Elections

-Procedure: Elections shall be held every 60 days by general poll of the population. Candidates may only run for one position at a time. All candidates for positions involving elevated clearance levels will be vetted by the Intelligence Division. The Intelligence Division will report to the Council Chairman prior to the posting of the polls and the beginning of the elections. If the Council Chairman believes any candidate is unfit to be elected, he or she shall bring the Deputy Director of Intelligence in front of the entire Council to brief the Councilmen. A simple majority is necessary to bar a candidate from running. The Scribe shall not be present at this hearing and no record of it will be kept.

-Positions and Responsibilities:
-Council: See Article I and II of the SHIELD Constitution
-Scribe: Records all Council meetings and votes unless information discussed is classified Level 7 or above. Sends records to Secretary for record-keeping and posting on the forum.
-Secretary: In charge of maintaining all records for SHIELD, both public and private. Must post all public records on forum. Public records include but are not limited to election results, election candidates and their vote-shares, Council meetings, and executive orders issued by the Director. Maintains a confidential list of necessary passwords. Acts as record-keeper and secret-keeper for SHIELD.

-Candidacy Requirements:
-Council: Must be a member nation of SHIELD. Must be a member of either the Intelligence Division or the Operations Division. Must pass vetting by the Intelligence Division.
-Scribe: Must be a member nation of SHIELD. Must be a member of either the Intelligence Division or the Operations Division. Must pass vetting by the Intelligence Division.
-Secretary: Must be a member nation of SHIELD. Must be a member of either the Intelligence Division or the Operations Division. Must pass vetting by the Intelligence Division.

-Declaring Candidacy: The window for members to declare candidacy begins 10 days prior to the election and ends 2 days prior to the election. Those who intend to become candidates must notify the Director that they wish to run for a position. Members may declare their candidacy publicly prior to this period, but will not be officially considered as candidates until proper notification has been completed.

-Special Elections: See Article V of the SHIELD Constitution
