CONSTITUTION OF ATLAS
Section I: Citizenship of the Region

Article 1: Obtaining Citizenship

1. Citizenship is a privilege given to you, a member of NationStates, by the Government of Atlas upon approval of a completed Application of Citizenship.
2. Applications of Citizenship may be found in the Recruitment Thread as linked to within the World Factbook Entry.
3. Entry to the region under free travel rights does not constitute citizenship, nor does acceptance into the regional Discord server.

Article 2: Rights and Requirements of Citizenship

1. Every citizen has the right to create one nation to be represented in the IC world of Atlas, but may not create more without prior approval from the Executive President and Minister of Information.
2. Every citizen is required to show their fellow brethren with respect and a basic measure of kindness. Displays of hateful or provocative behavior toward any person or group of people will be met with repercussions as listed in S1:A3.

Article 3: Loss of Citizenship

1. Should a citizen be found guilty of violating any standards in the Code of Conduct or the Constitution, they will be reprimanded as is appropriate for the infraction, which may include loss of citizenship.
2. Repeated infractions of any rules found in the Code or the Constitution will be met with more severe punishments, including, but not limited to, temporary and permanent bans.
3. Citizenship can be revoked if the Executive President and the majority of the Executive Cabinet consents, or if more than 3/5ths of citizens votes to revoke. A vote to revoke requires a petition of at least 1/5th of the region’s citizens to be eligible.

Section II: Roleplay and Worldbuilding Standards

Article 1: Activity Requirements
1. Citizens of the region of Atlas must maintain some modicum of activity to continue being a productive member of the community. It is expected of members to keep in touch through the Discord or RMB if possible.
2. Citizens also are expected to show performance and improvements in their construction of their nation, either through increasing IIwiki presence, publishing relevant material to their nation, or creating and responding to roleplays that pertain to Atlas Canon.
3. Should a citizen foresee a possible hiatus on the horizon, it is their responsibility to inform the Executive Council and the region at large, so that it is not assumed that you have become permanently inactive.
4. Should it become assumed that any citizen has become permanently inactive, of which some signs may include, but not be limited to, prolonged disappearance from the Discord or RMB, lack of activity on the IIwiki or Atlas Canon roleplays, or general noninvolvement in the region in any capacity, then the Executive Government may rule on a revocation of citizenship with regional consent.
5. Should the EC rule to revoke citizenship due to clear inactivity and non-participation in the region, and a substantial portion of citizens disagree and consent is not shown, they may petition for a regional vote, in which half of votes must be in the affirmative to overturn in order for the revocation of citizenship to be reversed.

Article 2: Statistical Limitations
1. No nation will have a population exceeding 200,000,000.
2. No nation will have a standing army exceeding 1,800,000.
3. No nation will have a Nominal GDP exceeding $7 trillion USD.
4. No nation will have a Nominal GDP per capita exceeding $45,000 USD.
4. Exceptions can be made with the consent of the Executive President and the Minister of Information, after convening with the applicant.
5. As such, no application in excess of these limitations will be approved without prior consent by the Executive President and the Minister of Information.

Section III: Regional Governance

Article 1: Founder

1. The Founder position is held by Bratislav, and is a purely ceremonial post, and holds no responsibilities. Should the Founder cease to exist, the procedure in the Exodus Decree will be executed.

Article 2: Executive President

1. The Executive President is the highest ranking member in the Government, and has the final say in all matters. This position will hold all official powers gameside, and will administer all necessary Atlassian Government entities outside of such.
2. The Executive President has the ability to appoint the Ministers of the Executive Cabinet, and can replace any Minister at any point in time.
3. All citizens and members residing in the region of Atlas with World Assembly membership are required to endorse the Executive President. Those non-citizens who do not comply face expulsion from the region.
4. The Executive President is an elected position, with unlimited three month terms.

Article 3: Minister of Recruitment

1. This Minister is responsible for recruiting prospective members to the region, and is instructed to bring the best from NationStates. The Minister can use multiple methods in accordance with site rules, ranging from advertising roleplays to Telegram campaigns.
2. The Minister of Recruitment is also responsible for deciding on applicants’ requests of citizenship. Their decision is active immediately, and does not require further review from any Government official. However, the Executive President may override their decision within 24 hours, after conferring with the Minister and applicant in question.
3. The Minister will be empowered with the roles concerning Embassies and Communications.

Article 4: Minister of Information

1. This Minister is tasked with maintaining the regional IIwiki pages, as well as guiding regional canon.
2. The Minister of Information will enforce the Roleplay and Worldbuilding Standards as outlined in Section Two, and any unofficial rules of precedence. Their decision is to be respected immediately, but can be reviewed at a later time with an appeal to the Executive President.
3. The Minister will be empowered with the roles concerning Appearance, Communications, and Polls.

