Horácio is typically a loud-spoken man, unafraid to inject his own ideas and thoughts in a duscussion. He is lacking in knowledge of the greater scope of war because of the speed at which he advanced through the ranks. However, his generalship is not an unearned one: Time and time again he has lead daring charges against enemies in the battlefield.

Donato de Sá
Donato is on most occasions a listener more than a talker, though if he has something to say he most certainly will say it. He is quite poor in strategy and tactics, but he has one saving grace: de Sá is an expert in inflicting horrendous casualties on an advancing enemy army during a retreat. He understands how to set up traps, killzones, and make life one hell of a time for foes who attempt to chase down his fleeing troops. Any commander going up against him quickly learns to be cautious on the advance.

André Carriço
Unlike most of Qulesh's high command, André does not have any real specialties that make him an exceptional general, or any qualities that make him undesirable. He tends to think through problems before providing an answer, and his answer is usually logical, even if not the best. He often interjects to clarify points in the other generals' plans, and many times he is able to notice a flaw or improve it.

Geraldo Santos
Geraldo is always the first man to make a suggestion. He uses instinct rather than reason to guide his plans. Although it can be at times irritating to the other generals when he makes a terrible decision without forethought, they admit that he is quick to respond to any situation. His plans are rarely strategically sound, but he can get troops moving fast when need be.

Adalberto Leite
Adalberto is a cold man. He is ruthless and highly skilled at quieting the public, one way or another. His command is often the difference between a town revolting or staying loyal. He knows how to control the people through fear: of the enemy, of the Army, and of himself. He rarely speaks during discussion concerning combat plans, but is always very involved with the town and city garrisons.

Cândido Borges
Cândido is, without a doubt, Quelsh's finest armoured commander. He understands when to use armour, where to use it, what type to use, and how to use it. His knowledge of rapid armoured advdances, quick flanks, and multi-pronged attacks with tanks more than makes up for possible defiencies in infantry tactics. On the whole, he is quiet during discussions, and usually only speaks when he sees a chance to make use of his armour.

Jorge Barros Assassination
A man born of a wealthy family, Jorge is no great military commander. He actually failed military college, and on the rare occasion that he presents a plan, it is quickly thrown out because of its issues. However, he has strong connections to much of Quelsh's upper class. He acts as a sort-of spokesperson for the affluent families of Quelsh, and in turn those families support the Army monetarily. Jorge is aware that the others only keep him for his connections to the economy, instead of for any strategic ability he may have.

Filipe Melo
Filipe is a man short in stature who makes up for it by being very loud in discussion. He is a mastermind of overall defensive strategy. He can hold off a somewhat numerically superior force with better equipment indefinitely. Although he is severely lacking in the offensive department and is inclined to be rude in planning, he is certainly a vital asset in preparation for a defensive operation.

Aloísio de Sá
The younger brother of Donato de Sá, Aloísio was at first a disappointment to the other generals when he failed to provide any plans whatsoever when he was called upon. However, he showed his true colours in analysing other generals' plans. Army war performance noticeably improved when he started looking over plans and modifying them. He continued doing this until earning the nickname "Army Editor," at which point it was all but official that he was to be the final verification of any major operation.

Vítor Pascoal
All of the generals refer to each other by their first name, with the exception of Pascoal. In Quelshian history, many heroes were born from war. Pascoal, however, is a family line of war heroes. Though their legacy stems all the way back from the original civil war, which resulted in the creation of Quelsh, Nelinho Pascoal, who served as head general for most of The Great War (WWII), is undoubtedly the most famous member of the family. His strategy in The Great War during the western Allies' return to continental Europe was highly effective. Nelinho was occasionally criticised for over-aggressiveness, but nobody could deny he got results. Vítor Pascoal, his grandson, is a quiet, reserved man. He does not often choose to speak. However, on the rare times that he does speak, everyone listens. His ideas are always insightful, and his family name ensures respect from the other generals.
