The Universal Proclamation of Natural Rights

Preamble

Recognizing that the inherent dignity of all man and the equal and inalienable rights of all man are the foundations of all free and just societies in this world,

Recognizing also that the destruction of this dignity and these rights have outraged the souls of mankind, and that the plurality of societies of the modern world aspire to provide and protect this dignity and these rights in order to ensure freedom and justice, which are the highest aspirations of mankind,

Recognizing also that the destruction of this dignity and these rights will compel mankind to seek retaliation against its oppressor, and that to prevent such regrettable retaliation, it is imperative to protect this dignity and these rights,

Recognizing also that it is the ultimate aspiration of this august League to promote the development of friendly relations between nations,

Recognizing also that the Charter of this august League has reaffirmed a commitment of the League in the protection and promotion of this dignity and these rights, and that this League has determined itself to be dedicated to the furthering of freedom and justice in the modern world, and that the protection of this dignity and these rights are imperative to this dedication,

Recognizing also that the plurality of nations in this august League have determined to dedicate themselves to the furthering of freedom and justice in the modern world, and that they shall endeavor to accomplish this through the protection of this dignity and these rights,

Recognizing therefore that a common understanding of the constitution of this dignity and these rights is of the greatest importance for this august League,

Now therefore THE GENERAL ASSEMBLY of the ORDIC LEAGUE declares THIS UNIVERSAL PROCLAMATION OF NATURAL RIGHTS as a common standard by which all nations may strive for success, in that all individuals and organs of all societies, keeping this Proclamation constantly in mind, shall aspire to teach and to educate to promote respect and admiration for this dignity and these rights as enumerated herein.

Article I

All human beings are born free and equal in this dignity and these rights. All mankind are gifted with reason and spirit and shall act towards one another in brotherly friendship.

Article II

All human beings are entitled to all the rights and freedoms enumerated herein, regardless of arbitrary distinctions of any kind, such as race, color, sex, language, religion, national or social origin, social class, property, birth or other distinctions. Furthermore, no distinction shall be made on the basis of the political, social or economic status of their country or territory, whether it be independent, trust, non-self-governing or any other limitation of sovereignty.

Article III

All human beings are entitled to life, liberty, and security.

Article IV

No human beings shall be subjected to slavery or servitude; slavery and the pernicious slave trade shall be prohibited in all extant forms.

Article V

No human beings shall be subjected to cruel or unusual punishment, unjust torment or suffering, or any other degrading or inhumane practices.

Article VI

All human beings are entitled to recognition across the world as a human before the law.

Article VII

All human beings are utterly equal before the law and are entitled to equal protection of the law regardless of any arbitrary distinctions. All human beings are entitled to equal protection against any discrimination in violation of this Proclamation and against any incitement of such acts.

Article VIII

All human beings are entitled to an effective remedy by the relevant national tribunals for acts undertaken by any individual or organ which violated this dignity and these rights, which are enumerated herein.

Article IX

No human beings shall be subjected to unjust arrest, detention or exile.

Article X

All human beings are entitled to a fair and public hearing by an independent and impartial tribunal, in the determination of their rights and obligations and of any criminal charge levied against them.

Article XI

All human beings charged with a penal offence have the right to be presumed innocent until proved guilty according to law in a public trial at which they are afforded all the guarantees necessary for their defense. Furthermore, no human beings shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

Article XII

No human beings shall be subjected to unjust interference with his privacy, family, home, or correspondence, or to excessive and unjust attacks upon his honor and reputation.

Article XIII

All human beings are entitled to the freedom of movement and residence within the borders of all nations. All human beings are entitled to the freedom to leave any place or nation for whatever reason.

Article XIV

All human beings are entitled to asylum from persecution, so long as this persecution is not non-political or contrary to the ideals and aspirations of this august League.

Article XV

All human beings are entitled to a nationality, and shall not be deprived of nationality or denied the right to alter nationality.

Article XVI

All human beings of full age, without any limitation due to race, nationality or any other arbitrary characteristic, shall have the right to marry and to found a family, and they shall be entitled to equal rights as to marriage, during marriage and at its dissolution, and marriage shall be entered into only with the free and full consent of the intending spouses.

Article XVII

All human beings are entitled to the freedom of thought, conscience and religion, and this right includes the freedom to hold thoughts and practice religions unmolested by any individual or organ, and the freedom to change or express thought and religion in any way desired.

Article XVIII

All human beings are entitled to opinion and expression, and this right includes the freedom to disseminate opinion and express belief in any way desired, unmolested by any individual or organ.

Article XIX

All human beings are entitled to the freedom of peaceful assembly and association.

Article XX

All human beings shall have the right to own property alone as well as in association with others, and none one shall be arbitrarily deprived of his property.

Article XXI

All human beings are entitled to social security and to the realization, through national and international cooperation and in accordance with the resources available, of the economic, social and cultural rights which are vital to human dignity and the free development of human character.

Article XXII

All human beings are entitled to work, for just recompense, and to free choice of employment, and to just and favourable conditions which do not demean or degrade the human spirit. All human beings are entitled to equal pay for all work. All human beings are entitled to fair organised representation of their labour interests, in the form of trade unions or similar organisations.

Article XXIII

All human beings are entitled to rest and leisure, and this right includes reasonable limitation of working hours and reasonable periodic holidays with pay.

Article XXIV

All human beings are entitled to a reasonable standard of living, including adequate food, clothing, housing, medical care, and necessary social services, and to security in the event of unemployment, sickness, disability, widowhood, old age, or any other circumstance which may lead to the deprivation of such a reasonable standard of living.

Article XXV

All human beings are entitled to be parents without fear of economic consequence or political retaliation, and all children, whether born in or out of wedlock, shall enjoy special care and assistance as is necessary for their well-being.

Article XXVI

All human beings are entitled to education, and education which is free, at the very least at the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education, including higher education, shall be made generally available and be provided equally to all on the basis of merit.

Article XXVII

All human beings are entitled to participate freely in the cultural, artistic and scientific achievements of mankind. Human beings are entitled to the protection of any material or moral interests resulting from work of which they are the author.

Article XXVIII

All human beings are entitled to a national and international order in which the rights and freedoms enumerated herein can be fully realized.

Article XXIX

In the exercise of their rights and freedoms, all human beings shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a free and just society.

Article XXX

Nothing in this proclamation may be interpreted as implying for any inidividual or organ, nor any nations, that there exists a right to engage in any activity aimed at the destruction of any of the rights or freedoms enumerated herein. The sole purpose of this Proclamation is to protect and secure the inherent dignity and equal and inalienable rights of all mankind.