Article 5: Minister of Defense

1. This Minister is responsible for the safety and security of the region. They are to enforce all rules concerning behavior found in the Constitution and the Code of Conduct. Their rulings will be respected immediately, but can be appealed to the Executive Cabinet as a whole.
2. The Minister is also responsible for defending the region from external threats, such as raids.
3. The Minister of Defense will be empowered with the roles concerning Border Control and Communications.

Article 6: Executive Cabinet

1. The Executive Cabinet will consist of the Executive President, the Minister of Recruitment, the Minister of Information, and the Minister of Defense.
2. The Executive Cabinet will be responsible for the well-being of the region and the security of its citizens.
3. The Executive Cabinet can confer at any time about any subject, and its rulings on any subject are final. How the Executive Cabinet chooses to make rulings or enforce them is the prerogative of the Executive President and Cabinet.
4. Should any citizen feel dissatisfied with any Official’s independent rulings, or have concerns otherwise, they may petition the Executive Cabinet for an appeal.

Article 7: Cartographer

1. The Cartographer is a semi-permanent position, with authority over the regional map. The Cartographer’s decisions concerning the map are to be considered immediately effective, but can be appealed.
2. Being a semi-permanent position, the Cartographer can only be ousted by a regional Vote of No Confidence, by which new elections will be triggered. Alternatively, the Cartographer may resign, in which case, new elections will also occur.
3. The Cartographer will be empowered with the roles concerning Communications and Appearance.

Article 8: Votes of No Confidence

1. Should a significant portion of the region’s citizens become dissatisfied with the Executive President, the Executive President’s appointee for any of the Ministers, or become dissatisfied with the performance of any of the Ministers or the Cartographer, a petition with the signatures of 1/5th of citizens may be submitted to the Executive Council. At that time, a Vote of No Confidence will be conducted, and if it should be found that those with no confidence has at least 3/5ths of the votes attained, then the Official in question is ousted.
2. If a Minister is ousted, then the Executive President may appoint a new Minister. If the Cartographer is ousted, then new elections will be triggered. If the Executive President is ousted, then new elections will also be triggered.

Article 9: Elections

1. The only two elected positions in the Regional Government are the Executive President and the Cartographer. Outlined below are the procedures for election for Executive President.
2. Every three months, on the 27th of January, April, July, and October, a system of elections will be held for the Executive President post.
3. Only citizens on the Registry of Citizens may participate in any votes if they have already obtained citizenship to the region prior to the first vote being opened. New citizens inducted into the region after the beginning of elections will be ineligible to vote.
4. On the 20th of the aforementioned months, beginning at 12:00 UTC, a poll will be posted on the regional page that asks: “Are you satisfied with your Executive President?”. The poll will end at 12:00 UTC on the 21st, one day later.
5. Should the majority of eligible respondents answer in the affirmative, the incumbent Executive President will continue to their next term unencumbered.
6. Should the majority of respondents answer in the negative, then a week’s period of campaigning will begin. The campaign period will begin at 12:01 UTC on the 21st, and will end at 12:00 UTC on the 28th.
7. Candidates may announce their campaigns on the RMB or through Discord, or both. They may distribute material through these two mediums, but campaign telegrams are strictly forbidden, for it is not a fair and equal ground, whereas RMB and Discord both are available to everyone. Those found violating this rule will be disqualified from running.
7. At the end of the campaigning period, the vote for Executive President will begin at 12:01 UTC on the 28th, and will go for two days. No campaign material or persuasive tactics will be permitted during the voting period. Those found violating this rule will be disqualified. The election will be conducted though the STV process.
8. If a new Executive President is elected with a simple majority vote as a result of the STV process, then they will take their post on the 1st of the following month after elections. All citizens and members of the region with WA membership are required to endorse the new Executive President. Citizens are also required to unendorsed the losing incumbent until their number of endorsements becomes half of their original number.
9. Should a Executive President to exist or leave the region during their tenure, the Minister of Information shall immediately hold snap elections in accordance with Article 9 Section 8 of the Constitution. In their stead, the Minister of Defense shall act as the Interim Chancellor. The Executive President shall be sworn in as soon as the voting period ends.

Article 10. Administrative Powers and Necessities.

1. Any citizen may propose additions, removals, edits, or other amendments to this Constitution by posting the Amendment in a Dispatch or forum post in the elections thread, then posting the Dispatch or link to the forum post on the RMB. After two days have elapsed, a regional poll regarding the passage of the Amendment is to be posted by the Minister of Information with two options: "Yea", "Nay", and "Abstain". Shall the "Yea" votes outnumber the "Nay" votes by at least a factor of three to two, the Amendment is considered passed and shall be added to the Constitution.
